New Manipur DGP has handled Tripura insurgency 


It's almost a knee-jerk reaction. The new DGP of Manipur is from Tripura cadre.

It does not need knowledge of any rocket science to guess that former Tripura ADGP Rajiv Singh has been named as new DGP in trouble-torn Manipur at the instance of none other than Union Home Minister Amit Shah.

An order from Raj Bhavan, Imphal says, ‘the Governor of Manipur is pleased to order that Rajiv Singh, a 1993 batch IPS officer of Tripura cadre should take charge of the post of DGP, Manipur from P. Doungel immediately upon joining the state government’.

Singh had vast experience in anti-militancy operations in Tripura as well as Maoist problems in Jharkhand as he had once been posted as the CRPF IG of that region. 

The decision to replace Doungei came within hours of Union Home Minister Amit Shah concluding his visit to the state and to affected areas like in Churachandpur.  

Singh has also served as Director, Fire and Emergency Service and Additional Director General of Police (Law and Order) of Tripura.

The central government has virtually taken over the reins of governance in Manipur and has also since the first week of May appointed former chief of the Central Reserve Police Force and retired IPS Kuldiep Singh as a security adviser to the Manipur government.

Rajiv Singh has also served in strife torn Kosovo as an UN peacekeeping officer. He also had a stint with the CBI.

On the face value, Amit Shah 'saves' Chief Minister N Biren Singh, his favourite till recently. Shah also announced a Peace Committee under Manipur Governor Ms Anusuiya Uikey which will have representatives from all political parties and leaders from both sides.

Amit Shah, Union Home Minister, on the final leg of his visit to Manipur on Thursday, said that the Central government would strictly monitor the activities of militant groups under Suspension of Operation (SoO) Agreement and take strong action against any violation of the Agreement. He also said he discussed several ways with the stakeholders to bring positive change and restore peace and normalcy in Manipur.

Addressing a press conference during his four-day visit to the state, Shah said that the government is committed to restoring peace in Manipur as soon as possible and ensuring the return of refugees to their homes. “Manipur has remained calm since BJP came to power in the state. We have ensured development and welfare for people,” he said.

A peace committee under Manipur Governor, with all political parties, and representatives from both sides will be set up, Shah said. 


The Union minister was addressing mediapersons in Imphal on Thursday, the third day of his visit to the state, after holding a series of high-level meetings and interaction with representatives of both the warring communities, Kuki and Meitei, during his visit to the worst-affected districts, including Imphal and Kuki-dominated Kangpokpi, Churachandpur and Moreh.

The peace committee under the Governor of Manipur Ms Anusuiya Uikey which will have representatives of all political parties, and also representatives from both Kuki and Meitei communities and social organisations will be set up.


“Dialogue is the only solution to the ongoing crisis in Manipur,” Shah said.


“We will soon announce a judicial probe headed by a retired high court chief justice and set up a peace committee,” he said.


The Home Minister also announced that a CBI probe will be instituted to investigate five criminal conspiracies and one general conspiracy behind the violence in Manipur.


He, however, also said, “Violence was a temporary phase, misunderstandings will go away … the situation will soon be normal.”


The Union Home Minister also told newspersons that he felt for a permanent solution to the Indo-Myanmar border issue, the fencing on the border between the two countries will need to be completed. 






There are apprehensions that the porous border is being used for drug smuggling and for movement of militants. Shah said biometrics of people coming from neighbouring countries are being collected. Amit Shah said he had visited relief camps, met both Kuki and Meitei civil groups, and discussed the peace process.

Shah called the Manipur High Court’s order, which asked the state government to submit a recommendation to grant Scheduled Tribe (ST) status for the Meitei community, as a hasty decision which led to a conflict between the Kuki and Meiti community in Manipur.


He claimed that after BJP which came to power in Manipur some six years back had ensured the northeastern state had remained free of bandhs, curfews, etc., till the recent bout of ethnic clashes, which he said was the result of a misunderstang and a hurried judgement. The High Court had recently asked the government for its views on the issue of granting a community scheduled tribe status.





Meanwhile, three police personnel were injured in a gunfight with suspected Kuki militants in Manipur’s Bishnupur district last night, officials said on Thursday. The gunfight took place at Tangjeng under the Kumbi police station on Wednesday night, they said.


The injured have been admitted to an Imphal hospital, they added.


The army and police forces are conducting state-wide search operations for hidden arms caches. Surveillance by drones and deployment of security forces also continues, said officials. Amit Shah has also stated that the government is committed to restore peace in Manipur and ensuring an early return of all internally displaced people back to their homes.
