What about 'Cutting South' protagonists ? ED explores ways to launch probe into USAID funding allegations .... "something ought to be done with regard Canada route as well"

A conclave with sinister motive titled ‘Cutting South’ was organised jointly by Kerala Media Academy, Kerala Union of Working Journalists, Confluence Media, Newslaundry, and The News Minute. The logo of Cutting South was controversial because South Bharat (southern part of India) was depicted separately. 


Separating South India is also a well-publicised Popular Front of India (PFI) agenda.  


Moreover, Congress Lok Sabha MP from Bengaluru Rural, D K Suresh, in Feb 2024 stirred controversy on the eve of Lok Sabha polls asserting that the southern states of the country may demand a separate nation.


The Enforcement Directorate (ED) is examining how to proceed with investigating allegations pertaining to the United States Agency for International Development’s (USAID) funding. 

The ED is exploring if it should itself write to the Central Bureau of Investigation (CBI) or the Delhi police – to register a first information report (FIR).









Section 66 of the PMLA (Prevention of Money Laundering Act) allows ED to furnish information to any agency/police if it feels a crime has been committed. ED has used this route to launch a PMLA probe earlier in the NewsClick and Chhattisgarh liquor cases.  

The issue was sparked by the US department of government efficiency (DOGE) announcing a series of expenditure cuts, including $21 million allocated for “voter turnout in India” through foreign aid agency USAID. 

The matter turned more serious as no less than US President Donald Trump made a multiple reference to the issue and even said the USAID was keen to "elect someone else" in India instead of incumbent Prime Minister Narendra Modi. 





Canada route of funding certain organisations including media groups must also come under scanner. 


An official document submitted in Delhi High Court (Document no. 33) shows the High Commission of Canada, 78 Shantipath, Chanakyapuri , New Delhi inking so-called 'sponsorship agreement' with organisations such as -- 

Spunklane Media (6 SBI Road, Bengaluru) -- which operates website 'The News Minute' and also 

News Laundry Media (Sarvodaya Enclave, New Delhi). 


The agreement says that the sponsorship was linked to the hosting of famous 'Cutting South' event at a post resort at Kochi on March 25 & 26 in 2023. 


Reports suggest that Canadian government’s funds, allocated for alleged anti-India activities, provided a fund of 4,000 dollars. 

The deal was understood to have been "executed" on the basis of the sponsorship contract with the Canadian High Commission. This was also revealed from the Right To Information reply “Janam” Malayalam TV got from the Ministry of External Affairs. 

The ED and other concerned central agencies must probe into the controversial funds. 

All these have become obvious today as Canada as a government and nation have been consistently supporting and encouraging Khalistan secessionists. 

The statements from Donald Trump would make certain quarters nervous for obvious reasons. 


The Congress has seemingly started giving more importance to a newspaper called 'Washington Post' than the US President in office.  

The issue of 'foreign funding' cannot be taken so lightly as used to be under the erstwhile UPA regime. 

The central government's (MEA and Home Ministry's) approval is required before accepting funds under Foreign Contribution Regulation Act (FCRA).  


Another big row : Often ignored 



The Modi government has time and again taken things under these heads seriously. The FCRA rules were made more stringent since 2014.  

The Union government has cancelled the registration of several agencies for availing foreign funds without abiding by the established norms. 


Time to kick-start further probe both the USAID matters and also Canada funding of an event which planned sinister ideas against India and the ruling dispensation in Delhi.
