BJP fields vocal MP Sudhanshu Trivedi as Congress MP Abhishek Singhvi makes blistering attack on Govt for Delhi Services Bill

The Lok Sabha on Monday saw unprecedented scenes during the ongoing monsoon session of Parliament after BJP MP, Nishikant Dubey, raised the issue of a news report in The New York Times which claimed that web portal NewsClick has received Rs 38 crore funding and the money has been used to create an anti-India environment.

In a letter to the Speaker, Congress MP Adhir Ranjan Chowdhury called Dubey's allegations "libellous" and "defamatory", and demanded that the BJP MP's remarks be expunged from records.

When the Lok Sabha met at 12 noon, Congress MPs entered the House with Rahul Gandhi, shouting slogans including “Bharat Jodo Bharat Jodo” and “Rahul Gandhi Zindabad Zindabad”. 











BJP MP Nishikant Dubey stood up and alleged that an article in The New York Times has exposed the “tukde tukde gang” and “some media” which joined external forces to indulge in anti-India activities. 

He alleged that China was giving money to the Congress to oppose the Central government. According to Dubey, Congress leaders met the Chinese in 2016 to oppose the Narendra Modi government.

“They want to divide India through Chinese forces and some media,” Dubey shouted as BJP MPs thumped their desks in support. “Between 2005 and 2014, whenever there was a crisis, the Congress had received money from China.

BJP's vocal MP Sudhanshu Trivedi counters allegations and towering claims of AAP exposing the double standards of the Kejriwal regime in Delhi and also of Mr Kejriwal as an individual politician. Pointing out that AAP has gone back on its words and promises number of times, Trivedi says, "Experimental politics (of AAP) often gives people surprising outcome".


"This is not the time to experiment with any new experience....But it is rather the time to make the tested leadership of Narendra Modi shine," he said during the debate in Rajya Sabha on the Delhi Services Bill. 

Questioning the rationale behind Opposition's charge that the Modi government keeps bringing Ordinance, the BJP member pointed out that during the stint of Nehru -- there were 70 Ordinances.
Similarly, 77 Ordinances were brought by Indirra Gandhi and as many as 35 times during the tenure of Rajiv Gandhi as the Prime Minister. 


He further said, even Narasimha Rao regime brought out 77 Ordinances and Dr Manmohan Singh's ten year stint saw 61 Ordinances. Even the UF regimes under Deve Gowda and I K Gujral within a span of one and half years had brought 77 Ordinances. 




Says, "The Bill makes the elected Govt hollow....a Chief Minister paralysed unable to act and any minister shivering before his or her secretary" 


says - "It violates all principles of federalism....all norms of assembly-based democracy".  This Bill is a 'deliberate regression'.

".... the Bill says the disagreement between the Secretary and the Minister have to be recorded.....in writing and then sent to the Lt Governor....Secretary then can write why the Secretary thinks the Council of Ministers have taken a decision contrary to law".

Lok Sabha Secretariat restores membership of Congress leader Rahul Gandhi


"Constitutional norms have been followed....The membership (of Rahul Gandhi) has been restored without delay," says Parliamentary Affairs Minister Pralhad Joshi 





As expected, a three-line whip has been issued by the Aam Aadmi Party (AAP) asking its MPs to be present in Rajya Sabha on Monday, Aug 7. The Congress has also given whip directing its MPs to be present in the House of elders.


Union Home Minister Amit Shah will table the Delhi services bill. The contentious GNCTD Amendment Bill is already passed in Lok Sabha without division; and in probability will sail through Rajya Sabha as well.


AAP Rajya Sabha MP Sandeep Pathak gave notice under Rule 66 and Rule 67 of the Rules of Procedure and Conduct of Business to oppose taking up for consideration and passage 'The Government of National Capital Territory of Delhi (Amendment) Bill 2023'.


In Lok Sabha, the Congress party's focus is expected to be on revocation of disqualification of Rahul Gandhi following the stay of his conviction in a defamation case.






Congress MP Manish Tewari gave Adjournment Motion Notice in Lok Sabha, demanding to discuss the border situation with China.


His colleague Manickam Tagore gave Adjournment Motion Notice in Lok Sabha to discuss the "misuse of probe agencies by the Govt and to direct the Govt to stop such attitude immediately." RJD MP Manoj Kumar Jha has also given notice in the Upper House to discuss the Manipur situation. 


On Delhi Services Bill, Congress MP Abhishekmanu Singhvi is likely to initiate the discussions.  


The support of Biju Janta Dal (BJD) and YSR Congress to the bill has tilted the scales in favour of the treasury bench.
