"Bhagwan ka diya hua sab kuch hai .... bus ek" ::::: Chocolate Dilomacy at work ... Home Secretary takes it to the door steps of Naga Peace steps .... players have been trapped ::::

I am writing this piece on a day actor Nana Patekar expired. This one dialogue of the noted star would make much sense in the 'chocolate diplomacy' of the Modi Govt vis-a-vis Naga peace talks. 


"Bhagwan ka diya hua sab kuch hai. Daulat hai. Shohrat hai. Izzat hai. Bas ek nek aur shareef ladka chahiye tha."

(God has given me everything. I have wealth, fame, and respect. All I ever needed was a good and honest boy.)"  In Indian administration - the 'I am Sorry' club too has everything. But at times .. they do not have what is the most essential ingredient - the brain.


The desi word is 'akkal' !!  

In newsrooms - at least in India; two phrases often used about bosses are - 'donkeys' and 'huge donkeys'. No civil servant can use that loudly. 


One must know what to speak and what to write. Writing a masterpiece -trying to appease both NSCN-IM and an NDA chief minister in one letter is only a talented Congress party leader can have. 


You do not need tuition from Rahul Gandhi - who says - Indian Democracy is Dead, Economy is Dead and at the same time he says Modi is a dictator. 


The 'servant' to the devil is often a good civil servant. They create problems all throughout their careers, their children grow up as snobs and their spouses fall in love with dogs. And after retirement; they could be rewarded with another set of power, authority and even a sense of irresponsibility.



This reform must come if Namo really wants to achieve Viksit Bharat. Two Tuglaqi decisions -- I always want Narendra Modi to take - one, shift India's capital far away from Delhi and secondly - dismantle UPSC and this 'steel frame' system.

  








In the long distance travel time -- at custom-free counters - you get one essential vital. But there is no custom free counters with 'akkals'. 


The absence of 'brain' is a good qualification to be top Babus - look around most problems in this country are linked to "ex I am Sorry" genius circles. Why the law required to have a Chief Election Commissioner from this club is a mystery - the Narendra Modi Govt may solve this puzzle sooner than later.  


Babus cannot handle what is essentially political. Put Jairam Ramesh and Anurag Thakur in the EC and half your problems will be solved. 



Babus with 'independent' mind like G K Pillai would never get a reappointment but someone like Padmanabhaiah - who made a virtue of foreign travel in European high-cost holiday destinations with tax payers money will be obliged. On Naga peace talks - came a stage recently when Home Minister Amit Shah might have said (or not said) - "Chalo dekh lo or dey do". 


The winner of the chocolate prize was 'my favourite chief minister'. 


Technically, despite the 'viral' letter - with no letter number - Rio remains "trapped". This time he got his Hebron friends trapped too.  


In a way; Ajit Lal remains what A K Mishra was ... 'advising' Home Minister on Naga peace talks. Nothing more nothing less.

Even if a committee is formed == which Rio claimed has been constituted; Amit Shah will be the ring master.  


Shakespeare famously wrote, "A rose by any other name would smell as sweet."


Neiphu Rio, his Hebron friends and well wishers and even great Babudom of the Home ministry must think on this line. 




Symbolism overtakes strategy


What will be the 'status' of this letter in terms of bureaucratic legacy -- actually remains in the womb of future. 


In traditional sense Lal will not have powers of R N Ravi - simply because Lal (or Mishra) has a boss like Ami Shah. The Home Minister had told Hebron's special Kohima emissary and his 'all-party team' - that- even in 400 years -- the Flag and Constitution would never be given.


On another occasion he had said " sochna bhi nahi (Do not even think)". 


Hence, those two demands and Hebron's bravado have died natural deaths. Despite being wooed by 'globals' and local meta-physical forum - now the chocolate-letter has done away with their third demand -- a third party guarantee.


That's the cruel joke - the Team Rio has entertained themselves.


Letter is genuine but it has 'many lacuna' ... apparently a few Babus in CMO Kohima (I am Sorry) and the Naga Civil Sorry club could sense the lapses. That is why, while the NPF enjoyed the 'media reporting on Lal's appointment"; the crucial letter did not reach news reporters.

The masterpiece had reached Kohima on Sept 23/24 itself.


But after Z Lohe, a former Speaker's stinging statement; it was selectively leaked out either from Delhi or from Kohima or even in the outskirts of Dimapur. 


Technically, a Home Secretary responding on behalf of the Prime Minister (and mentioning that in the document) shows the callousness. 

A "bad draft" - as Manmohan Singh's Govt had done with Pakistan in 2009. 


The status of Ato Kilonser is also brought down. Even PMO babus are not responding to him. 

Is that an achievement ?

Let NPF be happy with the merger of NPP !!


As I probed into on the masterpiece signed by Shri Govind Mohan, who may be a future CEC or a Governor or even a lawmaker (like R K Singh or a defeated MLA like R S Pandey); my friends said - "why do you want to stop entering Seva Teerth".  


The unofficial message was that the Chocolate letter was the Melody game - "khao and jaan jao".

Rio is yet to understand the details. Chanakya has played a chapter from Mahabharat and made him and his Govt the charioteer of Arjun. Lord Krishna was one. I am talking about the other one. 



Missive is clear -  "The GoI will never accept these three demands even for sake of talking". 


It is also clear - no change in the status of parleys. 

Govind Mohan might have left NNPG puzzled. This lot waiting 'passively' since 2017 and lately (some elements) even trying to befriend Bolero-rich Cock party boss now has to pay a price for their patience. 


Another refrain is -- this letter is 

- like telling a child -- "You wanted a mall of sweets ... ok that Rupee 1 melody chocolate. Do not cry anymore. 

Be a good boy and better learn to behave and Kohima protagonist will have to deliver".

But, the fact remains this is one of those "insincere letters" - which may be raised and debated even after 30-40 years.  


In the entire process. the bravado has been murdered.







On the other hand, apparently now the Govt of India is more serious about Eastern Flank.

The centre's bosses should be more keen to open channels with the E. F and understandably even "right messengers" are to be deployed sooner than later.  


The entire credibility of Eastern Flank is now made on the issue 

❇️They are 'more committed' 

❇️Clearly Aligned with the cause

❇️Not compromised








If these are the Babus his Govt will trust and these are Babus who will be future Chief Election Commissioners; PM Modi needs to wake up. 


Thomas Acquinas once said:  


"If the highest aim of the captain were to preserve his ship, he would leave it in port for ever".


After Atem and Raising make U-turn rather sheepishly after 'snub' by Eastern Flank :::: Onus now on Neiphiu Rio to sack Achumbemo Kikon.  


Not long ago, the NPF  legislator was up on his feet on the floor of the Assembly- and went onto say - "Statehood is not a solution but beyond...".  


The Govt of India agencies are well aware that such statements can come from any ultra leader or a group. But a sitting MLA -- that too (in alliance with the BJP) is not expected to say so. They interpreted it as a "dangerous trend". 


One internal/official analysis - was -- MLA Kikon took oath under the Constitution but he spoke like a secessionist trying to glorify NSCN-IM.
