In Nagaland in the 1990s - S C Jamir called it the Peace Offensive and gave free hand to police and security forces to make life miserable for all kinds of miscreants.
There was a Col Ajit Singh -- who led the charge on the National Highway between Dimapur and Piphema. Lessons were taught and lessons were learnt.

Sustained pressure commencing from 1993 till mid 1997 actually made the NSCN-IM come forward for ceasefire in August 1997 more than any other reason. Of course, the then Prime Minister P V Narasimha Rao had first given 'signals' for unconditional talks. The militant organisation would then 'invite' Indian journalists from Delhi to make goodie goodie interviews -- glorifying militancy.

First in 2019; the organisation put forward the demand for a separate flag and constitution. It knew very well such demands could not be entertained even by a Naga Prime Minister of India. And now in 2025 - at Somdal the place of his birth where he could not go all these years due to multiple reasons, he buried the Peace talks.
The Framework Agreement - according to those in the know of the things - has virtually become infructuous. The entire Manipur saga of the NSCN-IM beginning Oct 22, 2025 has hardly impressed Nagas of Manipur.
Even commoners are now saying .. what all were said and done did not matter much for Nagas of Nagaland.
According to government Babus in Delhi - this fact was demonstrated when there was no enthusiasm or crowd gathering at Dimapur when Muivah returned in a special copter.
In the ultimate, the 'sarkari' belief has been strengthened that only tough measures can deal with problems like underworld crime in Mumbai, radical Islamist forces in states such as Uttar Pradesh and
the same measures will apply well in areas nestled in the wilds of north east.

Most experts and international bodies, including the United Nations have from time to time advocates for a 'hybrid' and comprehensive strategy to fight insurgency or terrorism.
That means the policy measure must integrate both hard and soft approaches.
Soft measures, such as community engagement, educational reforms, and addressing socio-economic marginalization, are essential.
This; New Delhi has been always doing. By agreeing to talks for so many years again - the central government irrespective of which ever party is in power displayed the sincerity to the spirit of share and care and accommodation. But some how the other side is bent upon insulting the people's wish and is throwing open challenge to world's largest democracy and the fourth largest economy.
