Centre keen to demand 'surrender' by Naga national workers in ENPO region
New Delhi
In a fast paced development, the central government is keen to demand 'surrender and laying down of arms' by Naga national workers in Eastern Nagaland.
Sources say as part of the package deal for Frontier Nagaland; something on these lines may be worked out along with conceding to a few key demands from the Eastern Nagaland Public Organisation (ENPO). On the other hand, the ENPO leaders have submitted a 20-point 'wish list' to the Home Ministry and these demands are expected to be discussed further in Guwahati at the earliest.
"Nothing has been finalised yet...," a source said in Delhi on speculation about the status of police chief or other such things for the proposed Frontier Nagaland Territory. The centre will however, bank a lot on respective tribal leadership among the seven tribes to sustain necessary pressure on the militants. Most Naga militant groups in the Naga National Political Groups (NNPG) are headed by underground leaders from Eastern Nagaland.
The Eastern Nagaland Public Organisation (ENPO) leaders had met Home Secretary Ajay Kumar Bhalla in Delhi last week. The seven tribes from the region - Konyaks, Sangtams, Changs, Phoms, Khiamniungans, Yimchungrus and Tikhirs are demanding creation of Frontier Nagaland Territory as an autonomous body with adequate financial powers and also an elected legislature.
The Konyak Union also held a meeting on Tuesday to deliberate on matters related to Frontier Nagaland. "Solution to the Indo-Naga problem is the only answer to the perennial burden on the people. said M B Neokpao Konyak of NSCN-Unification on March 21 (Naga Republic Day). The NSCN-Unification led by Neokpao Konyak and N Kitovi Zhimomi is the principal force behind NNPG which is all for an early signing of a final peace pact with the Govt of India. Kitovi is the convener of the NNPG.
Various underground leaders are also likely to have detailed consultation among themselves and respective tribal leadership by weekend. The ENPO is asking for major departments to be allotted to the Frontier Nagaland Territory.
Meanwhile, anxious moments have gripped the 20 elected legislators and ministers on their immediate and long term political futures. However, amid all these, there is a big debate about financial feasibility as well because in general the centre is in favour of cutting down expenditures.

The crucial June 30 meeting on Eastern Nagaland which was expected to be attended by Nagaland Chief Minister Neiphiu Rio, Deputy CMs - T R Zeliang and Y Patton and all legislators and other ministers have been now "postponed due to unavoidable reasons till further notice", according to state Principal Home Secretary, Abhijit Sinha.
The meeting was slated to discuss the provisions of granting an autonomous body to seven tribes of Eastern Nagaland. Speculation is obviously rife on why the meeting was first of all convened and secondly after it has been called, now it has been 'postponed' or maybe even cancelled for the time being.
One reason could be maybe Chief Minister and senior Ministers might have some important engagements outside Nagaland.
Notably, hours before the meeting was put off for the time being at least -- NPF leader Kuzholuzo Azo Nienu issued a strong statement saying the members of the 14th august House of Nagaland Assembly are going to leave behind a "legacy of disintegration of Nagaland".
He also stated that “If the Govt of India is prepared to talk about autonomous council/regional council for the ENPOs, why not the Kukis or the Nagas of Manipur.”
