Nagaland village elders' body - Gaon Burrah Foundation served with Code of Ethics

Can Governor Jagdish Mukhi step in ?

The messenger of time knocks at your door.....
and still, one may not know about it. 


The present NDPP-BJP-NPF regime is for reasons more than one 'displeased' with
one of the state's oldest institutions - the Nagaland Gaon Burrah Federation (NGBF).










Greek philosopher Plutarch had said - "Character is simply a habit long continued".

This quote will appear relevant if one throws up a question - what's the 'character' of the neta class and their effective tool -- the bureaucracy.




These backgrounder references were necessary as the Rio regime has sought to tame the NGBF.


A notification Oct 10, 2022 from Home Commissioner Abhijit Sinha has now issued Code of Ethics for Gaon Burrahs.

The first para itself says - "As an agency of the Government and District Administration, the Gaon Burrahs are to perform duties .....and they are expected always to function within the ambit of the government policies...".

In other words, it's a diktat from a 'tolerant regime' where BJP is a key constituent. And even Prime Minister Narendra Modi's words of appreciation for the Gaon Burrah institution perhaps does not really matter. What matters is what is echoed in #Kohima and what the hidden but well known well wishers of 'Kohima players' think. 



It is well known that the 'importance' given to Naga Gaon Burrahs did not go down well with many 

established players in the existing power politics structures during the tenure of R N Ravi as the Governor.


The formation of umbrella organisation NNPG to a large extent was due to the initiative of the GB Federation

and another body called Nagaland Tribes Council. As a 'reward' of their actions - the Home Commissioner has 

not invited these two bodies for the event with President Droupadi Murmu on Nov 2, Wednesday.


The BJP leaders in Nagaland and the ministers are well known for their 'weakness' for NDPP

so that the resourceful NDPP and its well wishers 'do not field strong candidates' against them or disturb them on ground.


But they cannot wash off their hands on the plea that certain administrative decisions are taken by

the Chief Minister Neiphiu Rio. The Home portfolio is with deputy CM Y Patton. Moreover, the directives or Code

of Ethics for GBs has been given vide cabinet decision of Sept 19, 2022. So besides Patton there were other

BJP ministers too and this implies all of them green signaled the move. 


The formation of NNPG has hit someone very hard and it may not be wrong to guess that the GBs are being targeted.


Is this to mollify someone in particular?  Can new Governor Jagdish Mukhi step in ?


Did the GB body ever receive such Code of Ethics in Nagaland since the 1960s? 


Something about 'habits' have been stated in the preceding paras. So, the 'Habits' people inculcate and continue with

bring them acceptance and also rejection.


February 2023 is not far off; but the real big debate is that Indian currencies and Chinese guns can always make a cocktail and influence

faceless Indians. 


If one still feels something is missing, imagination does the rest.
