Monsoon Session of Parliament from July 20 to August 11 :: Key session before Lok Sabha polls 2024

(What happens to necessary legislative works on Frontier Nagaland and Naga Peace talks?)  


 “Monsoon Session, 2023, of Parliament will commence from July 20 and continue till August 11. Urge all parties to contribute towards productive discussions on legislative business and other items during the session,” Parliamentary Affairs Minister Pralhad Joshi tweeted. 


“The disqualification of Rahul Gandhi as an MP also came for discussion at the Congress strategy meet. While the matter is in the courts, the party hopes that justice will be done and Rahul Gandhi will be able to attend the session," party leader Jairam Ramesh said. 







The session is expected to be a stormy one as Prime Minister Narendra Modi and other BJP leader have already made a strong pitch for a Uniform Civil Code.


Moreover, the Opposition parties were desperately trying to come together to put up a united front against the Narendra Modi-led dispensation. As usual there will be a series of allegations and counter allegation.  


Five years back around the same time in July 2018, the Opposition had brought in a No Confidence motion against the Modi government. 


The Narendra Modi-led NDA government defeated the no-confidence motion in the Lok Sabha by 199 votes. While 126 members supported the motion, 325 MPs rejected it. The day-long session in the Lower House saw the government and the Opposition trade charges and a moment of drama when Congress president Rahul Gandhi, after a blistering speech, walk over to Prime Minister and embrace him in a hug.


Terming the no-trust vote against his government a result of the Opposition’s “arrogance”, Modi had earlier called on all parties to dismiss the move and accused the Congress of working with the mindset of ‘Modi hatao’ (remove Modi). 







The Monsoon Session of Parliament this year is expected to commence in the old Parliament building and later move to the new building, sources said. The new building was inaugurated by Modi on May 28.  


The session will be spread across 23 days and will have 17 sittings.

During the session, the government is likely to bring a bill to replace the Government of National Capital Territory of Delhi (Amendment) Ordinance.

The Ordinance effectively nullified the Supreme Court judgement that gave the Delhi government greater legislative and administrative control over “services” matter.

The National Research Foundation Bill, cleared by the Union Cabinet, is also likely to be introduced. The proposed foundation will be a new funding agency to bolster the country’s research competence in areas of science and technology.


Notably, a Bill to amend the Multi-State Cooperative Societies Act will also be brought in.

Congress leaders Sonia Gandhi and Mallikarjun Kharge among others held a meeting on Saturday to discuss the Parliament strategy. 
As expected, the Congress party has decided to corner the central government on various issues including Manipur unrest, rising inflation, unemployment, railway safety, assault on the country's federal structure. 


Congress general secretary Jairam Ramesh pointed out that Prime Minister Narendra Modi was yet to break his silence over Manipur violence. 






The Ministry of Home Affairs and Eastern Nagaland People's Organisation (ENPO) face deadline of Monsoon session of Parliament to wrap up issues concerning Eastern Nagaland. "We need not set this deadline, yet there is," a source told this blogger in March 2023.

The central government is already into election mode for the battle of 2024. 


The AK Mishra-led panel has worked overtime and met ENPO leaders and state government representatives including Chief Minister Neiphiu Rio several times. 

The centre has agreed in principle prior to February 27 polls to give an autonomous body to the Eastern Nagaland in pursuance of the demand for a separate state from the ENPO.


The ENPO leaders have been insisting that the word 'council' should be avoided from the nomenclature and also that the 'new Frontier Naga Territory' should get adequate financial powers so that the leaders of the new proposed autonomous body will not have to rush to Kohima for funds.


The Mishra-panel also comprises joint director of Intelligence Bureau, Dr Mandeep Singh Tuli and MHA director (NE division) A K Dhayani. The Rio government will have to initiate steps in the assembly for passing a resolution for the creation of a new autonomous body. 


A K Mishra, a retired IB topgun,  is also the negotiator for the Naga peace talks -- which has not made much progress since 2019. There is an apprehension that the talks have been almost derailed.

Veteran Naga leader S C Jamir says "much hope was generated" from the Modi government on Peace talks. "I should say so much hope was generated at the time of signing two agreements, the Framework
Agreement in 2015 and the Agreed Position in 2017. It was expected that a new dawn of peace and stability would usher in this troubled torn Nagaland," Jamir said.


"Therefore, it is now more than high time to act as next year's Lok Sabha elections are not far off".

"Years rolled by .... nothing happening and now unfortunately there is a tremendous trust deficit towards the Government of India. Hope New Delhi understands the importance of urgency," he said.


"If no Solution is arrived at before 2024 elections we may expect a situation that may affect the security of the entire region and the country. "
