Maybe other northeast states should follow soon ..... -- Manipur introduces 'no work, no pay' rule for Govt officials

(Prime Minister Narendra Modi to visit Assam and Arunachal Pradesh on March 8 and 9. On March 8th, Friday, at 4 pm PM Modi will arrive at Tezpur airport in Assam and will directly go to Kaziranga.

 The Manipur government has implemented a "no-work, no-pay" policy for employees failing to report to their offices without valid reasons amid ongoing violence.

The Manipur government introduced a "no-work, no-pay" rule on Wednesday for all employees who have not been reporting to their respective offices "without valid and accepted reasons." This decision comes as many government offices in the state continue to witness reduced staff attendance amid the ongoing violence.



A circular issued by the Chief Secretary (DP) Vineet Joshi states, 

“Officials under the State Government who are unable to attend office at their usual place of posting on account of the prevailing law and order situation in the State had been attached with Deputy Commissioners/line departments/field level offices to enable them to function therefrom, or for discharging such responsibilities as may be assigned to them, by the Deputy Commissioners concerned, or such authorities duly authorised in this regard."


The state government ordered that the principle of ‘No Work, No Pay’ will also invariably apply to all government employees in general and urged all Deputy Commissioners to take steps to enforce the same in all offices in their respective districts.


The circular further stated that there have been reports indicating that "many such officials so attached are not attending the offices to which they have been assigned or are not reporting for duty." 


Such actions constitute conduct unbecoming of a government servant and amount to dereliction of duty as per the CCS (Conduct) Rules, 1964. The state government views this matter seriously, the notice further emphasised.


The government directed deputy commissioners and heads of departments to maintain a register to record the attendance of the aforementioned "attached officials," as mentioned in the circular. They have also been instructed to submit an action taken report by March 13.

The order also specifies that the records, along with any reports of improper conduct, shall be shared with those responsible for disbursing the salary of the officials concerned.


The principle of 'No work, No pay' shall be applied to any official who has not reported to the authority to which they have been assigned, or who is not attending such offices without a valid and accepted reason.






A statement issued by chief secretary Vineet Joshi on Wednesday said the move was taken following reports that many officials attached with Deputy Commissioners/line departments/field level offices, are not attending the offices to which they have been attached, or not reporting for duty. 


The officials so attached are those unable to attend office at their usual place of posting on account of the prevailing law and order situation in the state, it stated.



It lamented that such acts constitute conduct unbecoming of a government servant and amounts to dereliction of duty as per CCS (Conduct) Rules, 1964 and asserted that the same is viewed seriously by the state government.


It urged all administrative secretaries, Deputy Commissioners and heads of departments to enforce proper provisions regarding unauthorized absence of government servants including Proviso to FR 17 (1), which stipulates that an officer who is absent from duty without any authority shall not be entitled to any pay and allowances during the period of such absence.


It also noted that FR-17-A provision inter alia provides that where an individual employee remains absent unauthorizedly or deserts the post, the period of such absence shall be deemed to cause a break in service of the employee, unless otherwise decided by the competent authority for the purpose of leave travel concession and eligibility for appearing in departmental examinations, for which a minimum period of service is required.


The statement also advised all Administrative Secretaries to share the list of officials who have been attached to various districts/offices on account of the current law and order situation, with the Deputy Commissioner or such Head of Department/Heads of Offices concerned as well as with the Joint Secretary, Department of Personnel.
