Hours before NSCN-IM meet, rival group - NNPG - raises 'local-outsiders' bogie

New Delhi: 

The locals-outsiders debate, a long-lasting feature in the northeast and also in Nagaland, has taken a new twist and somewhat ugly turn. 



On Monday, the umbrella body Naga National Political Group (NNPG) comprising seven militant groups operating in an unprecedented move openly directed their tirade against the NSCN-IM virtually tagging them as 'outsiders', tenants, in the state of Nagaland.



"Nagaland today is a land where tenants, with Govt of India's help, dream to be landlords through heckling, harassing and brutalising the owners with symbolic tools like Integration, flag, constitution, Pan Naga Hoho," the NNPG Working Committee said in a statement issued late Monday.

The NNPG, which is formally headed by its convener N. Kitovi Zhimomi, is now more than keen to ink an early solution and final peace pact with the Central government. It had signed an Agreed Position joint statement with the Centre on November 17, 2017 in the presence of former Naga peace talks negotiator R.N. Ravi.

"Since 1997, Nagaland has lost two generations and counting," the NNPG statement said in reference to the delay in finalising the final pact between the Centre and the NSCN-IM. Such a strongly worded statement issued just a few hours before NSCN-IM General Secretary Thuingaleng Muivah holds a key meeting with his colleagues and senior leaders was a bit surprising. 


However, it is not clear whether such a statement can sustain any pressure on the NSCN-IM leadership.Various Naga organisations, student bodies and individual leaders, including veteran politician S.C. Jamir, the only surviving signatory to the 1960 Statehood Agreement, have already mounted pressure on all stakeholders for an early Solution.


In the statement, the NNPG added: "Immediately after 1988 crisis (split in NSCN), having warmly welcomed by hospitable Nagas into Nagaland, southern Naga (NSCN-IM) leaders did not own a hut then. Today, in the name of political dialogue and extortion these people have able to purchase farmlands in Dimapur, Chumukedima and Peren districts."


"Constructing mansions and other assets in Dimapur, Ukhrul (in Manipur), in India and abroad. With such grandiose luxury accumulated over three decades, it is very easy to hide behind powerful slogans like greater Nagalim, flag, constitution, to soak in the wealth of Nagaland for few more decades," it said while insinuating that deliberate ploys are being deployed to delay the peace talks.


The talks began in 1997 during the stint of I.K. Gujral as Prime Minister. The first backroom channel of communication with Naga militants was opened by former Prime Minister P.V. Narasimha Rao. 

H.D. Deve Gowda formally met NSCN-IM0 leaders Muivah and Isak Chishi Swu (now deceased) in Zurich in February 1997. 

The first ceasefire was announced for six months in August 1997 during the tenure of Gujral.

Considerable progress was made by the Atal Bihari Vajpayee government while nothing much moved between 2004 and 2014 when Manmohan Singh was at the helm of affairs. 

The incumbent Narendra Modi government has put the entire parleys into a faster track and first inked a Framework Agreement with the NSCN-IM in 2015. 

The pact was inked months before aging Isak Chishi Swu expired.


Swu hailed from Sema tribe of Nagaland, the same as Kitovi's tribe. Swu was NSCN-IM chairman and the group got name 'IM' faction from his first name Isak. However, the operational leadership of the NSCN-IM generally remained with Muivah over the years. 

He is a Tangkhul Naga and the community has substantial presence in hilly region of Manipur.

Muivah's fellow tribesman Rishang Keishing, a veteran Congressman, also had become the Chief Minister of Manipur. 


In the context of Agreed Position signed on November 17, 2017, the NNPG said they did not require any "camera flashlights, no hype or hoopla" unlike August 3, 2015 when the NSCN-IM signed the Framework Agreement with interlocutor Ravi in the presence of Prime Minister Modi.

"That afternoon (November 17, 2017), the Naga delegation experienced a solemn moment with thankful hearts, sat at a round table when a historic document was signed. The Centre recognised the political and historical rights of the Nagas to self determine their future in consonance with their distinct identity," the group added.

