Rahul Gandhi's allegation that Amit Shah authorised shooting at students during CJP's July 20 protest sparked an uproar in the Lok Sabha, with NDA MPs demanding an apology and proof to back his claims.

No minister orders firing: Jitendra Singh hits back at Rahul Gandhi
Union Minister Jitendra Singh said the word “idiot”, regardless of whom it was directed at, was not appropriate for use in Parliament. Questioning Rahul Gandhi’s understanding of the issue, Singh said no minister orders police to open fire and that such orders are issued by a magistrate, SDM or DM.
He also clarified that no shots were fired during the Delhi protests.
“The Home Minister ordered the shooting of our students. He put pellets into the blood of our students. He ordered the students of India to be shot,” Rahul said, referring to the police action during the CJP-led agitation.
He even said that “the use of force can only be authorised by the Home Minister or the Prime Minister."
“How can you say this? This is a breach of the privilege accorded to the Leader of the Opposition.
How can he make such serious allegations against the Home Minister? On what basis have you made the charge that the Home Minister ordered firing? This is a baseless allegation," Kiren Rijiju said.
NDA MPs also demanded an apology from Gandhi and asked him to provide evidence to support his allegations, while Lok Sabha Speaker Om Birla intervened to remind the Leader of the Opposition that allegations cannot be made in the House without substantiating them with evidence.
Lok Sabha LoP Rahul Gandhi said during debate on anti-paper leak Bill that:
"...I was very excited, reassured by what the future of this country did on our streets.
His remarks that Home Minister Amit Shah ordered firing at students provoked the treasury bench. Parliamentary Affairs Minister Kiren Rijiju said such serious allegations could not be made in the House without evidence and any basis.
"You have to tender apology," he said.
"Aisa nahi chal sakta hae," the Minister added.
Rijiju said: "We cannot allow such things ... if you say Home Minister has ordered anything ... please provide the document and the order number".
Earlier Rahul said: "I am pretty certain that if my friends in BJP were to go and ask their own children what they felt about what their brothers and sisters were doing, they would find agreement among their own children."
There is nothing wrong with what has happened and every Indian should be proud."
Parliamentary Affairs Minister Kiren Rijiju and Defence Minister Rajnath Singh urged all members to keep the debate within parliamentary range and maintain decorum.
Speaker Om Birla said - "Please speak according to the decorum of the House".
"There is a difference in what you say .. in the House and outside," the Speaker said adding "restrict your speech on the Bill".
Earlier Rahul Gandhi said :
"Everything has been privatized. Paper leaks... in one exam something happens, in another exam something else happens.
Some people are allowed re-exam, some people are not allowed re-exam. Rampant privatisation means private companies are checking exams... wrong papers are going. It's a brutal, terrible system. It's an extortion system.
The system has been captured... the soul of the system has been captured by the RSS."
Outside the House, BJP MP Jagdambika Pal said:
"... Rahul Gandhi made serious allegations against Home Minister. This is against Rule 353. No firing took place. He tried to mislead the country.
He also violated parliamentary rules, despite repeated directions from the Speaker. Under parliamentary procedure, any allegation against a minister must be supported by evidence and submitted in advance to the Speaker so the minister has an opportunity to respond.
"No such process was followed. Despite repeated warnings from the Speaker, he continued using unparliamentary language. He should apologise to the House."
