Theja Therieh says bigger issue is of 'Neta-Babu raj' failure

The speed with which the centre has acted in terms of setting up of a panel to make an on the spot scrutiny of developmental works on ground in ENPO region and to relate it to people's grievances ought to be welcomed, says a prominent Naga social worker Theja Therieh.


"Well, I welcome the move. I also welcome the entire process as this will put the wrong doers under the scanner. I should also appreciate the ENPO stance for having highlighted the grievances because most of the problems now seem to be related to the corruption menace," Therieh told 'Nagaland Page' in a brief interview over phone.


"I for one have been insisting on Solution to the Naga problem with several colleagues in the civil society. Most often we have been misunderstood by a section of political leaders and our executives. In Nagaland and that includes the ENPO region the bigger issue is of executive failure.... the so-called Neta-Babu raj as you all keep stating in Delhi," he said.

To a question he said, "Dividing a state is no solution. Issues must be addressed. In no way, I am supporting division of Nagaland".


Answering questions, Theja Therieh, who is convener (Media), Nagaland Tribes Council, and  newly floated Naga People's Action Committee, said, "Corruption means things were not delivered to people not only on time. It means nothing was delivered at all....huge amount got sanctioned in Delhi and papers were cleared easily in Kohima....Cheques were handed over for no works done and you had mansions coming up in Dimapur".


"In a lighter vein, I will say it is time now these cheques should bounce now," he remarked.


"I think, with the Solution to the Naga problem as is being envisioned, we should look forward to restoration.


This gives us an opportunity to soul searching. We must look forward to Restoration to old Naga values when there were no thieves around and Nagas kept their door unlocked....But the picture today is in sharp contrast. The ENPO exercise and the visit of the central team should help cleanse our rotten system of the last few decades. For once let us prove, corruption is not part of our routine life," he said.

To another question, he said, "At the same time I feel the central team headed by A K Mishra will not leave any stone unturned. We must know how crores were sanctioned and money got released but there was no work worth talking in the ENPO region. This should also help the centre take necessary corrective steps why such huge amounts used to be sanctioned, but nothing moved on ground". 

 
Naga Peace talks negotiator AK Mishra will head the central panel on ENPO.  
The team will visit the ENPO region including Pangsha between Dec 16 and 18.
It may be mentioned that there is already a controversy over the sanction of Rs 30,000 lakh (Rs 300 crore) in 2012 as part of Special Plan Assistance for ENPO region.


On Sept 21, 2012, the then Planning Minister T R Zeliang had told the state assembly in reply to a question from Pughboboto legislator Joshua Sumi that a component of 10 per cent was added to the amount and allocated it to various sectors/departments.


Lately this issue was raked up by former MP Asungba Sangtam in a TV debate.


Responding to this state Planning & Coordination department on November 24
said in a release that “the government of India did not approve the proposals for Rs. 333.33 crore for Eastern Nagaland region and no fund was released to the state government”. 


Therefore, the “allegation of misutilisation of the said funds is therefore, without any basis”.


It has been also reported in the local media that Nagaland chief minister Neiphiu Rio, had during the twelfth session of the 11th Legislative assembly on September 21, 2012 said that the grant from the Planning Commission as special development package for Eastern Nagaland would be brought in the form of supplementary grants and not under revised demands of grants as demanded by the opposition 
Congress.
