So called Opposition-less Govt is rhetoric of highest order: K L Chishi

Former Nagaland Chief Minister and veteran leader K L Chishi on Sunday made a blistering attack on the Rio government stating that the so-called Opposition-less government is the rhetoric of the highest order.
"There is nothing much to react on recent election outcome. But I can tell you that the so-called Opposition-less government is the rhetoric of highest order ... where everybody will steal without anybody opposing," Chishi told 'Nagaland Page' in a telephonic interview.
He said financial administration is in mess in Nagaland and the NDPP-led regime is "thriving on resource-less utter financial mismanagement".
"Financial emergency and subsequent imposition of President's Rule was long overdue. But because of the patronage of BJP central leadership, such things are avoided and there is no progress in mandatory probe by any central agencies," he said.
Answering questions, Chishi said, "No matter how much wrong BJP ministers commit in Nagaland, Mr Neiphiu Rio allows them to do anything...In simpler terms, it will be an uphill task for him to run the Govt without BJP".
Chishi, under whom Rio served as the Power Minister in 1990, said the incumbent Chief Minister faces compelling situation. "Mr Rio clinging to BJP is mainly because he wants that his sins and economic offences be covered up and hence all NIA, CBI and other probes are shelved".
"The state is facing not only a crisis of deficit, there is a major problem of over spending beyond the means of the state government," the former Chief Minister remarked.
To a question, he said, "The Rio Govt since 2008 has always been a commission government".
He further alleged, "There is always a cut... ..a culture of commission. All along since 2008 even for allotment of funds for poverty alleviation and special development schemes which are exclusively under Chief Minister is also used for NDPP political funding".
Moreover, he alleged even the 'special security fund' under the Chief Minister and which is beyond the purview of audit has been "thoroughly misused".
Most govt funds are deposited with PSU banks, that's a normal course, but in Nagaland, the government money is kept in private banks, he alleged adding the interest accrued are also "presumed to be pocketed by vested interests".
He further alleged that various ministers and advisors also take commission between the range of 10 and 30 percent for contracts or any other works.
At the same time, salaries to government employees are not paid on time and adhoc and contract job workers have not been paid between six months to one year.
But the blame for all these are often attributed to "unlawful elements", he added.
