For starters, the Naga peace talks that began in 1997 have a longer prehistory. 


The first backroom channel of communication with Naga militants was opened around 1994–95 by then Prime Minister P V Narasimha Rao, when S C Jamir was Nagaland's Chief Minister and the late Rajesh Pilot was Minister of State for Home, Internal Security.

H D Deve Gowda formally met NSCN (IM) leaders Thuingaleng Muivah and Isak Chishi Swu at Zurich in February 1997. 


The first ceasefire — announced for six months — came in August 1997, by which time I K Gujral was Prime Minister and CPI leader Indrajit Gupta was Union Home Minister. 


The Eastern Flank in a statement said - to save the nation from 'another surrender' and to rescue the Naga political movement  from  its  present  predicament,  the Extraordinary  Joint  Emergency Meeting  

... of  the  Civil  National  Workers  and  the  Naga  Army  Officers  of  the NSCN/GPRN,   Eastern   Flank   declared   the   establishment   of   a   Provisional Government until a full-fledged government is formed. 



The following National  Workers were unanimously  empowered to form the Provisional Government:

Muivah : Younger Days - Always a tough challenger to Govt of India 



The National Socialist Council of Nagaland (NSCN) was formed on January 31, 1980, by Isak Chisi Swu, Thuingaleng Muivah, and S.S. Khaplang.


The historical split of the National Socialist Council of Nagaland (NSCN) occurred on April 30, 1988. 


It divided the organization into NSCN-IM and NSCN-K due to disagreements over alleged 'peace talks' with the Rajiv Gandhi government.


There were also internal tribal conflicts.

Disagreements arose when S.S. Khaplang, a Hemi Naga from Myanmar, accused Isak Chishi Swu and Muivah of trying to "secretly initiate peace talks and reach an agreement with New Delhi". 


This split is seen as a major development since late 1980s and for the first time "differences" between Tangkhul Naga leaders have come to the fore so aggressively.

However, the Eastern Flank statement of July 23 suggests that there is a possible 'room' for reconciliation as the Eastern Flank has not attacked Muivah.  


At best or at its worst, the Eastern Flank statement signed by Edward Sayai says --- "The Leadership at Hebron/Ghq failed to take the necessary steps as outlined in the Statement by the Chief Political Negotiator, General Secretary/Ato Kilonser (Muivah)".  


The EF claims Muivah issued  a  statement  on  the  7th  November,  2024, declaring: 


" ... if such political initiative is rejected by the Gol, the NSCN shall resume the violent armed resistance against India for ending the Nagalim unique history and her sovereign existence".  










Good things like negative aspects are often unpredictable. They are like unguided missiles and may surface unexpectedly. 




As stated by this blogger in 2024 -- "A section of experts in Delhi said that statement was 'unlike Muivah".  



The refrain being Muivah has handled tougher challenges earlier. 

He was arrested in Bangkok for traveling on a Pakistani passport in 2000. But then too, he did not slam Govt of India. 


He did not lose cool. Thus, senior journalists and ex military men say that Muivah's statement (of Nov 7, 2024) has actually harmed Muivah's  reputation as a tough but suave negotiator.

In the ultimate analysis, in more ways than one --this is also slowly emerging as a case study to prove that that the "Delay in finalising" a final solution/peace pact has left many stakeholders aggrieved.


The peace process hit its most durable wall when the NSCN (IM) insisted on a separate flag and a separate constitution for Nagas. 

No government authority in Delhi could concede ground that cuts against the very spirit of the Indian Constitution — more so under Narendra Modi.

The NDA-2 regime already abrogated Article 370 in Jammu and Kashmir.  


Muivah is a Tangkhul Naga and so is Hanshi. And the community has substantial presence in the hill districts of Manipur. 

'Muivah's facilitated visit to his native hamlet of Somdal in October 2025 was a quiet but significant gesture by the Government of India.


But it did not receive the recognition it perhaps deserved. Did someone say - "every action has an equal and opposite reaction".


Veteran Naga politician S C Jamir — the only surviving signatory to the 1960 Statehood Agreement — has repeatedly said that the Nagas of Manipur need not look to Nagaland for direction. 


Retired IAS officer Khekiye K Sema, writing in a newspaper column, put it more bluntly: the NSCN (IM) is “spearheading the negotiation with the Government and trying to decide the fate of the Nagas of Nagaland without letting us know exactly what our future is going to look like.”



New Delhi is keeping a close vigil
