India's war against terror or to be precise against Pakistan at this juncture has to achieve two-fold results, says former diplomat Ajay Bisaria, who also served as India's envoy to Pakistan.
In a podcast with ANI, he also said, "You have to set up escalated cost for the Pakistan army" (by way of India's response to Pahalgam)."
He also suggested that while New Delhi has to be clear about its "objectives" via-a-vis post-Pahalgam actions; there is also an added importance to know what should not be the part of objectives in any manner.
"You have to be clear about what are not the objectives," he said adding - "It is not to solve the Pakistan problem once and for all. It is not to regain PoK".
Bisaria also said -- the decision of the Modi government on Indus water treaty is a "huge ... huge step".
But he said -- "Kinetic action" is expected even as it is only part of the piece.
Answering questions, he said - "It could be a ground strike like Uri, air strike by Balakot.... it could be a sea strike this time and to make a difference, it could be all of the above. It could be a blend of that".
"It also could be nothing .... for example Operation Parakram was about making the adversary sweat it out and think that it could happen any time".
"All these options are on the table... all can be used but the objective should be to make sure that the behaviour (of Pakistan) changes and also that it sees there is a huge cost for repeating this kind of behavior in the future".
Bisaria said the perception given that Pakistani civilians and common people are different actually does not make sense.
"Civilians (in Pakistan) do not matter. The army is deciding. The army does Pahalgam and the civilians then scramble".
Bisaria said the key decision about the assault against Pakistan has to be decided by the forces.
"We have to trust our army. These two armies (India and Pakistan) understand each other very well. And they are gaming each other's behavior".
"Our army has a good assessment of the capacity, will and the fighting capability of the Pakistan army".
