Monsoon session: 


Prime Minister Narendra Modi says, "Mera hriday peera se bhara hae, krodh se bhara hae (My heart is filled with pain and anguish)" -- on naked girls parading in Manipur.


"Who are guilty... how many of them is one issue...But such an episode has left the entire country ashamed. 140 crore people have been ashamed" - PM 


Congress, LokSabha MP Manish Tewari gives adjournment motion notice to discuss the "ongoing ethnic clashes taking place in Manipur" ... 


"I will urge all Chief Ministers in the country so that adequate steps are taken to strengthen law and order situation...and especially take all necessary steps to ensure protection for our mothers and sisters; and even take strong steps...

The Union cabinet cleared both the Press and Registration of Periodicals Bill, 2023 and the Mediation Bill, 2021, which has now been reworked to incorporate suggestions from a Parliamentary panel.....  


Other important legislation include National Capital Territory of Delhi (Amendment) Bill 2023, the Cinematograph (Amendment) Bill, the Biological Diversity (Amendment) Bill, the Multi State Cooperative Societies (Amendment) Bill, the Digital Personal Data Protection Bill, the Forest (Conservation) Amendment Bill, 

The National Dental Commission Bill, the National Nursing and Midwifery Commission Bill and the Railways (Amendment) Bill





The new Press Bill seeks to provide a simple online system for registration of periodicals with the Registrar of Newspapers for India. "The aim of the Bill is to bring transparency and ease of doing business. It will provide for a process which is simple through an online system without human interface.


The Forest (Conservation) Amendment Bill, 2023 could also generate interesting debate.


The Bill amends the Forest (Conservation) Act, 1980 to make it applicable to certain types of land.   These include land notified as a forest under the Indian Forest Act, 1927 or in government records after the 1980 Act came into effect.  The Act will not be applicable for land converted to non-forest use before December 12, 1996.


It also exempts certain types of land from the purview of the Act. These include land within 100 km of India’s border needed for national security projects, small roadside amenities, and public roads leading to a habitation.



Under the new Bill, the state governments will be henceforth required to obtain 'prior approval' of the central government to assign any forest land to a private entity.