"God never fails. This has an unlimited political horizon to begin the negotiations." 


Retired IAS officer Khekiye K. Sema in a newspaper article also suggested that the "Nagas of Nagaland have no choice but to take a look back at our history". He wrote the NSCN-IM is "spearheading the negotiation with the government and trying to decide the fate of the Nagas of Nagaland without letting us know exactly what our future is going to look like".

Naga peace talks almost got derailed: Govt revived it by transferring Guv RN Ravi

Despite acknowledging good works by R N Ravi, the centre last year moved him to Tamil Nadu as the Governor.

Ravi was Nagaland Governor and also peace interlocutor and was handling things effectively.

"It is going to be a crucial week for Nagaland. A former top-level Intelligence Bureau sleuth, AK Mishra, has landed in Dimapur. He has not been named as peace interlocutor for Naga talks officially but for all practical purposes, he is the one. 

At least, he would be the go-between kind of person. The Centre has moved Nagaland Governor RN Ravi to Tamil Nadu in the same gubernatorial position. 

Like Mishra, Ravi too is a former top-ranking IB official and was handpicked by Prime Minister Narendra Modi and National Security Advisor (NSA) Ajit Doval to be peace interlocutor for Naga peace parleys since 2014. 

From the beginning, the NSCN (IM) has had an issue with Ravi. Prior to his appointment as interlocutor, in 2013, he had provoked anguish from the militant camp for penning a newspaper article.

Naga Peace Talks, ex-babus and roadblock (wrote for IANS, Oct 21, 2021) 


The Vajpayee government, which soon succeeded the Gujral regime, appointed Swaraj Kaushal as peace interlocutor in 1998. Kaushal, husband of the late BJP leader Sushma Swaraj, had handled the Mizo talks and was also Mizoram Governor later. 

The NSCN(IM) had issues with Kaushal and initially, it said the peace interlocutor was trying to resolve the Naga issue using 'Mizoram prism'. Well, things became difficult for Swaraj Kaushal and despite Sushma being a blue-eyed girl of both Atal Bihari Vajpayee and L. K. Advani, Kaushal gave up the assignment.


 In 2000-01, the Vajpayee government had toyed with the idea of putting in former Lok Sabha Speaker, P. A. Sangma, as the peace negotiator. This was objected to by Sangma's fellow Congress colleague Tarun Gogoi, who said no active politician from the Northeast should be given such a role. Sangma was furious with both Vajpayee and Tarun Gogoi.

The then Nagaland Chief Minister S. C. Jamir knew well the machinations of his Naga brethren and hence he kept insisting with L. K. Advani and others that the 'agenda' of talks should be made public. The veteran Congressman had reportedly entrusted G. K. Pillai, then joint secretary in the Home ministry, to pass on the requisite question and information to L. K. Advani. 

But Jamir's voice was ignored perhaps deliberately; and also because Jamir was a trusted Congressman. He also never enjoyed any positive vibes with NSCN(IM) general secretary Thuingaleng Muivah.

-  AFSPA review panel : More to it than what's seen

The Government of India has finally acted and on Monday announced the setting up of a special panel to review the enforcement of the Armed Forces Special Power in Nagaland (AFSPA).

There is more to it than one can see on the face value. The panel has been 
given three months time to submit its report instead of 45 days as was being pushed by the Nagaland government. 

Including an Intelligence Bureau nominee as a member and Lt Gen B S Raju, DG Military Operations (DGMO) as the special invitee shows the centre wants to broadbase the scope of the study of AFSPA enforcement by the panel. 

It also wants to incorporate various delicate matters like allegations of 'extortion racket' allegedly prevalent in the state.

Earlier Governor RN Ravi, now shifted to Tamil Nadu, had pointed out the alleged extortion racket run by some of the Naga groups who were talking to the centre.


Some militant organisations, government sources claim, also stated that they had the 'right' to
collect taxes.


