White Collared and Women dominance in Terrorism - a new Trend in India
"Women’s involvement in terror is not due to indoctrinationor always political"
Islamic terror groups and clerics have over the decades joined "armed militancy with theconcept of Jannath (heaven post death)".
This is lacking in both Hinduism and Christianity.
No temple priest or a pastor would say -- "You die today; you will get heaven tomorrow".
These narratives have not been exposed or defeated globally.
Hence a sizable section believes -- Terrorism is not terrorism.
To them Terrorism is Religion.
That is Jehad is part of a religious exercise and tool to achieve something greater for our own community and children.
The Delhi 10/11 blast has sent shock waves across India's security apparatus. This was the first such mega terror strike outside Jammu and Kashmir in a decade'stime especially since 2014.
Prime Minister Narendra Modi likes to present a macho image of himself and this explosionis also seen as a challenge to his authority. But investigators and other authorities are alarmed by the involvement of women andmedicos. In fact, Jammu and Kashmir police issued a statement stating that "white collared terror ecosystem" -- involving radicalised professionals and studentswas involved.
It's all a matter of deep concern because; these individuals and professionals were "in contact with foreign handlers, operating from Pakistan and other countries".
But the bigger debate is the need to analyse various reasons for the emergence of White Collared people and also professionals such as trained doctors and that too women.
"Some issues are simple .... an educated guy once indoctrinated is quite difficult to reasonand he/she won't back out," says a retired military officer on the condition of anonymity.
Moreover, medicos bring 'added services' as they could easily transport chemical and otherstuff required in bomb making.
The authorities believe the terror groups Ansar Ghazwat-ul-Hind (AGuH), an offshoot of ISIS in India, and the globally banned Jaish-e-Mohammed (JeM) were involved and they were on the job forquite some time "successfully indoctrinating people and planning" the sinister designs.
One analyst who has handled security related matters in Jammu and Kashmir says:"There is good reason to believe that male dominance of far right , radical and terror operativesis changing".
Women are being welcomed by the groups worldwide including ISI and far-right politicaloutfits in Europe and on the other hand the female population is no longershy or bound by any traditional image of being a homemaker or a dutiful mother.
The women's involvement or enlisting the services of professionals for terror activities started in Iraq and Syria long back.
"Terrorist groups are using gender dynamics more effectively to get women involved in violent action than those trying to battle extremism," Clare Hutchinson, the Nato secretary general, had said in 2018.
So the refrain in many quarters in India is -- one should not have been surprised.
Even in Kashmir and northeast; women insurgents (or terrorists) were mostly focusing onintelligence work and to give 'healing touch' to injured militants/terrorists. But slowly these arechanging now.
Analyst Vidyarthi Kumar says -- "We get surprised the first time ... and also everytime. Indian security apparatus for long never learns; because we are reactive and not pro-active".
In fact, he argues the world over gender dynamics have changed.
The ISIS has started recruiting women and also indoctrinated the younger professionals.
Female recruits have not taken up combat roles in areas the group controls in Iraq and Syria but are deployed tactically even in Europe and elsewhere.
Guwahati-based Ashutosh Talukdar says -- "We should have kept an eye ... over 40 to 45 percentof votes for populist radical right come from women.
Females are more visibly activein insurgency in northeast India as well as in radical right movements in Europe or radical Islamterrorism in South Asia".
According to some even the so-called power of Jehadi indoctrination is more often blown up out ofproportion.
At the end of the day, it is high time it is realised by policy makers and the political classthat "narratives" of a fast developing nation has a limitation of its own.
Women need jobs. The simple fact of life for a woman is that they need to feed their children.
So; when there is desperation in the absence of a support system ... medicines and education for childrenand also a good life for themselves.... they see around due to Mall culture and materialism; they could bedrawn towards terror groups.
Retired military officer half-heartedly agrees -
"Women’s involvement in terror need not be due to indoctrinationor always political".Hence there is need to attend to matters of concern like -- job stability of middle class, cost of education is going higher and higher especially for medical colleges and private universities.
"The commercialisation of education is a matter of deep concern."
We are from a tiny province with 32 assembly seats in Sikkim. But we have 27 private universities. At the end of the day where our peoplewill bring the fees money," said Pobin Hang Subba, a spokesman of Sikkim-based political outfit Citizen Action. Party.
Experts say there is a need for deeper studies.
The Govts either in Delhi or in western capitals have to understand that the interplay between
gender identity, gender ideology and online fora and social media to promote violent extremism
is still relatively underexplored.
Inequality and the feeling of discrimination relate to alleged oppression.
If those with power keep becoming more powerful and rich keep gaining more prosperity;
those who are on the other side, especially poor and middle class will have reasons to
protest. And sometimes they may do so in a violent manner.
Hence, sociologists say economic inequality (and also inequality in sharing of opportunities)
is soon "mirrored" by inequality before the law.
It is often said .. a good tool of measurement of the "condition of governance and
a political system" is to find out who can easily get behind bars or is prosecuted.
However, a World Bank study based on "leaked Islamic State records" some years back claimed
there was no link between poverty or educational levels and radicalisation.
This sends a chilling message that nothing could be ruled out. No profession is sacred and no one
could be trusted.
On the global stage; the World Bank study found that 69% of terror
recruits reported at least a secondary level education while
“15% left school before high school and less than 2% are illiterate”.
