The RTI activism is a gift of UPA era. It essentially came from the Sonia Gandhi-headed National Advisory Council (NAC) it was more powerful than the PMO -- thanks to Sonia ad her team of NGO-big jugadus. 

I have seen Ministers hesitating to sign papers or leave a note during UPA era. The indirect fallout and the 'negative' was the policy paralysis for UPA ministers and administrators. All due to RTI. I have seen most incompetent among jhola wallahs take the shelter of RTI law and virtually blackmail authorities. Now that lawor the system - RTI is being smartly used to expose the CJP, its fund collection channels and its well wishers such as Kapil Sibal. 

Surat-based Right to Information (RTI) activist Amit Tiwari has sought a probe into the finances of Cockroach Janta Party (CJP) founder Abhijeet Dipke's father, questioning how the retired Maharashtra government employee funded his son's education in Biston. 

The activist has also written to the Election Commission of India and tax authorities seeking scrutiny of the Rs 1 crore legal defence fund announced by senior advocate and Rajya Sabha MP Kapil Sibal for CJP protesters facing police cases.  

Tiwari sought an examination of the financial status of Dipke's father, Bhagwanrao Dipke, citing his status as a retired government employee and his son's higher education abroad.  

"The Cockroach Janta Party is an unregistered entity but is operating as a political party. If Rs 1 crore has been pledged to it as a legal defence fund, then the EC should verify whether the CJP is registered with it under Section 29A of the Representation of the People Act, 1951," Tiwari said.

"If not registered, then its operation under the name of a political party and collection/receipt of funds may require examination," he added.

Tiwari also approached the Central Board of Indirect Taxes and Customs, asking it to examine whether GST would apply to Kapil Sibal's proposed contribution to the legal defence fund.  

Sibal had on Monday announced a Rs 1 crore contribution to a fund set up by the CJP to provide legal assistance to protesters arrested by Delhi Police during the agitation over the NEET paper leak controversy.  

Sibal was HRD Minister under Manmohan Singh Govt and is now an Independent MP in Rajya Sabha.
