“No other Naga tribes outside Nagaland participated in this (Naga) movement.
It (NNC) was born and fully matured in the soil of Nagaland. Unfortunately, it has been hijacked by alien elements,” said S C Jamir.
In a veiled message to key stakeholders - the veteran politician says:
"We know our status vis-a-vis Naga politics" -- and added at the same breadth .... "our brothers who are from other states" also should be aware of the factual position.

Any competencies to the Solution pact meant to be included would have to go to Parliament and be incorporated as Article 371A, while autonomy for Naga areas of Manipur and Arunachal Pradesh could come under the Sixth Schedule.
In a fresh article under the headline - "UNVEILING BARE FACTS OF NAGA POLITICAL STRUGGLE" -- former Nagaland chief minister and ex-Governor (in four states) says:
“Have the southern Nagas shown any sympathy when the Nagas of Nagaland had been living in such terrible agony?
The reply is a big No".
His statement comes in the wake of some controversial remarks made by a few Naga underground leaders following Jamir's meeting the RSS chief Mohan Bhagwat on Sept 10 in New Delhi.
S C Jamir urged the NSCN (IM) and the NPF leadership to implement the Framework Agreement, saying the people of Nagaland, “the victims of no solution”, are yearning for peace and normalcy.
"In response to the cry of the people of Nagaland every well-meaning people and concerned organizations are making appeal to the signatories of the two political agreements to implement them," he underlined.
Giving a moral booster to the 'NNPGs' he said the conglomeration (now two factions) made its position clear to the Nagas by circulating the document of the Agreed Position and the people are fully aware of its contents."
But he NSCN (IM) had kept its competencies as "secret document but with no valid reason". Jamir maintained: "... the Framework Agreement of 3rd August 2015 is absolutely clear to all concerned.
Sovereignty and integration do not figure in the agreement".
"This means that the Framework Agreement is obviously within the Constitution of India."
The FA document was inked by R N Ravi (interlocutor) and NSCN-IM leader Muivah in presence of the Prime Minister, NSA Ajit Doval and the then Home Minister Rajnath Singh.
"It must be noted that no Prime Minister however popular shall allow any political Agreement ‘outside of the Constitution’ nor can he allow two sovereignties in the same country. When the Framework Agreement is within the Indian Constitution, all competencies are to be included within the Constitution. It shall come to Indian Parliament and incorporated as Article 371 A."
"Some sort of autonomy for the Naga areas of Manipur and Arunachal shall be under the Sixth Schedule of the Indian Constitution. At this stage, the state government should not interpret Framework against the spirit and the real significance of the said agreement."
The former chief minister took a statesman like stance and asserted -
"It is not the time to dig out issues which are archaic or redundant".
"At this stage the ruling party of Nagaland, NPF, has chosen to sing the very old tune along with the secessionist groups as if the entire Naga politics hang over the letter to Shilu by S C Jamir.
"Prime Minister had clarified this in his statement by saying that he was prepared to meet A Z Phizo in consultation with P Shilu Ao, the Chief Executive Councilor of Interim Body of Nagaland.
Accordingly , while I was touring USA in 1963, I went to meet A Z Phizo with the permission of the Prime Minister.
I stayed with him at Bromly Kent from 3rd to 5th August 1963. We had full discussion on all matters and ultimately he had agreed to come to India to meet the Prime Minister. I had made all necessary arrangements for the meeting at Shillong.
It was most unfortunate that there were differences among the Executive Councilors. Some had agreed to meet Phizo before election and the other group wanted to meet him only after the Assembly election of 1964".
Jamir said in the concluding paras:
"This is the time to avoid blame games. We know our status vis-a-vis Naga politics; so also by now our brothers who are from other states should be aware of. It is sure and certain that once Solution is made everything will come to its proper place by themselves".
