131 Rajya Sabha members back Delhi Bill : Five MPs including Thambidurai move privilege motion against Raghav Chadha on FAKE papers row

"I have written to the Rajya Sabha Chairman requesting that the matter be taken up by the privilege committee. How was my name included in the motion, as I had not signed on any document? It's likely that my signature was forged," senior  AIADMK MP, M. Thambidurai said.





BJD's Sasmit Patra says, "....my name was mentioned in a resolution moved by Raghav Chadha. How could he put my name in the resolution without my consent? I hope the Chairman of the House will take action. I have tendered a complaint. Obviously, this is a matter of privilege. All of us have filed our complaints individually".

Fake papers row in Rajya Sabha::  Nagaland MP flays AAP member


"Four members have sent a complaint to me. It will be inquired into," said Rajya Sabha Deputy chairman Harivansh.


"The MPs are Narhani Amin, Sudhanshu Trivedi, Sasmit Patra, Thambidurai and Ms S. Phangnon Konyak. Sources said all five have now given individual notices of breach of privilege against Raghav Chadha.

Asked about the matter afterwards, Raghav Chadha said, "Let a privilege committee send me a notice and I will respond", reports NDTV web.

The much controversial Government of National Capital Territory of Delhi (Amendment) Bill got the all important Parliamentary nod on Monday with 131 Rajya Sabha members voting in its favour.


For Opposition, 102 members voted against it.


Union Home minister Amit Shah said, "Delhi services bill has been brought not to usurp the powers of Delhi Govt, but to stop encroachment on Centre's right by it."



The passage of the controversial draft legislation was marked by "fake papers" row.


AAP member Raghav Chadha may be in trouble as the deputy chairman Harivansh announced that there will be a "probe" into how a motion moved by Raghav Chadha taking names of some members did not have "the consent of concerned members". 


One BJD member S Patra said, "I was never consulted". Nagaland MP, Phangnon Konyak also was up on her feet during the din and said she would register protest at such conduct by a member of the House.


"It is a very serious matter how a motion moved by Raghav Chadha did not have consent of concerned members...This must be probed," Home Minister Amit Shah also said.


"We were discussing fraudulent matters of Delhi Govt...now it appears a fraud is being conducted in the House itself"," Shah said.

In a major development, Rajya Sabha MP and former CJI Ranjan Gogoi defended The Government of National Capital Territory of Delhi (Amendment) Bill, 2023 saying, "...To me, the bill is correct, right..." 

"What is pending before the Supreme Court is the validity of the ordinance, and the two questions referred to the Constitution bench, and that has nothing to do with what is being debated in the House...", he said.

Home Minister Amit Shah said, "Not a single provision of the bill is wrong. The system established by the law has been brought. There is no violation of any decision of the Supreme Court. The purpose of the bill is to stop corruption." 


Congress general secretary, K C Venugopal, slammed former Chief Justice of India Ranjan Gogoi for his speech in the Rajya Sabha on the Delhi services bill and questioned whether the BJP had begun a full-fledged dismantling of the Constitution. 


During the discussion on the bill, the former CJI had said, "The doctrine of the basic structure of the Constitution has a very debatable jurisprudential basis." He made the remark while answering if the Delhi services bill violates the basic structure of the Constitution. 


Gogoi said, 

"...I am concerned as a nominated member not belonging to any political party, I am only concerned with whether the bill is constitutionally valid, and there I have made a speech saying that it is constitutionally valid....I didn't speak on the necessity (of the bill), I spoke on legality...".

Maybe his 10-year tenure would have been remembered if he wasn't a puppet PM. His work as FM under PVNR is debatable nonetheless.