In December 2020 there were some differences between Ravi and state Chief Minister Neiphiu Rio on these issues.

A strong impression has gone that perhaps the entire Naga population is against India and the Indian army 
and other security forces.

Dec 4, 2021 certainly remains a Black Day and the Naga population and for that matter other tribal communities 
in the northeast are against the Armed Forces Special Power Act (AFSPA). 

Well, the common people have faced enough brunt and so it is not without good reason that they are 
opposing the AFSPA.

Nagas or Khasis in Meghalaya could be anti-AFSPA but it may be one of the biggest blunders of our time if in Delhi any ivory tower expert within the government apparatus or outside it try to label the entire Naga population and others as anti-India. Maybe, to call them 'anti-Indian army' per se too would be erroneous. 


What's happening over the AFSPA is genuine, but the rest of it -- taking battle too far is part of politics.


It could be part of a larger conspiracy as well to derail the peace talks between the Government of India 
and Naga militant groups.

The NNPGs - an umbrella organisation of seven groups - are still in favour of early signing of the Final Naga Peace accord.

So are a section of Naga leaders.

One image that comes to mind hours before the May 31 meet organised by the NSCN (IM) is the oozing blood coming out of the eyes. The logo was creatively crafted by the Naga Mothers' Association.


Hundreds of mothers have been shedding tears and gone speechless. True, everyone would be keeping their fingers crossed. 

What shall prevail in the ultimate? Will of the common Naga people?  


In Delhi among the key players, all eyes will be on Tuesday's 'national assembly' of NSCN-IM.


Thuingaleng Muivah is scheduled to deliver a political talk on peace parleys and discuss things with his fellow cadres and comrades on the future roadmap.

The Naga peace process commenced in 1997 and many say the basic fault line lay with the then Gujral government as many details were not clearly mentioned. 


And so the talks have progressed without moving towards a tangible Solution for the last 27 years. However, at the end of the day no one can dispute that Dialogue is still the only way. 


But there are skeptics who say vested interests are working allegedly to delay the talks further.

Former IAS officer Khekiye K Sema in an article wrote that the NSCN (IM) is "spearheading the negotiation with the Govt of India" -- "....trying to decide the fate of the Nagas of Nagaland without letting us know exactly what our future is going to look like". 


Among the key players and stakeholders in Delhi the refrain is - if nothing concrete comes out positively from the May 31 meeting and usual rhetoric and delay process persists in the name of further negotiations, an historic occasion will be wasted.


Two days back, an informed source said the mood at the Core Committee and NSCN(IM) meet was positive and even ultra groups NSCN (IM) as well as NNPG are no longer opposed to the people's clamour for an early solution.


A key body of Naga tribes in Manipur, the United Naga Council (UNC) has called for a "wise political decision" by the NSCN (IM) 'national assembly' on Tuesday. 


“Let us hope that the assembly takes a wise political decision,” the UNC said in a statement.


The UNC said that, “with deep concern”, it has decided in its “emergency presidential council meeting” held on May 27, 2022 in Manipur-capital Imphal to appeal all the "Naga churches regardless of denominations in “South Nagalim” (Manipur region) to have a special prayer service at their respective district headquarters and village churches.


Of course there is a saying - chaos is indescribable and pain unbearable. 

We may mourn the deaths of hundreds - some near and dear ones, mostly innocents and reflect.


Between 2013 and 1997, an estimated 1,800 Nagas have been killed in 3000 fratricidal clashes. In the violence during the 16-17 years preceding the 'ceasefire' (1980-1996) it took 940 Naga lives. The irony is while the security forces and the NSCN (IM) have been at mutual 'peace' during the 'ceasefire', twice as many Nagas have died.


The soul(s) of the deceased have disappeared, gone to the other world; and bodies reduced to heaps of dust.


Time to cultivate again the forgotten religion of friendship and mutual co-existence.  


It could be now incumbent upon every player to try to re-evaluate the unfolding reality through a practical methodology.


