The North East India's onetime most potent militant body, the NSCN-IM, with 'good China connections' wanted 130 members in the proposed Pan Naga Hoho. However, "no such numbers" were agreed upon by New Delhi.
The NSCN-IM wanted a 'Ministry of Naga Affairs' under Govt of India -- but the demand was negated by interlocutors in the past.
But both the sides had agreed that the proposed Pan Naga Hoho would be framed based on "Naga customary system beginning from the village level". They also agreed that the PNH will play an advisory role in the field of promoting education and development.
Both sides said the PNH shall be constituted based on the Naga customary system beginning from the village level that "reflects their democracy in its pristine form".
Apparently, it was agreed upon by both sides that on the recommendation of the PNH the President of India may nominate one eminent Naga person to the Rajya Sabha.
There was crucial agreement apparently on Budget and Economy matters. It was suggested by the NSCN-IM itself that in consonance with the Framework Agreement and its spirit ... "there shall be a separate budget" from the Govt of India to help run the administration for Nagaland Govt.
An amount of Rs 30,000 crore was to be earmarked for the first year after the agreement and thereafter it shall be increased annually by 20 percent.
Sources in Delhi do not confirm anything on this facet of the proposals.

However, they insist how could New Delhi provide so much of 'tax payers money' to a province and also grant it a separate flag and Constitution.
Analysts in Delhi take this 'factor' as a prime trigger for the Eastern Flank (NSCN-IM) to try to corner the Hebron leadership.
Notably, the Eastern Flank in a statement said - to save the nation from 'another surrender' and to rescue the Naga political movement from its present predicament, the Extraordinary Joint Emergency Meeting .... decided to
establish a 'Provisional Government' until a full-fledged government is formed.
More significantly, from the security perspectives; the Eastern Flank has also stated that there is 'no ceasefire' in operation now.
Hence; mandarins in Delhi point out - "The Eastern Flank claimed that the spirit of the 1997 ceasefire agreement had ceased to exist following what it described as “the Government of India’s betrayal'. It's a challenge. This may open avenues of renewed violence in Nagaland and hills of Manipur."
On this context, it is also being linked to ambush on Assam Rifles in Manipur and planting of an IED near Dimapur.
"These are sporting seasons ... If Messi says the game is on... Spain cannot stay away," went a refrain within hours of the Eastern Flank's announcement.
In any case, the Union Home Ministry is assessing things and hence subsequently pressure would mount on the NPF-BJP regime in Kohima. It may be mentioned here that for its part, the beleaguered Core Committee of state ministers headed by Chief Minister Neiphiu Rio and which also has BJP's deputy CM Y Patton, had time and agan held 'conclaves' with Assam Chief Minister Himanta Biswa Sarma and also the likes of A K Mishra, former emissary.
These came on the backdrop of sheer helplessness shown by peace emissary AK Mishra that issues like a separate flag and constitution were not negotiable.
Often Naga leaders (not in the Rio ministry or the state assembly) had in the past taken exception that the Nagaland cabinet was trying to
"enlisting the help of Assam's sitting Chief Minister whose only credential is being chairman of NEDA."
This was ridiculous. Around 2023, one refrain was went viral in Delhi circles was -- Are some people overground and underground are now taking taxpayers' money for granted.
"Does Himanta have a magic wand, if so Chief Minister Rio and Deputy CM Patton of BJP should announce it formally.
Then we will not complain. An issue and complex matters which could not be solved by Prime Ministers including Atal Bihari Vajpayee, Manmohan Singh and Narendra Modi; how can Himanta play a positive role?"," said a Naga leader in 2022 (as reported in 'Nagaland Page')

Muivah and Late Isak Chishi Swu
In March 2022, Q. Tuccu, chairman of the NSCN-IM, in a speech had said:
"We have to prove ourselves before God and before the Naga people and the whole world that we the NSCN members, the frontline torch bearers of Naga political movement, shall stand the ground till the last man standing".
Now, all speculation is around the NSCN-IM (Eastern Flank) statement. After July 21 meeting, its elaborate statement alleged
that the Hebron headquarters leadership had failed to act on the directives issued by NSCN-IM General Secretary Thuingaleng Muivah after the Government of India allegedly failed to honour the Framework Agreement signed on August 3, 2015.
“The leadership at Hebron/GHQ failed to take the necessary steps as outlined in the statement issued by the Chief Political Negotiator and General Secretary Th. Muivah,” the statement said.
The Eastern Flank further claimed that “the spirit of the 1997 ceasefire agreement had ceased to exist”.
