The Govt of India is keen for an early Solution to the Naga issue.
Mandarins indicate that New Delhi could be changing its stance of seeking 100 percent consensus from Naga groups to ink a final peace pact. Now the stage may be suitable for a pact with the NNPG - the umbrella organisation of seven groups.
Key Takeaways
** NNPG gets fresh lease of life !!
S C Jamir's move to meet Amit Shah was smart .... and timely
Status quo lobby now nervous more because "Jamir - old rival of Muivah - has started moving"
** Naga CM Rio's "integration" statement and Mizo CMs 'Greater Mizoram' remarks in US ... all have complicated things
** Now New Delhi shud be firm eveyone believes

Hence, in Delhi, analysts take the latest statement from NSCN-IM stalwart Thuingaleng Muivah with a pinch of salt. They feel Muivah's statement and certain phrases could be too deliberate and to counter "the Govt of India's assertion" that the Flag and Constitution are not negotiable at all.

It is worth mentioning that Muivah's old rival and former Nagaland Chief Minister S C Jamir held a one-on-one meeting with Union Home Minister Amit Shah earlier this week and both the leaders held detailed discussions on various matters.
The Govt of India mandarins were not available for comments on the latest salvo from Muivah.
However, many Naga leaders also say that there cannot be any justification in prolonging this 27-year-old Talks process.
NPF leader and a former Nagaland Home Minister, K Azo Nienu told this journalist that at times analysts, media people and even "my honourable MLAs" are confused about the locus standi of both the Framework Agreement and Agreed Position.
"They are of course very vital ones politically... but they have no constitutional safeguards. No one can stand in a court of law in favour of FA or Agreed Position. But both are very important before the court of people, election time etc," Azo said.
He further said: "We must understand that the Union Home Secretary or Foreign Secretary did not sign those.
Even in normal day to day diplomacy, agreements between two countries are signed by Secretaries.
But here in 2017 and 2015, Shri R N Ravi signed the papers. He was just an interlocutor".
"The letter and spirit of the Amsterdam Joint Communiqué of July 11, 2002 officially recognized and acknowledged the unique history and situation of Nagalim.
Hence, it is an official recognition and acknowledgement that Nagalim was/is never a part of India or Myanmar (erstwhile Burma) as the case may be, either by consent or conquest.

Therefore, Nagalim is not the internal matter of India [neither the internal matter of Myanmar (erstwhile Burma) as the case may be]. -- NSCN -IM general secretary Thuingaleng Muivah said in a statement.
He also said : ".... even if the odds are against Nagalim and the NSCN, we shall take whatever steps that is necessary according to the decision mandated by Nagalim and the Naga people to protect and defend the "Nagalim unique history", "Nagalim sovereignty and freedom", "Nagalim sovereign territory", "Nagalim sovereign national flag" and "Nagalim sovereign national constitution", by whatever means including armed struggle.
"In order to conclude and realize an honorable political agreement, we rule out peaceful means against the ignominious betrayal of the letter and spirit of the Framework Agreement of August 3, 2015 by the Gol.
"However, in the first place we propose a third-party intervention to resolve the betrayal of the letter and spirit of the Framework Agreement of August 3, 2015, but if such a political initiative is rejected by the Gol,
the NSCN shall resume the violent armed resistance against India for defending the Nagalim unique history and her sovereign existence." - the statement said.
Born 3 March 1934, Muivah is 90 plus and it is presumed that he is not keeping well lately.