Peace is most often not the offspring of knowledge, but of simple people; and their love.

Mounting pressure for a possible early Solution and a long lasting peace, the United Naga Council (UNC), a key body of Naga tribes in Manipur, has called for a "wise political decision" by the NSCN-IM 'national assembly' on Tuesday.

"Let us hope that the assembly takes a wise political decision," the UNC said in a statement.

The UNC has members and leaders from over 20 Naga tribes in Manipur, including the Zeliangrong, Tangkhul, Poumei and Mao.

The UNC said that, "with deep concern", it has decided in its "emergency presidential council meeting" held on May 27 in Imphal to appeal all the "Naga churches regardless of denominations in 'South Nagalim' (Manipur region) to have a special prayer service at their respective district headquarters and village churches on Tuesday from 6 a.m. to 9 a.m. or at their conveniences for God's divine intervention that whatever decision taken by 'the emergency national assembly' of the NSCN-IM may be in His (God's) ways and according to His plans and wishes. 

Religious leaders/Rev/pastors/ and faithful are requested to please take the lead."


Each Naga region is expected to depute five members in Tuesday's meeting. NSCN-IM general secretary Thuingaleng Muivah will deliver a "political talk" at the group's camp headquarters.


His address in presence of senior leaders would be like a "report on the Indo-Naga political talks", a source said.


In a key development, BJP floor leader in the Nagaland state Assembly and Deputy Chief Minister Y. Patton told a public function on April 19 that Prime Minister Narendra Modi and Union Home Minister Amit Shah have been requested by the Core Committee of state legislators and ministers to announce "resolution" of the Naga political problem during this year's Independence Day or during a possible visit to the state.


The NSCN-IM has been steadfastly demanding a separate Flag and Constitution while the Centre has rejected the twin demands.


NPF leader K Azo Neinu has said that in the given context, the stance taken by the Centre is to be appreciated as it has decided to allow the use of the Naga flag for cultural programmes.


However, the NSCN-IM has rejected this proposal too, saying that the Naga flag could not be used merely for cultural activities.


Government sources say that the twin demands of flag and Constitution were raised by the NSCN-IM only after October 31, 2019 when the officials claimed formal talks were already over.


The UNC has, however, cautioned that "another 16-Point Agreement should never be repeated".


The 16-Point Agreement was inked in 1960 and this later felicitated creation of Nagaland as a full fledged state from December 1, 1963.


Between 1957 and 1961, the nomenclature used was Naga Hills Tuensang Area and the matters were handled by the Union External Affairs Ministry under direct supervision of then Prime Minister Jawaharlal Nehru.


The UNC also took exception to veteran Naga leader S.C. Jamir's statement: "Don't expect 100 per cent unanimity on the Naga talks."


Jamir is the only living signatory to the 1960 agreement.


"The talks should not be delayed further," the former Nagaland Chief Minister told IANS in an interview in Delhi earlier this month.


"I told the government of India and two of our leaders (Modi and Shah) do not expect unanimity... Even in parliament you don't get unanimity, same in a family. Democracy means someone will not agree."

"On this issue I have absolutely no reservation in supporting the views of uncle SC Jamir that our Southern brothers should find their exclusive solution in Manipur and leave the fate of Nagas of Nagaland to our own, since it is certain that integration (of Naga contiguous areas) is not going to be a part of the solution," Sema wrote.


Meanwhile, other organisations are also speaking out.


"For decades, Naga citizens have quietly endured extortion of national workers, but we have been denied the Naga solution. For how long will the Naga citizens be kept in the dark?" the Ao Students' Conference asked.


The body also said that it supports the statement of the Central Nagaland Tribes Council that it is high time for the Nagas of Nagaland to be "relieved off the burden of Naga political movement" and allow them to progress at par with other states.

"Extortion is a menace, everyone agrees. There should be an early Solution everyone agrees. So it's all positive and no bitterness and harshness," the source told IANS.

