The three subject experts, among 13 named in a chargesheet filed on July 28 before a Delhi fast-track court, have been identified by the CBI as
NTA Biology expert Manisha Mandhare,
Chemistry expert Pralhad Vithalrao Kulkarni
and NTA Physics expert Manisha Sanjay Havaldar.
According to the CBI, they could take out the questions from NTA office complex because they were not frisked while exiting the “confidential section”.
This wing is situated on the first floor of the NTA office. Moreover, there was no dedicated CCTV live feed monitoring control room.
Question paper leak is very old phenomenon in India. Way back in 1961, SSC Examination Paper Leak was reported in Gujarat. Of course, the by-words for the western Indian state today are BJP and Narendra Modi; in 1961 - it was a Congress bastion.
Question paper leak was reported from Rajasthan (under Congress) in 2009, RPSC Paper Leak 2013, Librarian Recruitment (RSMSSB) 2018-2019, Junior Engineer (Civil Degree) Recruitment 2020 and some more.
There were multiple instances of paer leak in Punjab, Himachal Pradesh, Haryana, Uttarakhand, Maharashtra, Kerala, Jharkhand and also states such as West Bengal under Mamata Banerjee.
In Kerala, the Plus Two (Higher Secondary) Model Examination saw paper leak in 2024 when CPI-M was in power.
In an interview with the blogger, Lt Gen Abhay Krishna (retd), ex GoC in Eastern Command, Central Command and South West Command; says - "Question paper leaks are happening because as citizens we encourage question paper leak".
His argument being - "The wrong doers know there is a good market. He can make fortunes and the money he makes from the notorious deal can be used to suppress the case and investigation even if he is caught.

Meanwhile on the three Experts, the CBI sources say one or two of the suspects banked on "memory power" to leak NEET questions.
One of them "scrawled questions on paper chits". Two others memorised the questions, returned to their hotel rooms to either write them down or mark the relevant paragraphs in NCERT textbooks.
The Chemistry expert - Kulkarni, the CBI probe found, used the sheets to make small chits. He allegedly scrawled all 135 Chemistry questions in brief along with the answer options.
He also organised special coaching classes with the help of co-accused Manisha Waghmare.
It is claimed now that they together dictated the questions to the students along with the options and the correct answers.
Ms Mandhare, the English to Marathi translator for Botany and back translator for Zoology, would return to her hotel room and mark the relevant paragraphs in NCERT textbooks.
She too conducted special coaching classes for students at her Pune residence, the probe found.
Havaldar, who had the task of back translation for Physics and proof-reading three sets, would note down the questions in brief. It came to light during probe that the subject experts were not frisked while entering or leaving the “confidential section”.
The case was registered on May 12, and CBI found CCTV footage of only 20-25 days.
