Why Prez Rule may not be out of place move for Nagaland and West Bengal ?

This piece is being made possible because both Chief Ministers Mamata Banerjee and Neiphiu Rio share one thing in common. Their political DNA is - the Congress.
And 'the Congress legacy' is essentially linked to power or rather hunger for power.
Most ex-Congressman and woman may be out of the grand old party and running independent shows as chiefs of regional outfits; but more often they appear like fish out of water when they do not have any authoritative office.

The best example is Sharad Pawar. He even 'spoiled' Uddhav Thackeray and the Maharashtra politics plunged into a chaotic situation.
Now, between Rio and Mamata Banerjee - they are known as formidable regional players in their own states -- and they have no rival worth naming. They also have another thing in common.
They had raised huge expectations when they came to power - Rio in 2003 and Mamata Banerjee in 2011.
But in circa 2024 - nobody is really talking about their performance.
Both the states resemble shocking experiences in governance and both have reduced the respective state politics into might (read to be in power) is right.
In West Bengal, the rape and murder case in discussion is not an isolated case. The bigger offence by state authorities has been to defend the rapists, deflect probe and shield the wrongdoer principal of the college.
In Nagaland, everyone knows why and how extortion is on rise. Everyone knows people are suffering as 'price' for the peace parleys whereas some people want to continue with the status quo.
And in both the states personal loyalties count a lot.
In Nagaland, Rio has a subordinate such as T R Zeliang, who once had joined hands with veteran Shurhozelie but is now a dutiful deputy chief minister. Rio also has a 'rival' regional party like NPF whose two MLAs are supporting his dispensation for whatever reasons.
With regard West Bengal, President Droupadi Murmu has virtually expressed her no confidence in the state administration and hence wrote an article lambasting the manner things have been handled vis-a-vis the rape and murder of a junior doctor.
When was the last time India's President wrote such an article and used strong words - Enough is Enough !!
With regard to Nagaland, while none talks about 'performance' of the state government on administration and development fronts - the policy makers and movers and shakers in Delhi are convinced that the present NDPP-BJP regime is simply unable to create/deliver the right ground situation to ink a final peace pact.
The state government is facing immense financial crisis too.
However, the tricks - a mix of old and new ones are again onto play.
One consultative meeting took place at Kohima on Aug 28. There would be a few more.
But what's the real agenda? Under the garb of Solution - what the power-hungry players are allegedly trying to target ?
They have a three-point goal.
First, reprieve from ED/CBI probes. Secondly, buying "favour" from Delhi and the BJP central leadership especially after the Lok Sabha poll 'debacle and betrayal'.
And thirdly and perhaps more importantly, manage flow of funds.
If Kohima is 'smart'; New Delhi can be smarter -- state leaders are realising this soon.
Payments are now flowing not based on file works and so-called project reports !
Analysts in Delhi are also realising that the stakeholders in Kohima have almost made it clear that their 'commitment' to pave the way as 'Facilitators' for a Solution does not mean they will resign.
“This time around, the members felt that our approach should be towards trying to resolve the Naga political issue,” said Parliamentary Affairs Minister K G Kenye after August 28th meeting.
So, .... till today from 1997... what was going around ?
The priceless and moot point at this juncture is - the power-politics system in Delhi does not think the incumbent state government can deliver Solution to the Naga issue.
With regard to Bengal; the President might have done a rare thing by writing an article.
But important players to act in both the states are the Union Home Ministry and the PMO.
Narendra Modi's predecessor Dr Manmohan Singh ensured Congress debacle by the indecisiveness and please all formula.
The BJP's well wishers hope things would be different under their own populist and also a "decisive" Prime Minister -- who had in the past aroused much hope for effective performance both in Nagaland and in West Bengal.
