"NSCN-IM have always exhibited a hegemonic tendency and browbeat other Naga groups"

 NSCN/IM's Amnesty declaration threatens to isolate it further 


In Governance and politics; trying to be dictatorial generally emerges from inherent weakness. And that is -- when you have lost the "popularity" graph. Mere control over one or two ministers and the Chief Ministers may not help.

PMO understands the shenanigans of this aspect of power politics pretty well. 


At the same time bringing the state of Nagaland back to its commercial and economic dynamism requires a much more structured effort. 


A cornerstone of any elected government's objective in New Delhi should be to restore the legitimate administration.





In the backdrop of resumption of peace talks with Naga Political groups and a renewed pitch for an expeditious solution involving all the NPGs, the NSCN/IM issued a declaration of General Amnesty on June 12, 2025. 

Though overtly projected as an intra-party order, reading between the line suggests otherwise. A portion of the order reads as under : 

"The National Security Council (NSC) of the National Socialist Council of Nagalim (NSCN) in exercise of the courage given by our Almighty God, has taken the decision on 30th May, 2025 (Friday) to extend general amnesty to all who have gone astray from doing what they have vowed before God and Naga nation in defending the historical and political rights of the Nagas". 

This has created apprehension among the Naga Political Groups/NPGs, who were hopeful of a positive outcome to the efforts being nade by the Forum of Naga Reconciliation/FNR to bring about unity within the NPGs. 


Analysts say the NSCN-IM have always exhibited a hegemonic tendency and Have tried to browbeat the other NPGs into submission due to their military might and the order of General Amnesty is being viewed as a clear indicator of the same. 

Leaders belonging to tribes from Nagaland feel that this is an attempt by the "select and powerful leaders" to ensure that the bon-homie generated among the leaders of the different NPGs is disturbed.

As a result; "unity" among Nagas of Nagaland may also suffer.  

The NSCN-IM is allegedly plagued by  leadership crisis. 

Generally it is believed that VS Atem is at presemt running the show. His leadership has been put to test due to developments related to Lt. Gen.  HS Ramson/Hangshi and Lt. Gen. Absalom Raman. They are currently operating in Myanmar and are having a running feud with the GHQ of the NSCN/IM. 

Pamshin had levelled serious allegations against H S Ramsan of having nexus with the top leadership of the National Unity Government/NUG of Myanmar and the Kuki militia groups.

 

For its part, the Government of India is serious about finding a solution. But it wants a final peace pact based on a singular draft involving all the political groups.

Hence pressure may be mounting and that way the NSCN-IM will have to shed its "negativity" and align themselves to the democratic aspiration of the Naga people.

Two key officials from Home Ministry visited Nagaland.

The NNPG leaders from three platforms have been told to gear up for next stages of parleys.

A school of thought presumably 'soft' towards Chingwang Konyak and his associates tried to flag off the issue of a 'role' for the state government post-Solution pact has got snubbed.

Rich and powerful in Kohima will simply have to follow New Delhi line because constitutionlly a state govt. in India is subordinate to the Govt of India. 

All these mean -- anyone seen opposing the peace talks will face the risk of being isolated in the Naga political landscape.






At least two NNPG leader N Kitovi Zhimomi and Alezo Venuh have welcomed the "refreshed attempts". 


Isak Sumi of NSCN/GPRN (K) told media persons in Dimapur that coordinated efforts were currently underway to formulate the final plan for a comprehensive and inclusive solution to the Naga issue.



"It is good that New Delhi deputed its emissaries once again for refresh attempts. In Nagaland, we in the NNPG are hundred per cent ready for Solution. People are more than 100 per cent for it. Anyone group or individual seen as objecting to a respectable Solution at this stage will be isolated automatically," Kitovi told this blogger.  


Alezo Venuh may not be any longer in Kitovi's group. But he too has made it clear that "fresh attempts are welcome".
