Ex cop & BJP ticket aspirant pledges to improve conviction rates against criminals in Meghalaya

BJP ticket aspirant and a former IPS officer, M Kharkrang, has said that he joined the saffron party in September 2022 by taking VRS and he has lot of expectations from the leadership of Prime Minister Narendra Modi and will also like to contribute in nation building.
Talking to "Organiser' he unveiled his priorities and roadmap as a future legislator and said fighting the drug menace and improving the rates of conviction against criminals will be his focused and determined approach.

"In Assam since BJP came to power they have no insurgency problem. And whatever they had, a lot of them have surrendered. These are the things we need to bring in Meghalaya," he said. The drug menace and peddling are serious challenges and they are serious as conviction rates are very low and moreover on drug there is no effective coordination between police forces in all northeastern states.
"The problem is not only affecting Meghalaya; it is affecting all other states in our region. A major handicap is all police forces are acting in silos," he said adding, "while we do not have regular coordination between states, the drug cartel is inter state".
In this context, he said a person may be arrested in Mizoram on drug related cases, he may have contacts in Shillong but the Meghalaya police simply will have no information.
This will have to be addressed and these can be highlighted better by a BJP MLA, he said.
To a question he admitted that though Meghalaya is a matrilinial society the crime against women including rape in Meghalaya than say Nagaland which is a male chauvinist society.
"The conviction rate is very low and so we are not able to send right signal against the perpetrators of various crimes,," he said.
Mr Kharkrang, who is keen to contest on BJP ticket from Shillong North, said "You should note we have such low conviction as we do not have right kind of prosecution".
These ought to be organised and right kind of payment has to be made to the lawyers who take up police cases.
"We need to ensure that protectors and assistant public prosecutors ought to be in government's pay roll....which is not the case today," he said.
Mr Kharkrang's entry into the BJP has not been smooth and without political oneupmanship.
In 2018, BJP nominee J Antonious Lyngdoh polled 5166 votes in Shillong North but after Kharkrang joined the lotus parry, Lyngdoh quit.
Moreover, there is another ticket aspirant Michael Kharsyntiew. In fact, Michael is in the BJP since last 8 years but he had contested from another constituency unsuccessfully and has now started working in North Shillong.

Eight years a foot soldier of the BJP, L. Michael Kharsyntiew says the saffron party has come a long way in Meghalaya and will do well in February 2023 polls as people have realised it's potentials in bringing developmental revolution.
"We have two MLAs in the present House and there are limitations but now people are with the BJP. They realise the potentials we have in bringing about developmental changes," Michael said.
He said under NPP Chief Minister Conrad Sangma corruption flourished.
"But more than the political parties...people have to understand how things have moved. People should realise that what is being from Delhi for Meghalaya is indirectly going out to other states. It is a joke that a party is in power for four years and now they are constructing a party office by spending more than Rs 15 crore," he said.
Mr Michael also said that -- "Meghalaya voters should understand what is the point of voting for NPP or any other regional party when a party that is set up in Meghalaya is trying to fight elections in Tripura, Manipur and Nagaland...or Karnataka. Where from they are getting the money?"
He explained that the Budget of Meghalaya is siphoned off elsewhere only for political ambitions of a party.
"Of course corruption is the main issue," he said adding "If there is no corruption I believe what the centre is giving and whatever revenue is generated in the state it would helped people and bring in desired developments," he said.
Michael Kharsyntiew also said that campaign against BJP bringing Christian sentiment are "old tricks tried by our rivals...They were perhaps successful in 2018 also. But now five years have gone, we were in power of course as a smaller partner but no church was closed or no food was banned".
"In fact under regional party NPP what Meghalaya got is corruption and lack of development," he said adding people of Meghalaya realise that there is no railway, no engineering or medical college.
"So, I believe that if people want to vote for change and development then the BJP and PM Modi's vision are the answers," Mr Michael said.

PM' visit was well timed and BJP's Meghalaya Mission kicked off aptly

A day after Prime Minister Narendra Modi visited Shillong and launched BJP's much determined campaign journey in Meghalaya with a whooping Rs 2450 crore package, many in Shillong town say the half the perception battle is won.
"It may be too early but the BJP journey has commenced in Meghalaya where it did not do well in 2018 but this time the jump will be quantum from two to around 15-20 seats at least," an enthusiastic BJP boothworker Rynjah Peter said in busy cash-rich Police Bazar area of Meghalaya capital Shillong.
The BJP ticket aspirants are also interested and got a bolster to strategise their moves.
M Kharkrang, BJP ticket aspirant from North Shillong -- which houses substantial Bengali Hindu population and other non locals, says --- "I have come to the conclusion that among all states ruled by BJP, they have shown immense development. That was something underlined by the Prime Minister's visit on Sunday".
To a question, he sounded a bit caustic against ally NPP led by Conrad Sangma and he said -- "Look, one thing is clear various developmental schemes that have been given by the central government have not reached the beneficiaries. So this is also one of the issues we will highlight. "
He further said the failure was chiefly by the NPP as as it is they who ran the government and BJP only had two legislators in the 60-member assembly.
"I do remember and you should also take note, when A L Hek of BJP was in the Cabinet he had objected to certain issues but all those were overruled," Mr Kharkrang said.
Answering a question he asserted the corruption charge against the NPP and Chief Minister Conrad Sangma "will not impact BJP poll prospects simply because people know we are just a minor partner in the government and all powers were with NPP and their leadership".
Mr Kharkrang, also a retired IPS and state BJP spokesman, said the main issue in Meghalaya is that the "young people are not getting employment....and whatever employment is coming at private sector levels, it's all under employment or vanishing of gainful employment. Qualified engineers are getting private sector jobs of Rs 5000 salary...The answer to this crisis is a BJP led government in Meghalaya".
The state government jobs have reached saturation and industries are not coming.
He said, "Meghalaya has not been able to encourage private investment and this is because we do not have right infrastructure. Hence Prime Minister's visit and announcent of development journey is unique and much necessary for the state of Meghalaya".
Directing his anguish towards NPP and Chief Minister Conrad Sangma, he said, "now something is being inaugurated every day...I say he should have inaugurated in the beginning of the tenure and now these would have seen the light of the day".
