The Secretary General of Lok Sabha has written to the Ministry of Home Affairs for an overall review of security. 


No passes will be issued for the public gallery till further orders.

Sagar Sharma -- allegedly is one intruder in Lok Sabha. Sagar had come to the visitor’s gallery as a guest of BJP MP Pratap Simha.

Another person identified is Manoranjan. 


In a dig at Prime Minister Narendra Modi, the Congress put out a post showing the picture of Modi and BJP MP Pratap Simha.

The caption read: “Infiltration in Parliament on the pass of BJP MP Pratap Simha”.


“‘Na hi wahan koi ghus aaya hai, na hi wahan kisi ne kisi ko ghusaya hai’ (Neither has anyone entered there, now has anyone allowed anyone to enter there),” the caption on the picture said in an apparent reference to prime minister’s words during an all-party meet after Chinese intrusions on the border in Eastern Ladakh.


Congress MP Karti Chidambaram said the Zero Hour was going on in the House and he was awaiting his turn to speak. Suddenly, it appeared that one person had fallen down from the visitors gallery, he noted.


“Then we realised that it was a deliberate act of him jumping into the well. There was another person, both of them pulled out canisters which were emitting yellow smoke,” he said.




The breach occurred on the 22nd anniversary of a deadly attack on India's parliament, in which 14 people, including five of the attackers, were killed.


Earlier in the day, President Droupadi Murmu, Prime Minister Narendra Modi and other leaders had paid tribute to the victims of the 2001 attack on parliament - 14 people, including the five attackers, were killed on the day.


Mysuru-based Manoranjan D is said to be an engineer by profession.  


The Congress demanded that Home Minister Amit Shah should come to Rajya Sabha and make a statement. Later the Opposition staged a walk out in the upper House. 


“INDIA parties walked out of the Rajya Sabha this afternoon on the issue of the extraordinary events in the Lok Sabha today and the refusal of the Home Minister to make a statement on the matter, especially after such a huge breach of security on the very same day Parliament was attacked 22 years ago,” AICC general secretary Jairam Ramesh said in a post on X.



In a post on X, party president and Leader of Opposition in Rajya Sabha Mallikarjun Kharge said the security breach that took place in Parliament is a very serious matter.


“Today, on Martyr’s Day, we paid tribute to the brave security personnel who lost their lives in the attack on Parliament 22 years ago. We hope that the government will take this very seriously. We demand a thorough investigation into the entire incident. We always want unity and integrity of the country,” he wrote.


AICC general secretary K C Venugopal also demanded a thorough review of the security arrangements in Parliament.

“The infiltration in the Lok Sabha is extremely troubling, especially on the anniversary of the 2001 Parliament attacks. I am glad there was no major injury or damage done to anyone.


“Parliament is among the most high-security buildings of our country. Such a major security lapse is unacceptable. We demand answers from the Home Ministry and there must be a thorough review of the security arrangements in the new Parliament building,” he said in a post on X.


Congress leader in Lok Sabha Adhir Ranjan Chowdhury said this was a major security breach inside Parliament on the anniversary of the 2001 attack on Parliament.

“While we agree this attack is not the same as that one, does this not prove that necessary precautions were not taken,” he said.


In a post on X, Congress MP Gaurav Gogoi said, “Saw two young men unleash foul smelling yellow coloured gas from canisters inside Parliament gallery. MPs rushed to grab these men. One person was raising some slogans. This raises serious questions on another aspect of the new Parliament building- security.”

 


The two persons, detained for the protest outside the Parliament are identified as---identified as Neelam (42) and Amol Shinde (25).


Two intruders breached security at the Lok Sabha chamber, spraying yellow-colored smoke and shouting anti-dictatorship slogans.

Lok Sabha Speaker Om Birla said : "The incident that happened during Zero House, that is being investigated by the Lok Sabha and Delhi Police has been given requisite directions regarding the same. However, the smoke, which was the reason of our worry, it has been found in preliminary investigation that it's not a matter of concern".  


Terrorists of the Pakistan-based Lashkar-e-Taiba and Jaish-e-Mohammed outfits attacked the Parliament complex on this day in 2001, killing nine people.



Two persons on Wednesday (Dec 13, 2023) jumped into the Lok Sabha chamber from the public gallery and opened canisters that emitted a yellow-coloured smoke, triggering panic among the MPs and two Ministers present in the House.


The House was adjourned soon after the incident. BJP MP Rajendra Agarwal was on the chair. 


The two intruders jumped from public gallery number four at around 1 pm when the Zero hour was in progress.They also shouted slogans like 'tanashahi nahi chalegi' (dictatorship will not be allowed)". 


Outside the Parliament also, two persons, including a woman, were detained for protesting using cans that released colour smoke, police said.


Congress floor leader in Lok Sabha Adhir Ranjan Chowdhury said,"One person was seen leaping over the benches of the Lok Sabha while another was seen dangling from the public gallery spraying some tear gas when Zero Hour was in progress." They were overpowered by the Lok Sabha members and the watch and ward staff.


"This is certainly a security breach because today we observed the death anniversary of people who sacrificed their lives in the 2001 (Parliament attack)," Agarwal said.


In a post on X, Congress deputy leader in the House Gaurav Gogoi said, "Saw two young men unleash foul smelling yellow coloured gas from canisters inside Parliament gallery. MPs rushed to grab these men. 


One person was raising some slogans. This raises serious questions on another aspect of the new Parliament building- security." 


Reports said - One of the two suspects arrested from outside the Parliament (other than the two men arrested for triggering the security breach in the Lok Sabha) has been identified as Neelam, who was studying for civil services entrance exams in Haryana's Hisar and living in a girls PG there.


One accused was looking for Parliament pass from BJP MP Prathap Simha for last three months.


The MP knew one of the accused as he hailed from his constituency Mysuru and he would come to Simha's office very often, sources said.

Manoranjan D, one of the accused, introduced co-accused Sagar Sharma as a friend to the MP's office and got passes issued to them on the pretext of watching the new Parliament, according to sources.


Three passes were issued in the name of Simha for Dec 13, 2023.


However, one person, a woman, had to return as she arrived with her child whose name was not mentioned in her pass, sources claimed.
