"If Negotiating entities lack sincerity and will to deliver Solution, talks should come to an end" - neo Naga assertion leaves Status Quo club red-faced

 

"If Negotiating entities are lacking sincerity and political will to deliver an assured Solution on Naga issue; the indefinite talks should come to an end" -- says a statement issued after civil society meet hosted and anchored by village elders - Naga GB Federation


*NAGA GB FEDERATION PEACE COMMITTEE HAS CONVENED NAGA CIVIL SOCIETIES CONSULTATIVE MEETING ON NAGA POLITICAL ISSUE*


A historic “Naga Civil Societies Consultative Meeting was convened on 20th March,2025 at Tourist Lodge, Dimapur District by the various leaders of the NTC (Nagaland Tribal Council), SCAN( Senior Citizens Association of Nagaland)FNR( Forum for Naga Reconciliation), Ex-PAN( Ex-ParliamentarianAssociation of Nagaland, NCD (Naga Council Dimapur)Konyak Angh Union, TCLPF( Tirap Changlan Longdin Public Forum) Arunachal Naga, RZJC (Rengma -Zeliangrong Joint council) Assam Naga Naga Hoho (NH),Nagaland Goan Buras Federation Peace committee (NGBFPA). 



The session began with a prayer offered by Rev. Dr. Wati Aier, Convenor, FNR and Mr. K.K Sema, IAS(Retd) Spokesperson, SCAN accorded the introduction of the consultative meeting. Further, the house  declared open for discussion. 



The event was marked by thoughtful discussions and passionate appeals for unity, cooperation, and commitment within the Naga community while keeping the focus on the Naga political issue. The GoI had signed many agreements with the Naga people from time to time. However, partly due to the insincerity of the GoI and partly due to division within the Naga family all these agreement failed to bring lasting peace and instead led to bloodshed in our society. 


The GOI initiated talks with NSCN(IM) in 1997 and signed the Frame Work Agreement on August 3, 2015, Further, The GoI also invited the Working Committee of NNPGs for talks in 2017 and signed Agreed Position on November 17, 2017.



Both Agreements are gentlemen's agreements in the custody of the GoI. And the GoI had declared that there cannot be two solutions to Naga Political issue. Subsequently

addressing the first day of the seventh session of the 13th Nagaland Legislative Assembly (NLA) Nagaland’s governor and the Union government’s interlocutor for the Naga peace talks, RN Ravi, on Friday announced in the state assembly that the political negotiations that were going on for several years between the Centre and Naga groups have finally concluded. 


The house reminded that, Now it is incumbent on the GoI to merge the two mutually agreed agreements into a Solution that is inclusive and sustainable for lasting Peace. 


The house further demanded that the GoI develop a comprehensive draft incorporating the two agreements and deliver an assured Solution to the people without further delay.

In the event of the Negotiating entities lacking sincerity and political will to deliver an assured solution, the indefinite talks should come to an end and relieve the general public from the burden of the Peace process.




 



During the meeting the House adopted the following resolutions unanimously:


The Naga people are yearning for an early political solution. Therefore, the negotiating parties should earnestly heed this call and arrive at a political solution that is honorable, inclusive, transparent, and acceptable to the people.


2.The House further appealed to all the NPGs to make renewed efforts towards unity and understanding to work towards One Solution and One Agreement. 

.The House also appealed to all sections of Naga society to make further efforts towards strengthening unity and oneness in order to bring all stakeholders of the peace process under a spirit of understanding,


Further,  during the deliberations, the House urged that the two groups holding dialogue for Naga solution ~ NSCN-IM and Working Committee of Naga National Political Groups ~ should have a single document or bring out the Common Draft and approach to the GoI so that there is no confusion over the final solution.


The house state that, signing of the Framework Agreement on 3rd August, 2015 with the NSCN I'M and on account of disunity among the NPGs another agreement known as Agreed Position was signed in 17th November 2017 with the WC, NNPGs. Even after signing of these two agreement a lasting political solution has eluded. The house further add that, if the debate continues, there is no possibility of an early Naga political solution. 

Further, the house conveyed that, Naga society wants a resolution based on the already mutually agreed agreements vis-vis Framework Agreement and Agreed Position and urged the GoI to bring out the "common Draft" For an early Naga political solution. 

The house further state that, at this crucial juncture of our struggle, Naga must unite with the sole purpose of achieving political breakthrough with GoI and to usher in new vibrant, peaceful and prosperous Naga people. 



 The house also resolved to urged all the NPGs to make renewed efforts towards unity and understanding to work towards one solution and one agreement. 


Furthermore, the house resolutely resolved to urged the GoI to display the "COMMON DRAFT" for an early Naga political solution without further delay. 


The house further, unanimously resolved to endorsed the NGBF PC( Nagaland GB federation Peace committee) to spearhead the Naga political solution with the support of the tribal leaders and civil societies organizations.

The house also resolved to urged the Nagaland Joint Christian Forum (NJCF) to conduct a prayer fasting on account of the Naga political solution for an early logical conclusion.

The meeting also resolved that the “cry for reconciliation and unity within the Naga family must be respected”. It then added, 


Therefore, the effort for all the Naga political groups to come together should be pursued with all seriousness in the larger political interest of the Naga people and her posterity”.
