Role of a Naga MLA requires political maturity : NPF leader Azo
"FA or Agreed Position.. both are very important before the court of people"
New Delhi
"The peace in Nagaland is a misnomer, so coloured with falsehood and to buy this peace for families and their children, people are regularly paying out huge amounts as extortion," NPF leader Kuzholuzo Azo Nienu has said.
He said in the given situation, the present Assembly and all 60 members irrespective of party affiliations have an important role to play.
"This is a very complicated and sacred work. Our role today will require political maturity punctuated with conscience to act with clarity. We also need a seasoned mind," he told this journalist in an interaction in Delhi.
Azo said the celebration of the 60th anniversary of the existence of Nagaland Assembly on Oct 29th was a major milestone.
"I will feel proud for the rest of my life as I was a sitting member of this August House at this solemn function," he said.
Answering a question, he further maintained: "Our assembly is witness to the fact that the state elections took place in 2018 and 2023 on the backdrop of signing of the Framework Agreement in 2015 and the Agreed Position of 2017....that means these pacts were signed only after some considerations and after the conclusion of the Dialogue process".
Therefore, the former Nagaland Home Minister said -"There cannot be any justification in prolonging this Talks process".
He also said at times analysts, media people and even "my honourable MLAs" are confused about the locus standi of both the Framework Agreement and Agreed Position.
"They are of course very vital ones politically... but they have no constitutional safeguards. No one can stand in a court of law in favour of FA or Agreed Position. But both are very important before the court of people, election time etc," Azo said.
He further said: "We must understand that the Union Home Secretary or Foreign Secretary did not sign those. Even in normal day to day diplomacy, agreements between two countries are signed by Secretaries.
But here in 2017 and 2015, Shri R N Ravi signed the papers. He was just an interlocutor".
Of course, Azo said people are raising all sorts of doubts about the peace process. "I question everyone and no one," he said, adding "We need to understand the contexts".
But he said extortion menace is a matter of concern. Nagaland is today a place where every wrongdoer is having a free run.
"These bodies may be constitutional and extra constitutional," he said.
Answering questions, Azo Nienu said both the FA and the Agreed Position make it clear that the state of Nagaland "will continue to function as the 16th State" under the Union of India.