The Enforcement Directorate(ED) case against Satyendar Jain is based on an FIR registered in 2017 by Central Bureau of Investigation (CBI).

The Enforcement Directorate (ED) on Monday, May 30, arrested AAP leader and Delhi Minister Satyender Jain in a money laundering case.


The case against Satyendar Jain was registered based on an FIR in 2017 by Central Bureau of Investigation (CBI).


Sources said assets worth Rs 4.81 crore linked to the Jain and his family were attached by the ED in a 
disproportionate assets case in April this year.

The CBI complaint had said Jain could not explain the source of funds received by four companies in 
which he was a shareholder.

The CBI had registered a case against Jain, his wife and four others on under Prevention of Corruption Act.

The CBI had earlier questioned Jain in the case.

In April this year, sources said, the ED had provisionally attached immovable properties belonging to 
companies allegedly linked to Satyendar Jain and his relatives. 

The attachments against Jain  had been made in connection with a case of money laundering, sources
said.

Jain was also questioned recently by ED. 

The questionable money, sources said 'credited' to Jain’s companies against cash transferred to 
Kolkata-based operators and was used to purchase land and repay loans taken to buy 
agricultural land in and around Delhi, sources say.

8 years of NDA: EAM Dr Jaishankar lists foreign policy achievements under PM Modi

India has been pursuing diplomacy that “serves” its people, says External Affairs Minister Dr S Jaishankar.


The Minister, on Monday (May 30), listed out several achievements in foreign policy under Prime Minister Narendra Modi and said there had been a few “sweeping changes”, and Indians exploring the global workplace also got the necessary assistance.




“Marking 8 Years of a Modi foreign policy that has the people at its centre. A diplomacy for our development, security and civilisation. A diplomacy that serves its people,” he tweeted.


“Sweeping changes in passport delivery: faster, corruption free and closer to your location. Ensuring safety and security of Indians abroad: Vande Bharat Mission during Covid, Operation Ganga in Ukraine, many more. Supporting our citizens as they explore the global workplace,” Dr Jaishankar said in a series of tweets.


Among other achievements and milestones, the Minister wrote – “Expanded welfare fund for workers and the vulnerable. Greater work opportunities for Indian talent, professionals, workers and students. Supporting Indian investments and exports, creating employment at home.”

Using the hashtag ‘8YearsofSeva’, he wrote in another missive that the MEA and the Modi government also ensured India’s “National Security through trusted relationships and international support” and were also able to project Indian culture and raise the national global standing.

For the first time, the Modi government took charge on May 26, 2014. In 2019, after a landslide victory and enhanced mandate, Prime Minister Narendra Modi was sworn in for the second time on May 30, 2019.


Dr Jaishankar, a career diplomat and former foreign secretary, joined the Modi cabinet on May 30, 2019.


In the first five years, senior BJP leader Sushma Swaraj was the External Affairs Minister, and she had made a niche for herself for ‘Twitter Diplomacy’.


Dr Jaishankar has also made his mark by projecting both his ministry’s and the government’s points of view assertively.





Peter Lavoy, a former senior official in the Obama administration, said in 2019 – “My takeaway from Dr S Jaishankar is that India now has a firm grasp of its interests around the world and an assertive, self-confident and purposeful strategy to advance them.”


Dr Jaishankar has been vocal and assertive with clarity on key issues like the Kashmir situation and India’s positioning on major global issues, including the Russia-Ukraine conflict and global handling on Covid related challenges.


“The reality is that the space yielded by the West has been filled by many players, not just China. Some like India can aspire to an improved position, others like Germany could increase the weight through collective endeavours….,” said the External Affairs Minister at the Center for Strategic and International Studies, Washington DC, in 2019.

The McKinsey Global Institute research showed that the ‘Frontier Asia and India’ – including Afghanistan, Bangladesh, Fiji, Kazakhstan, Kyrgyzstan, Maldives, Pakistan, Sri Lanka, Tajikistan, Turkmenistan, Uzbekistan and India will play a new game-turning themselves collectively into a ‘new stage’ of globalisation.


