Join India's development journey: PM Modi's clarion call at BRICS Leaders Summit ::::::: What Pakistan has is a Farcical Democracy ?

 "I invite all of you to be a part of India's journey of development. The COVID pandemic has taught us the importance of resilient and inclusive supply chains. Mutual trust and transparency are crucial for this," PM Narendra Modi said in his remarks at the BRICS Business Forum Leaders’ Dialogue at Johannesburg, South Africa.






This year it the first in-person BRICS Summit after three years of virtual meetings. He said when the first BRICS Summit was held in 2009, the world was emerging from a major economic crisis and the bloc had become a ray of hope for the global economic set-up.

“Despite the turmoil in the global economy, India is today the fastest growing major economy in the world....Soon India will become a $5 trillion economy. There is no doubt that India will be the growth engine of the world in the years to come.”


India has converted times of hardship into opportunities for economic recovery, and its reforms have led to an increase in the ease of doing business, he said. 


"There is no doubt that in the coming years, India will be the Growth Engine of the world. This is because India has transformed times of adversity and challenges into an opportunity for economic reforms. In the past few years, the reforms we have undertaken in mission mode have led to consistent improvement in the ease of doing business in India.

We have reduced the compliance burden. We are replacing red tape with a red carpet."


The expansion of BRICS and a possible bilateral meeting with Chinese President Xi Jinping are major highlights of the summit. 


Russian President Vladimir Putin will participate via video link due to an International Criminal Court arrest warrant against him over the Ukrainian conflict.

".....the country faced international ridicule over the farcical manner in which it has been run as of late", laments edit in Pakistani newspaper 'Dawn' after President Arif Alvi says refused to sign into law two bills including one on Pakistan Army Amendment Bill 2023. 



The President virtually laments: "I asked my staff to return the bills unsigned within stipulated time to make them ineffective. I confirmed from them many times that whether they have been returned & was assured that they were. However I have found out today that my staff undermined my will and command. As Allah knows all, He will forgive".

In other words, Governance, spirit of Democracy, public accountability and what 'will the world say' - that fear --- everything seems to have vanished from Pakistan. 

The editorial further said,

"The president’s startling disclosure triggered a furore, with analysts and commentators presenting vastly different views on its implications. As the interim government tried to deflect blame, the country faced international ridicule over the farcical manner in which it has been run as of late.


It is clear that something had been amiss at the presidency. This publication was repeatedly stonewalled by the Aiwan-i-Sadr in recent days whenever it attempted to get confirmation on which laws among the dozens passed by the 15th National Assembly in its last days had actually been given President Arif Alvi’s assent. 


It is unclear who was seeking to withhold this information from the public; the president’s own statement appears to suggest that he, too, was being kept in the dark.





According to Pakistan’s constitution, if the president doesn’t sign a draft bill or return it back with his observations or objections within 10 days after it has already been through the two houses, it will become law.


“As the president didn’t sign and return the bill within 10 days, it became a law,” caretaker Law Minister Ahmad Irfan Aslam told a news conference. 


 The amendments in the secrets act have broadened the definitions of military installations and brought digital and modern means of communication into the law’s ambit. According to experts, this could bring vloggers and bloggers within the ambit of the law as well.


The definition of a “document” has been widened as it now includes “any written, unwritten, electronic, digital, or any other tangible or intangible instrument” related to the military’s procurements and capabilities.


Likewise, the definition of “enemy” introduced in the proposed law states: “Any person who is directly or indirectly, intentionally or unintentionally working for or engaged with a foreign power, foreign agent, non-state actor, organisation, entity, association or group guilty of a particular act… prejudicial to the safety and interest of Pakistan.”


Experts term this section “against the principles of natural justice” as it treats unintentional contact at par with planned espionage, says another report Pakistan.

Pakistan Army (Amendment) Act, 2023

The Army Act amendment bill paves the way for the punishment of up to five-year rigorous imprisonment to any person guilty of disclosing any information, acquired in an official capacity that is or may be prejudicial to the security and interest of Pakistan or the armed forces.


One of the amendments in the act accords more powers to the army chief and bars ex-servicemen from engaging in politics as well as taking up ventures, which could come into conflict with the army’s interest. It also proposed imprisonment for defamation of the army.


The bill proposes introducing Section 26-B to the law, which forbids any person subject to the army act from engaging in any kind of political activity for two years from the date of their “retirement, release, resignation, discharge, removal or dismissal from the service”.
