Prime Minister Narendra Modi cited how the BJP-led state government was reclaiming 'land from illegal immigrants' and allocating land pattas to tribal families.
He praised the Assam government under Himanta Biswa Sarma for its 'Mission Basundhara', under which lakhs of families had received land pattas.
At a rally in Numaligarh, Golaghat (not far from Nagaland) where he inaugurated the Assam Bioethanol Plant and laid the foundation stone for a polypropylene plant at Numaligarh Refinery Limited, PM stressed his government’s resolve to check infiltration.
Narendra Modi accused the Congress leaders of the past of “allotting land” to infiltrators and protecting “illegal encroachments”.
He alleged that in the pursuit of vote-bank politics, the Opposition had “disrupted” Assam’s demographic balance. This is critical; PM said his party and government were addressing “in collaboration” with the people of Assam.
The north eastern state goes to polls in April-May 2026 along with West Bengal -- wherein too the 'infiltration' especially of Bangladeshi Muslims and their patronage by the Trinamool regime will come to the fore of yet another round of electoral fray.
Mission Basundhara is a flagship program launched on 2nd October 2021 by the Department of Revenue and Disaster Management, Govt. of Assam. Under the leadership of chief minister of Assam, "Mission Basundhara" has been developed in a bid to streamline and resolve and to make land revenue services more accessible to citizens.
It is expected that, the launch of Mission Basundhara Portal will reduce the pendency in updation of land records and public will receive stress-free and smooth services without visiting revenue circle offices. The implementation of the mission shall enable achieving the goal of 100% Digitization of Maps and total Integration of Maps, Land Records and Registration for the State.

Modi claimed the Opposition had encouraged infiltration when in power, and now sought to “permanently” settle infiltrators in India. He recalled that Mangaldoi “once witnessed a major movement to protect Assam’s identity and resist illegal infiltration”.
He said the previous government in Assam especially under Congress had punished people “for this resistance” and retaliated by “enabling” encroachment on religious places and land belonging to farmers and tribal communities.
These conditions are now being reversed, he said.
Echoing Home Minister Amit Shah, the Prime Minister said that under the leadership of chief minister Himanta Biswa Sarma,
-- “lakhs of bighas of land have been freed from infiltrators in Assam, including significant recoveries in Darrang district”.
He, however, warned about “ongoing conspiracies to alter the demographic composition of border regions through infiltration”.
He described it as a grave threat to national security.
As a remedy, he announced the launch of a nationwide Demography Mission -- something pledged in this year's Independence Day speech on Aug 15 as well.
Challenging political situations on ground:
The BJP is trying to attack Late Tarun Gogoi and Congress for going soft on Bangladeshi influx.
While illegal Bangladeshi infiltration is an issue of concern for voters; but Tarun Gogoi and his son Gaurav's image or popularity remains largely not affected.
## Congress lacks organisational strength.
But sidelining of original BJP leaders and karyakartas and importance given to ex Congress leaders who joined BJP after 2016 is another factor to be watched keenly.
