In exercise of the powers conferred under sub-rule (4) of Rule 21 of the Lai Autonomous District Council (Constitution, Conduct of Business etc.) Rules, 2010 and in pursuance of the claim submitted by the Leader, United Legislature Party, the Governor of Mizoram Gen V Singh has  appointed  C. Lalsawmzuala, an elected MDC of 12-Lawngtlai Chandmary MDC Constituency & Leader of the United Legislature Party as the Chief Executive Member of the 12th Lai Autonomous District Council.

The appointment shall come into effect from Jan 22, 2026.


The Governor of Mizoram has directed C. Lalsawmzuala to secure a vote of confidence on Jan 29. The order has been issued by R Lalchhanhima, Addl. Secretary to the Govt. of Mizoram, District Council & Minority Affairs Department.


A crisis has been averted as the influential 

the Central Young Lai Association (CYLA), the largest civil society organisation in south Mizoram's Lawngtlai district had threatened to impose a Bandh commencing 5am on Monday; Republic Day. 


The decision was taken on Jan 24 late evening after its deadline to a demand placed before Governor Gen V K Singh ended at 1600 hours Saturday. 


Earlier the organisation urged the state governor to take steps for expeditious formation of executive committee in the Lai Autonomous District Council (LADC). 


 It had said that the civil society in the region threatened to boycott the Republic Day celebrations if its demand is not met before the expiry of the deadline.


In a missive sent to the governor on Friday evening, the CYLA said the 25-member LADC election was held on the 3 December, 2025 and results were declared on 9 December, 2025.



However,  since the declaration of the results, despite a legislature party has staked its claim to form the executive committee, it is not installed due to non approval of the Chief Executive Member (CEM) by the Governor.


"The prolonged absence of a functioning government is severely impacting administration, delaying development activities, disrupting essential governance and creating tension, frustration, and helplessness among the Lai people," the letter said.


The CYLA said "Public confidence is shaken and uncertainty is spreading crucial decisions on healthcare, education, infrastructure and economic development are stalled, affecting the overall well-being of the people. 



The delay was also causing - loss of faith in democratic institutions, hindrance to implementation of welfare schemes, adverse impact on local businesses and livelihoods as well as rising concerns among churches, NGOs, and civil societies."


The mandate of the electorate in the election to the LADC was fragmented with even the Mizo National Front (MNF), which emerged as the largest party managed to bag only 8 seats while the Congress secured 7 seats and the Zoram People's Movement (ZPM), ruling in the state managing to have 6 members of district council (MDCs). 


The BJP got two members while 2 seats went to the independent candidates.


In a key political development, two arch rivals the MNF and the Congress had formed a United Legislature Party (ULP) in the LADC having a total number of 15 MDCs and had elected C. Lalsawmzuala of the MNF as its leader. 



The ULP headed by Lalsawmzuala had staked claim to form the executive committee to the state governor on January 9.


Lai community among Mizos have significance presence in Lawngtlai West and Lawngtlai East districts and also in Myanmar.
