Ban on Pakistani Nationals Entering India: 

Pakistani nationals are barred from travelling to India under the SAARC Visa Exemption Scheme, with all previously issued visas deemed cancelled. Those already in the country are given 48 hours to leave.

BJP MP Nishikant Dubey on Wednesday praised the government for putting the Indus Waters Treaty of 1960 on hold following the Pahalgam terror attack in Jammu and Kashmir, which killed 26 people.

"Nehru ji, the hero of the agreement to give water to the snake, who, in order to get the Nobel Prize in 1960, shed the blood of Indians by giving them water of the Indus, Ravi, Beas, Chenab, Sutlej. Today, Modi ji has stopped food and water. 

Pakistanis will die without water. This is the 56-inch chest. Hookah, water, food and water will be stopped. We are BJP workers. We will kill them after torturing them," Dubey wrote in Hindi on X.

The Indus Waters Treaty was signed on September 19, 1960, by Prime Minister Jawaharlal Nehru and then-Pakistani President Ayub Khan.

The Indus Waters Treaty, brokered by the World Bank, was considered one of the world's most successful water-sharing treaties against the backdrop of political tensions between India and Pakistan.

The Indus system includes six major rivers - Indus, Jhelum, Chenab, Ravi, Beas and Sutlej. Under the agreement, India got exclusive rights to the Ravi, Beas and Sutlej (eastern rivers) while Pakistan got control over the Indus, Jhelum and Chenab (western rivers).

The Cabinet Committee on Security (CCS) met on Wednesday, April 23, evening in New Delhi under the Chairmanship of Prime Minister Narendra Modi. 

PM Narendra Modi Govt unleashed a sweeping diplomatic offensive on Pakistan after the Pahalgam terror strike by suspending Indus Waters Treaty, sealing Wagah border and barring Pakistani nationals' entry into the country.

                                      PM Modi held Cabinet Committee on Security 

The diplomatic offensive against Pakistan was announced after a 2.5-hour-long Cabinet Committee on Security (CCS) meeting held by Prime Minister Narendra Modi.

The crucial meeting was attended by Defence Minister Rajnath Singh, Home Minister Amit Shah, External Affairs Minister S Jaishankar, National Security Advisor Ajit Doval and other highly-ranking officials.

The CCS was briefed in detail on the terrorist attack on 22 April 2025 in Pahalgam, in which 25 Indians and one Nepali citizen were killed. 

A number of others sustained injuries. The CCS condemned the attack in the strongest terms and expressed its deepest condolences to the families of the victims and hoped for the early recovery of the injured.

Strong expressions of support and solidarity have been received from many Governments around the world, which have unequivocally condemned this terror attack. The CCS recorded its appreciation for such sentiments, which reflect zero tolerance for terrorism.

In the briefing to the CCS, the cross-border linkages of the terrorist attack were brought out. It was noted that this attack came in the wake of the successful holding of elections in the Union Territory and its steady progress towards economic growth and development.

Recognizing the seriousness of this terrorist attack, the CCS decided upon the following measures:

The Indus Waters Treaty of 1960 will be held in abeyance with immediate effect, until Pakistan credibly and irrevocably abjures its support for cross-border terrorism.

The Integrated Check Post Attari will be closed with immediate effect. 

Those who have crossed over with valid endorsements may return through that route before 01 May 2025.

Pakistani nationals will not be permitted to travel to India under the SAARC Visa Exemption Scheme (SVES) visas. 

Any SVES visas issued in the past to Pakistani nationals are deemed cancelled. 

Any Pakistani national currently in India under SVES visa has 48 hours to leave India.

The Defence/Military, Naval and Air Advisors in the Pakistani High Commission in New Delhi are declared Persona Non Grata. 

They have a week to leave India. 

India will be withdrawing its own Defence/Navy/Air Advisors from the Indian High Commission in Islamabad. 

These posts in the respective High Commissions are deemed annulled. Five support staff of the Service Advisors will also be withdrawn from both High Commissions.

The overall strength of the High Commissions will be brought down to 30 from the present 55 through further reductions, to be effected by 01 May 2025.

The CCS reviewed the overall security situation and directed all forces to maintain high vigil. 

It resolved that the perpetrators of the attack will be brought to justice and their sponsors held to account. As with the recent extradition of Tahawwur Rana, India will be unrelenting in the pursuit of those who have committed acts of terror, or conspired to make them possible.

Security forces fanned out across the Himalayan region of Kashmir as the army and police launched a massive manhunt for the perpetrators of a militant attack on Tuesday that killed at least 26 tourists.

The search progressed as Defence Minister Rajnath Singh said those who carried out and planned the Kashmir region’s worst attack on civilians in years would see a swift response, including those “behind the scenes”.

“Those responsible and behind such an act will very soon hear our response, loud and clear,” Rajnath Singh said.

“We won’t just reach those people who carried out the attack. We will also reach out to those who planned this from behind the scenes on our land.”

Armed police and troops headed to the region, setting up checkpoints and searching vehicles, while many businesses remained closed after a call by religious and political figures.

“The search operation is currently in progress, with all efforts focused on bringing the attackers to justice,” the Indian army said in a statement.