“For years, observers have breathlessly discussed Asia’s future potential. The future has arrived. We have entered the Asian century,” remarked Jonathan Woetzel, a director of the McKinsey Global Institute.


In April 2022, Dr Jaishankar, when asked about India’s stand on the Russia-Ukraine war, he said: “When rules-based order was under challenge in Asia, the advice we got from Europe was; do more trade. At least we are not giving you that advice.”


He also stated that what happened in Afghanistan clearly stated what the rules-based order was.


“We have to find a way to return to diplomacy,” Dr Jaishankar had underlined, sharing PM Modi’s clear vision and a roadmap treading the path of democracy and diplomacy.

Punjabi singer Sidhu Moosewala shot dead in Mansa village a day after being stripped of security cover. Police suspect involvement of gangsters in Sidhu Moosewala's murder. He was without security when the crime was committed.





Popular Punjabi singer Sidhu Moosewala was shot dead in Mansa village on Sunday.

Essentially, it appears the security withdrawal drama and reported sharing of the list in the media by the newly installed AAP regime boomeranged.

Manjinder Singh Sirsa, BJP leader from New Delhi, has questioned the Bhagwant Mann government for alleged leak of the orders of withdrawal of security from 424 persons. 

He said that making such a list public was dangerous to those under security.  

"How did such a sensitive document of Punjab Govt become public!!
I demand strict action against those who leaked confidential list of people whose security was withdrawn by the Govt of Punjab. First, you withdrew security and then you make them vulnerable by leaking their names," he tweeted.

In another missive, Sirsa urged Union Home Minister Amit Shah to order an enquiry into how and who leaked the confidential list of people whose security was withdrawn by the AAP government in Punjab.

He also accused that Arvind Kejriwal and Bhagwant Mann are responsible for the brutal killing of  Moosewala whose security was withdrawn on Saturday, May 28. 

The BJP said the Punjab government's act was like giving invitation to the misceants.

Addressing a press meet, BJP spokesman Sambit Patra said, "First, they withdrew the security. And the confidential list of those whose security has been taken back was made public. So this was an open invitation to the miscreants. Why did you publicize this confidential document?" 

"If your force was actually working on the ground, this incident wouldn't have happened," he said.

The Congress party has sought dismissal of new Punjab CM Bhagwant Mann-led AAP government and also actions against DGP and Mansa SSP.

Akali Dal chief Sukhbir Badal said CM Mann must honestly think if the cheaply populist decision to withdraw Moosewala's security was directly responsible for the tragedy. 



Two of his four gunmen were withdrawn following recent government order.  

Sidhu Moosewala was shot dead by unidentified assailants in Mansa district, a day after the state government withdrew his security cover. He was on the wheel in Mahindra Thar SUV when the assailants, believed to be 10-12, fired more than 20 rounds at point-blank range at the singer and his two friends, who got grievous injuries.

Deputy Superintendent of Police (Mansa) Gobinder Singh said several bullets hit Moosewala, 27, who was in his jeep at Jawahar Ke village when he was attacked. Mansa civil surgeon Dr Ranjeet Rai told reporters that Moosewala was brought dead at the civil hospital.

Shubhdeep Singh Sidhu Moose Wala, aka Sidhu Moosewala, had contested the 2022 Punjab Assembly election on a Congress ticket from Mansa constituency and had lost his debut poll to AAP’s Dr Vijay Singla. Interestingly, Dr Singla was recently sacked from the Punjab Cabinet on corruption charges.

The incident happened a day after Punjab Police ordered the withdrawal of security of more than 420 people, including former legislators, Jathedars of two Takhts, heads of deras and police officers. Two of his four gunmen were withdrawn with the new government order. Moosewala was without security when the crime happened.  

Also he was travelling in a vehicle that was not bullet proof. Normally, he used his bullet-proof Toyota Fortuner for commuting, police said.

Moosewala had joined the Congress on December 3, 2021.


