Home Ministry sanctions honorary rank to retiring CAPF personnel
Constables, head constables, assistant sub-inspectors and sub-inspectors will be accorded the next senior rank without additional pension benefits
The Union Ministry of Home Affairs (MHA) on May 23, 2025 sanctioned a policy to grant the next senior honorary rank to retiring Central Armed Police Force (CAPF) personnel, in the absence of real promotion opportunities.
The insignia would entail no additional pensionary benefits, the MHA said in an order.
Supreme Court ruled that CAPF officers to be ‘organised services’ for all purposes.
The honorary senior rank would be accorded to constables, head constables, assistant sub-inspectors and sub-inspectors on the day of their retirement.
“To boost the morale, pride and confidence of the CAPF personnel who have had a long tenure, it has been decided to accord the next senior honorary rank to officials on the day of the retirement. This will entail no additional financial or pension benefits,” official sources said.
To get the honorary rank, the personnel should have had a clean service record and should have received no punishment in the past five years, the MHA said.
Vigilance clearance was mandatory to get the rank.
Former Central Reserve Police Force (CRPF) Director-General Anish Dayal Singh, on the day of his retirement on December 31, 2024, said
- the personnel who benefit from the Modified Assured Career Progression (MACP) but have not been granted promotion in rank due to organisational constraints, may use the insignia of the next senior rank on their uniforms before they retire.
All CAPF personnel are entitled to at least three promotions during their service. In absence of real promotion, MACP ensures financial benefits of the next senior rank on completion of 10, 20 and 30 years of service.

NDA Chief Ministers hail counter-Naxal strategy
They backed caste census and Operation Sindoor
Presided over by Prime Minister Narendra Modi; the meeting saw participation from around 20 Chief Ministers and 18 Deputy Chief Ministers from NDA-ruled states.
Two key resolutions were passed during the meeting, one on Operation Sindoor and another on the caste census.
BJP national president and Union Minister J P Nadda, Defence Minister Rajnath Singh, and Union Home Minister Amit Shah were also present.
Maharashtra Deputy Chief Minister Eknath Shinde said,
“Two resolutions were passed, first on Operation Sindoor and second on caste census. Everyone thanked and congratulated our armed forces and Prime Minister Modi for the success of Operation Sindoor.”
The resolution on Operation Sindoor was proposed by Rajasthan Chief Minister Bhajanlal Sharma and seconded by Eknath Shinde.
BJP chief Nadda stated, “The campaign going on against Naxalites was also discussed... Our Chhattisgarh CM talked about how we have fought against Naxalism and how we are getting success.
Home Minister of Chhattisgarh Vijay Sharma stressed on how we are rehabilitating the Naxal-affected areas and bringing them into the mainstream.”
Union Home Minister Amit Shah briefed the leaders on the Centre’s strategy against Left-wing extremism.
“He guided us and informed all the Chief Ministers and Deputy Chief Ministers about how we have used our strength to defeat it,” Nadda added.
The caste census proposal was introduced by Haryana Chief Minister Nayab Singh Saini and supported by Andhra Pradesh Deputy Chief Minister Pawan Kalyan.
Uttar Pradesh Deputy Chief Minister Keshav Prasad Maurya reiterated that the caste census aligns with the BJP’s constitutional commitments.
“We also discussed the caste census, which is a part of the BJP's Constitution,” he said.
Several chief ministers also presented key welfare and development schemes from their respective states during the session.
The meeting paid homage to the victims of the April 22 terror attack in Pahalgam, offering tributes to those who lost their lives.
Eknath Shinde, while speaking at the meeting, praised PM Modi and Operation Sindoor.
He said that the NDA has proven that the phrase "those who clash with us will be destroyed" is not just a saying but a reality.
He added that Operation Sindoor has instilled a renewed sense of self-confidence and pride in ordinary Indians.
"We salute the Centre's policies, the bravery of our armed forces, and the courage of Prime Minister Narendra Modi," Shinde said.

adding - "The 140 crore people of this country are proud of you.
It is the good fortune of every citizen that we have a courageous, valiant, and selfless patriot like you as our Prime Minister."
"Operation Sindoor will go down in history as a strong response to those who attempted to derail India’s peaceful development journey," Shinde said.
He added that the operation reflects the NDA government's unwavering commitment to India’s sovereignty and the safety of its citizens.
