Rajya Sabha descends into chaos on No-confidence motion against Chairman Jagdeep Dhankhar

The Rajya Sabha descended into chaos on Wednesday as the government and opposition clashed over the no-confidence motion move.











Rijiju praised the Vice President, calling him a “farmer’s son” who has upheld the dignity of the House.  


“You have no right to be members if you can’t respect the Chair. We have taken an oath to protect the sovereignty of the country.”


The uproar began as soon as the House convened, with Union Parliamentary Affairs Minister Kiren Rijiju launching a scathing attack on the opposition. Defending Dhankhar, he said, “If the opposition attacks the dignity of the Chairman, we will protect.”  


On the JPC on Waqf (Amendment) Bill, the committee's chairman Jagdambika Pal says, "Darul Uloom Deoband is a reputed organisation which creates Islamic scholars. The Waqf Amendment Bill is under consideration with the JPC. We called the Darul Uloom Deoband to take their suggestions...".






Speaking to reporters outside Parliament, Rahul Gandhi said, "Our aim is that the House should run, and a discussion should happen in the House. Let them say whatever they want against me, we want the Constitution debate."

INDIA bloc allies Congress and the Trinamool Congress continued to speak in contrasting voices on Wednesday as protests disrupted yet another day of Parliament's Winter Session.

While Congress MP Rahul Gandhi assured that the Opposition's aim was for the Lok Sabha to function, Trinamool, however, struck a divergent note with MP Kalyan Banerjee accusing the Congress, along with the BJP, of dictating how the House functions.

Earlier in the day, Congress Deputy Leader in Lok Sabha Gaurav Gogoi wrote to the Speaker, urging him to examine the party's complaint against BJP MP Nishikant Dubey's "defamatory remarks" against Rahul Gandhi and remove them from the record.


"We moved a privilege motion against BJP's Nishikant Dubey and Sambit Patra. The person against whom the motion was moved was allowed to speak in Parliament. This is part of a conspiracy against letting the House function. They are scared of the Adani issue," he said.


On December 5, Dubey raised questions in Lok Sabha regarding Rahul Gandhi's meetings in the US with "those who want to Khalistan and a separate Kashmir".

"What are your relations with them," the BJP MP queried.


70 RAJYA SABHA MPs SIGNED DHANKHAR REMOVAL NOTICE

The Congress-led camp's removal notice is said to have been supported and signed by 70 Opposition Rajya Sabha MPs.


These include members of the Congress, the Rashtriya Janata Dal (RJD), the Trinamool Congress (TMC), the Communist Party of India (CPI), the Communist Party of India-Marxist (CPI-M), the Jharkhand Mukti Morcha (JMM), the Aam Aadmi Party (AAP), and the Dravida Munnetra Kazhagam (DMK).


The process for the removal of the Vice President, which is different from the President's impeachment (Article 61), is detailed and involves specific steps under Articles 67(b), 92 and 100 of the Indian Constitution.

The resolution to remove the Chairman has to be introduced in the Rajya Sabha, and requires at least 14 days of notice before it is moved. So, on Tuesday, a notice was submitted, and the motion to remove the Rajya Sabha Chairman can be tabled only after 14 days.

The motion, after being tabled, requires the support of an absolute majority (more than half of the total votes) of the total membership of the Rajya Sabha and not just a majority of the MPs present and voting.