Moosewala, who created a niche for himself with his unique rapping style, was known for hit tracks like 'Legend', 'Devil', 'Just listen', 'Jatt da Muqabala' and 'Hathyar', among many others. Many of his songs featured in the Billboard Canadian Hot 100 charts, says a report in 'The Tribune'.

He played the protagonist in Punjabi film 'Moosa Jatt'. His another film 'Yes I Am A Student' was a story that sheds light on the hardship of international students but inspires them to never lose hope.



Congress drops Ghulam Nabi; BJP fields FM Sitharaman from Karnataka, Piyush Goyal in Maharashtra

 BJP has fielded finance minister Nirmala Sitharaman and actor-turned-politician Jaggesh from Karnataka, while Kavita Patidar will contest from Madhya Pradesh. From Maharashtra, Union minister Goyal and Anil Sukhdevrao Bonde have been fielded for Rajya Sabha polls. 




From Uttar Pradesh, Laxmikant Vajpayee, Radhamohan AAggarwal, Surendra Singh Nagar, Baburam Nishad, Darshana Singh and Sangeeta Yadav have been fielded.


In Bihar, the saffron party has given tickets to Satish Chandra Dubey and Shambhu Sharan Patel. The BJP has fielded Kalpana Saini from Uttarakhand, Krishan Lal Panwar from Haryana and Ghanshyam Tiwari from Rajasthan.


Biennial elections for 57 Rajya Sabha seats will be held across 15 states on June 10.

Prominent absentees from the Congress current list are G 23 veterans Ghulam Nabi Azad and Anand Sharma.

P Chidambaram is set to return to Rajya Sabha from Tamil Nadu with DMK’s support. He was previously in the Upper House from Maharashtra.

Congress chief whip in Rajya Sabha Jairam Ramesh gets his fourth term as a Rajya Sabha MP from Karnataka. 

From Rajasthan, Sonia Gandhi has decided to field UP leader Pramod Tiwari, while ex Lok Sabha MP Ranjeet Ranjan is the second party candidate from Chhattisgarh alongside Rajiv Shukla. AICC minority cell chief Imran Pratapgarhi has bagged the nomination from Maharashtra.


Importantly, two G 23 leaders to be adjusted among Rajya Sabha nominees today are Vivek Tankha from Madhya Pradesh and Mukul Wasnik from Rajasthan. 

Rahul Gandhi's trusted men, Randeep Surjewala, chief spokesman and AICC general secretary in-charge Rajasthan, Ajay Maken are among 10 leaders to bag Congress party nomination for the Rajya Sabha elections next month.


Elections to 55 seats in 15 states are due on June 10.

The Congress is expected to name the RS nominee for elections from Jharkhand on May 30 and speculation is rife that Ghulam Nabi Azad could be given ticket from the JMM-led coalition ruled state. Congress is part of the ruling alliance in the state.

The last date for filing nominations is May 31.

The Congress list presents a mix of veterans and youngsters with Pratapgarhi considered close to AICC general secretary Priyanka Vadra.

and Constitution. 







"They declined to give up the twin demands on Naga Flag and a separate Constitution...but say - "if invited by Govt of India, we will continue with talks" - it has been claimed.
In raw sense, if these preliminary reports are correct, so now if Govt. of India does not invite them, the talks would fail and perhaps Ceasefire started in August 1997 during IK Gujral regime will have to be abrogated.

"...It is a matter of great satisfaction that the dialogue between the Government of India and NSCN have successfully concluded..." (FA 3rd Aug. 2015.). Why haven't this great satisfaction been shared with the Nagas till date? Did the propaganda campaign misled GoI in 2015? Where is the post settlement political and administrative structure if it has successfully concluded? This is about a people's history, land and political future, not a small boy's chocolate to be kept inside a pocket. 

 

In 25 years of ceasefire and dialogue there have been two mutually beneficial agendas at work. 
 

