Nobody in Delhi is saying in as many words. At best some key functionaries say subjects like the Inner Line Permit (ILP) implementation and students' demand are state subject and in going with the spirit of federalism, the centre will not interfere.


But a refrain that came out during interactions - both formal and informal - is ---why the influential Naga Students' Federation (NSF) has issued a “clear and unambiguous message” to all Naga Political Groups (NPGs) not to interfere in the exercise to check illegal immigration in the state by its units and subordinate bodies. “We will not tolerate any interference that compromises the efforts of the NSF to protect the Naga homeland from this growing menace,” the Federation stated.





In the constitutional scheme of things, the NNPGs are at best the 'negotiating parties' for the bigger Naga cause and peace and solution. The NSF - if it wanted to warn anybody - it should have been the state government as the administrators and the established political parties - that is the Congress (zero MLA), the BJP (which has state Home Minister), the NDPP (of course very powerful) and also parties such as the NPF (which could be on its last limbs) and other parties such as the LJP (Ram Vilas). 


Dr A Sukhato of LJP recently claimed 318 graduates joined one particular faction.

  

In all these -- 'sarkari' analysts indicate they are possibly able to read something.


Probably there is an element playing out in Nagaland for the last nine months -- trying to discredit the NNPG.

The split in the GPRN/NSCN (Unification) and personal clashes between veteran N Kitovi Zhimomi and 'handpicked lieutenant' Alezo Venuh has left many people surprised. 


The understanding in New Delhi is that the split is a result of 'personal differences' but there was an element of instigation from powerful influencer as well.


"We could be reading a lot... by the term NPGs, NSF has probably cleverly included

all established political parties only. Because they are not saying NNPG," said an insider.


As of now NNPGs have not commented anything. 



But there is another school of thought which says the ruling NDPP has a fantastic ability to

fish out of troubled waters. "They seem to love troubled waters....they are experts in

exploiting the local sentiments to their advantage but will rush to Delhi for funds every

weekend citing their commitment to nation building etc".


However, another school of thought says --- we should not miss the point that "probably" 

the NNPGs leadership today in Nagaland are "not so much against non-locals because of their symbiotic 

relationship".


Asked to elaborate, one of them said, "I am not telling any Kabir ka Dhoha or a great metaphor

in English literature.... 2 plus 2 is four.  Non locals dominate business and pay taxes dutifully".


Of course ... there is always a presence of a sense of humour when such statements are made.


In other words, we ought to understand things spoken and stated sarcastically.


Over the years, the NSF has been found going soft towards the state government especially

Chief Minister Neiphiu Rio and the NDPP as a political party.


Old timers say this is unlike the past when the NSF's reputation as a pressure group in Nagaland matters was immense.


During the Vamuzo regime in 1990, the NSF was not "youth wing of NPC" and under the presidentship of R.Paphino was really a force worth appreciating its strength. The Vamuzo government was even forced to change the superannuation policy forcing hundreds of senior officials and state government employees taking retirement as the clause "57 years of age or 33 years of service whichever is earlier" was added.

The incumbent Lok Sabha MP, S Supongmeren Jamir was a key player in the erstwhile Paphino regime when it had also demanded that both the law makers Late Vizol and Late Shikiho Sema may have to resign and come back home.


The complaint had cropped up when the then Union Home Minister Mufti Mohammed Sayeed (only Muslim Home Minister) had described the NSF as a "parochial body". 


Activist Theja Therieh was ANCSU president and later NSF Speaker in the 1990s.


ANCSU demanded I K Sema's resignation when UGC scale was not given to Science College teachers. 


Prior to that, the students' protest had left the then Chief Minister S C Jamir red-faced in the mid-eighties as two students had died and the NSF Martyrs' Park was set up.


The protest was against the introduction of IPS cadre in Nagaland.


Many years later, veteran Jamir wrote a booklet, "Don't Mind, I am still Growing" (released on his birthday Oct 17, 2023).


There in Jamir shared about his mild differences with SMH Burney, then the state Governor, vis-a-vis the Naga Students' Federation (NSF) and Naga Mothers' Association protest against the Jamir government's decision to implement or introduce 'IPS norms' for the state police.


"With a view to improving and updating police organisation the cabinet under me decided to introduce IPS in the state.....To my utter surprise some of the senior police officers were totally against it", wrote Jamir.


That way, even New Delhi understands that the Rio regime has been handled with soft gloves not only by students but also by other pressure groups and even the local media.


These were considered as 'assets' when it came to Amit Shah trusting Rio that the latter would deliver Solution and a lasting peace -- both still remaining quite a far.
