"The Delimitation Bill is a fundamental attack on India’s federal structure," says Congress ::::: Lok Sabha Spl. session begins on Stormy Note : Venugopal of Congress says Modi Govt trying to "hijack" democracy :::: "Gharo ka jaati nahi hoti," Amit Shah mocks Samajwadi Party

"The Delimitation Bill is a fundamental attack on India’s federal structure," says Congress

Speaker Om Birla says, "Discussion on these three bills will be held for 15-18 hours. Voting on these bills will be done at 4 pm tomorrow."

"Your intention is very clear, you want to hijack Indian democracy," Congress MP K C Venugopal said in Lok Sabha while objecting to the introduction of the new Bill.

Parliamentary Affairs Minister Kiren Rijiju and Home Minister Amit Shah said Venugopal can only raise technical objections why he felt the Bill should not be introduced. But he had no right at the moment to speak on the merit of the Bill.  The matter pertained to the much talked about Delimitation Bill.

Shah said, the Census works have already taken. He also added that caste-based census too will be done. "Gharo ka jaati nahi hoti," he said mocking at the Samajwadi Party and maintained if left to the Samajwadi Party; they would introduce 'Caste' even for Houses.

He said at the initial stage only 'house' census has started and hence there is no column to mention caste. But once human census commences; there will be Columns on Caste and this decision has already been taken by the centre.

"Any kind of reservation for Muslims in the name of religion is unconstitutional," the Home Minister said and he even mocked at the SP leadership saying "Let his party give tickets to all Muslims, we do not mind".

Samajwadi Party MP Dharmendra Yadav says, "We oppose the Constitution (One Hundred and Thirty-First Amendment) Bill, 2026, Union Territories Laws (Amendment) Bill, 2026  Union Territories Laws (Amendment) Bill, 2026 and  Delimitation Bill, 2026...There is no other party which is a bigger supporter of women's reservation."

The Delimitation Bill is a fundamental attack on India’s federal structure, says Congress

In a statement, the party said:

"In 2023, Parliament passed a Bill ensuring 33 percent reservation for women in Parliament and state assemblies. At that time, Lok Sabha LoP Shri Rahul Gandhi, Rajya Sabha LoP Shri Mallikarjun Kharge, CPP Chairperson Smt Sonia Gandhi ji, and other opposition leaders clearly asked the government to implement it in the 2024 elections.

Why was the 33 percent reservation for women not implemented in the 2024 elections? We insisted that women’s reservation should be implemented in 2024, but the government introduced a Bill and said it would be implemented only after the Census, and the Census only after delimitation. Now you are saying that delimitation and the Census are not possible before 2029.

👉 "The Modi government’s intention is to hijack constitutional protections." - Congress

👉 The Modi government knows the mindset of the Indian people, and it is scared of the 2029 elections. It wants an escape route to cover up for 2029.

That is why it is bringing an unconstitutional Bill. - Congress
