 Terror funding, and fighting the menace

“Only a uniform, unified and zero-tolerance approach can defeat terrorism” -- Prime Minister Narendra Modi had said in November 2022 on the ‘No Money for Terror’ Ministerial Conference on Counter-Terrorism Financing in New Delhi.

Reflecting on some of the quotes from Mr Modi will be relevant. “There is no good terrorism and bad terrorism. It is an attack on humanity, freedom and civilisation. 
It knows no boundaries”.






“We consider that even a single attack is one too many. Even a single life lost is one too many. So, we will not rest till terrorism is uprooted”.


 “A terrorist is an individual but terrorism is about a network of individuals".

“There must be a cost imposed upon countries that support terrorism. Organisations and individuals that try to create sympathy for terrorists must also be isolated. There can be no ifs and buts entertained in such matters. 

The world needs to unite against all kinds of overt and covert backing of terror”, PM said in Nov 2022. 

India's Presidency in 2023 and the role of the G20 will come into major play as the grouping holds a lot of potential to bring even ground-breaking transformations. India and its allies including western powers and also those in the gulf have worked together from time to time on the need to fight against terrorism and have also resolved to work towards adoption of the Comprehensive Convention on 
International Terrorism (CCIT) in the UN.


The Prime Minister in the past has underlined that attack is the best form of defence and uprooting terrorism needs 

a larger, proactive, systemic response. He emphasised that we must pursue terrorists, break their support networks 

and hit their finances for our citizens to be safe.


In dealing with the complex problems of socio-political issues, the Modi government has been successfully

dealing with the insurgency related challenges in north east India as well.


Officials point out that most states in the region have now been relatively 'free of AFSPA force deployment'.

In other words, the strategy has helped to "demilitarise the north east region".


Surveys claim insurgency and civilian deaths have come down by 80 per cent and 89 per cent 

respectively. A new era of peace has been established and almost 6,000 militants have surrendered since 

2014. 

 

In March 2022, Union MoS Home Nityanand Rai said in Parliament that the central government has 

'zero tolerance policy' against terrorism and it has initiated peace talks with insurgent groups of the 

Northeastern states.


Under this, various groups abjure violence, lay down arms and seek solutions for their problems 

peacefully within the framework of the Constitution.


He had said as a result, a number of rebel groups had come forward for negotiations and have entered 

into Suspension of Operations and some of them have signed Memorandum of Settlements and 

dissolved themselves.


Wrap up:


It's election season in north east India. And three states of Nagaland, Meghalaya and Tripura have been

living with insurgency and violence despite talks in some states. Insurgents have track record of

interfering in the politics of elections. 


The BJP is in government in all these three states. And hence the ruling party will do well to reflect on certain political developments in the run up to the polls.


Chief Ministers in poll-bound states and also in Assam -- being the numero uno in the region - will also do well to know and appreciate the sincerity and intensity with which Prime Minister Modi tries to handle the issues related to terrorism, terror funding and also complex issues in north east India.
