BJP MP and Parliamentary panel head Sushil Modi favours keeping Tribals out of Uniform Civil Code :: Naga leader Chishi flays Rio regime


(Sushil Modi's suggestion would make things easier as the opposition to UCC from tribals and a substantial number of Christians and Hindus practicing their traditions would stop.) 


As many as 19 lakh suggestions have been received so far in response to the public notice on June 14 from the Law Commission inviting suggestions from social groups and individuals.


The exercise will continue till July 13. The Parliamentary Standing Committee  on Personnel and Law met in Delhi and sources said 17 out of 31 members of the panel attended the meeting.

BJP MP in Rajya Sabha, Sushil Modi is the chairman of the panel. He advocated keeping tribals, including those in the North East, out of the purview of any likely Uniform Civil Code (UCC).


It goes without stating that the Uniform Civil Code is aimed at replacing personal laws based on religions, customs, and traditions with one common law for everyone irrespective of religion, caste, creed, sexual orientation, and gender. Personal laws and laws related to inheritance, adoption and succession are likely to be covered by a common code.


Of course, implementation of a UCC has been part of BJP election manifestos and Prime Minister Modi in Bhopal last month made a strong push for it. He had asked how can the country function with 'dual laws' that govern personal matters, and accused the Opposition of using the UCC issue to “mislead and provoke” the Muslims.  


Law Commission representative K Biswal at the meeting defended the fresh consultation exercise, noting that the preceding commission had brought out its suggestions in 2018 and its term had also come to an end. 

Sushil Modi in his comments pitched for keeping tribals out of the ambit of any proposed UCC and noted that all laws have exceptions.

The central laws are not applicable in some North Eastern states without their concurrence, he said. 

Meanwhile, sources indicated that the possibility of a bill on UCC is remote in the monsoon session of Parliament beginning July 20.

At the House committee meeting, Sushil Modi is believed to have asked law panel and ministry officials if it was legally tenable to keep tribals out of the purview of any such law.


The government officials reportedly responded in the affirmative. The officials made a detailed presentation on personal laws of different religions at the meeting.



Among others Sena MP Sanjay Raut, Sukhendu Sekhar Ray (Trinamool Congress), K R Suresh Reddy (Telangana Rashtra Samithi), Vivek K. Tankha (Congress), P. Wilson and A Raja (both DMK), Kalyan Banerjee (Trinamool) Pradan Baruah (BJP MP from Lakhimpur, Assam), Jyotirmay Singh Mahato (BJP) and former Uttarakhand Chief Minister Dr Ramesh Pokhriyal Nishank are also members of the parliamentary panel.











Puppet Rio regime gearing up for 'disintegration' of Nagaland, says K L Chishi

Terming Congress leader Rahul Gandhi's visit to Manipur as 'successful', former Nagaland Chief  Minister K L Chishi today, July 3, said, "Everyone could see the emotional connect the Congress leadership has with the people of northeast ... tribals, non-tribals, everyone".

"Why attack 300 churches, can these be just a mob act?," Chishi said sounding
critical of the BJP-led government in Manipur.

To a question on developments related to Eastern Nagaland, Chishi said,
"All these are creations of the present Chief Minister Neiphiu Rio. 
Our people are being misled. The puppet regime of Neiphiu Rio is gearing up to prepare the state for disintegration". 


Talking to 'Nagaland Page' from his Dimapur residence, the Congress veteran, however said, things were not going well at the level of pradesh Congress.



"I do not see the hunger in the belly to revive the party in Nagaland where we were very strong even during adverse conditions. In 2019 also we were in the opposition and did not have any legislator but as Congress candidate for Lok Sabha polls I could see people's love and trust in the Congress party.... 
Though we could not make it by a slender margin, the Congress party could not capitalise the ground I created," he said.


Chishi lost to incumbent NDPP nominee Tokheho Yepthomi by a margin of 16,344 votes only and the Congress candidate had established leads in key districts except a few select assembly segments.



"Moreover, I lost because some MLAs had switched loyalties at the last moment," he said.

Referring to developments in Nagaland Congress, he says, "Actually there is no development....in Congress in Nagaland. We are sleeping giants. That is why I told some of my colleagues superficiality alone will never be a pragmatic approach". 



Elaborating further, he said, "We must not miss the opportune moments to achieve our conviction to win the confidence of the populace. I have cautioned concerned people that our arrogance and high sounding propaganda without transparency will not and cannot attract the people nor convince the elitists".

Was he referring to a recent remark from the new state Congress president Supongmeren Jamir, who had reportedly said, "If we all put our strength unitedly and fight we will succeed soon. But we cut each other’s legs and fight divided we will never succeed" ?



"I do not take names when it is not necessary to take.... But you cannot tell me you are sharing a word of wisdom when you say sun rises in the east. Well, everyone knows that..... we also know sun sets in the west. So what?", Chishi countered.



"Mr Nirendra, you have been tracking my politics for last three decades now....A leader must possess followers. Sycophancy without clear conscience amounts to betrayal of truth. Other stalwarts in Nagaland and elsewhere have paid a price.

You know it well, I share without any prejudice and jaundiced views. It may please the present party ventures or may not".


Asked to elaborate further on these, he said, "If we keep on cleaning the dustbins with dumb-headed characters, what will we gain....The party of ours will be thoroughly marginalized".
