Nagaland chief minister Neiphiu Rio represents a class of his own.
When it comes to people like Late Chandrashekhar -- he would have said Rio is 'guilty' of inaction when it comes to Naga peace talks and Solution and is again guilty of 'over action' when it comes to annual shows such as Hornbill Festival.
Look at the energy spent to win over so-called international partners for the Hornbill Festival each year.
This year too there were many western countries. What great achievement be brings by this phrase called 'international partners' should be explained to the people of Nagaland and may be even to a section of Nagas in Manipur.
But the issue in this piece is more about the 'in-action' shown by the Modi government when it comes to handling the Naga peace parleys and also the Manipur crisis.

The bigger issue is if Modi is Narasmha Rao -- Could Neiphiu Rio become 'Kalyan Singh' who took PM Rao and Supreme Court for a ride ??
BJP loves to remember Dec 6th --- It should also bear in mind big disaster 'can come via indecisiveness' pretty soon.
On Dec 6, 1992; journalists might have written -- Rao was "fiddling" while the heat was being turned on all over the country.
In 2025 - in the context of Naga talks; we may easily say - the Modi Govt is fiddling while the heat was being turned on all across Nagaland.
Nov 18th rally was one such display of people 'resisting' diktats not to attend such rallies.
Late Chandrashekhar had once told I K Gujral - when will the Prime Minister (Gujral) get angry with hiself. The same line can go for our esteemed dear friend.
The cool Chief Minister - is too cool. When will Mr Rio get angry with himself and say enough is enough -- "Let me have the Solution now" ???

Can Rio go the Kalyan Singh way ?
In the contest of Dec 6th - the biggest faultline with the Rao government was the 'inability' to evolve a plan of its own. As the Prime Minister - Narasimha Rao depended a lot on the developments in the Supreme Court. Even likes of Arjun Singh had been pressing the Govt hard not to pursue the legal option alone.
Here too we have a similarity -- with regards Naga talks - the Centre is unable to chart out a 'plan of its own'.
So far the setting is - the policy is to depend a lot on one faction and especially one singular leader.
And secondly to pursue the 'Neiphiu Rio line' as was the case with the legal line with Narasimha Rao. This is a disastrous path.
The Man, The Machine - But when it does not want to work ?
Dec 6, 1992 also threw up a message - How a non-performing Home Minister functions?
This comparison is not to suggest that Amit Shah needs to be compared with S B Chavan. Shah has acted decisively on many other fronts including Naxal menace. But reflecting on the past is always helpful.
The last thing S B Chavan did on Dec 5 (1992) -- was to tell his colleagues in the ministry -- "Nothing will happen in Ayodhya. We will make BJP sing Bhajans".
It would be prudent for Amit Shah to reflect whether such 'over confidence and callousness' has set in his ministry --when it comes to Naga peace talks.

Looking for a local Nagamese version -- it's the same old phrase -
"Na jaane ho".

About Dec 6th -- we all may say it was 'criminal' for S B Chavan and the Govt of India under Rao to have ignored intelligence reports. The official alibi later was - no one had predicted Demolition.
Ting tong.
Intelligence agencies did not have prior report on how and what would be stated at Somdal - Oct 22 by NSCN-IM general secretary Thuingaleng Muivah. Neiphiu Rio also did not provide any inputs perhaps. Like Ashok Singhal or L K Advani did not tell Rao that Babri structure would be brought down.
These are all the more crucial aspects to reflect upon. The Modi Govt needs to learn a few lessons from the mistakes of the erstwhile Rao regime.