1. ASSIMILATION AND INDIANISATION OF NAGALAND: 

Beginning from 1997, the GoI has utilized the time and energy to assimilate Naga people, their identity, history, culture and their ancestral land, primarily Nagaland state, into a "pressure cooker" social and economic pandemonium. Both knew Indianization of Nagaland state will lead to indianization of entire Naga homeland. 

This will serve both southern Naga IM leaders and GoI well. Brazen utterances like, "Nagaland will cease to exist" is not a silly plan. As it is, Nagaland today is a land where tenants, with GOI's help, dream to be landlords through hackling, harassing and brutalizing the owners with symbolic tools like Integration, flag, constitution, Pan Naga Hoho etc. Who has played into the hands of India? Since 1997, Nagaland has lost two generations and counting. What do GoI or IM leaders care? None. It suits their plan perfectly. 

 

2. AMASSING WEALTH OF NAGALAND: Immediately after 1988 crisis, having warmly welcomed by hospitable Nagas into Nagaland, southern Naga IM civil and military officers did not own a hut then. Today, in the name of political dialogue, GoI has facilitated southern Naga IM leaders to extort our people and utilize much of Nagaland's money to buy and develop farmlands in Dimapur, Chumukedima and Peren districts. Constructing mansions and other assets in Dimapur, Ukhrul, in India and abroad. 

With such grandiose luxury accumulated over three decades, it is very easy to hide behind powerful slogans like greater Nagalim, flag, constitution etc., to soak in the wealth of Nagaland for few more decades. 

This is again mutually beneficial drama. Grim reality and visible catastrophe staring at Nagaland and all Nagas cannot be prevented by wrapping oneself cozy in extra large Naga flag, unwritten Naga constitution or Naga integration. These elements will be most precious and desirable if Naga tribes rely on practical aspect rather than be a slave to sentiment and emotion. 

 

Two years after the music died and the dust settled on Framework Agreement, as demanded by the Naga tribes, the Church, Village headmen and apex Naga civil societies, WC, NNPGs, in its Agreed Position signed with GoI on 17th November 2017, redefined the scope and parameters of Indo-Naga political negotiations. 

No camera flashlights, no hype or hoopla was needed. That afternoon, the Naga delegation experienced a solemn moment with thankful hearts, sat at a round table when a historic document was signed. GoI acknowledged, "...GoI recognises the political and historical rights of the Nagas to self determine their future in consonance with their distinct identity..." God never fails. This has an unlimited political horizon to begin the negotiations. To an unwavering Naga patriot, the paragraph dutifully honoured the Naga aspiration and echoed the immortal words of Mahatma Gandhi at Bhangi Colony spoken to NNC leaders in the month of July, 1947. 

Within this document lay the very fabric of Naga Flag and all others, symbolic or otherwise. Despite the vigorous process of assimilation going on, WC, NNPGs have great belief that there is an opportunity for an early acceptable and honourable political solution that would pave the way for Nagas to salvage our ancient democracy, history and culture. Nagas must insist, reassert and defend our land as per Agreed Position and then partner GoI for an enduring peaceful co-existence.

Unthinkable happens ! Nagaland BJP flays NSCN-IM, says ‘Nagas need to know truth’


"They need to let the public know what they think and want. We need leaders that represent the voice of the people and not those who shy away when their thoughts and opinions matter the most".





Days after the NSCN (IM) issued a statement taking exception to Nagaland Deputy Chief Minister Y. Patton's certain remarks on the peace parleys and perceived delay in arriving at a solution, the BJP Nagaland on Sunday hit out at the militant group saying "Nagas need to know the truth".  

"Right now, our leaders need to speak out for it is high time now... Nagas need to know the truth as the Naga political issue and its related problems are not something which have to be kept in the dark; everybody deserves to know what is going on and what will happen," a statement from BJP Nagaland's media cell said.


It said the BJP Nagaland unit has "always been at the forefront in advocating an early and amicable solution to the long-standing Naga political issue. And despite the multitude of opinions and allegations hurled against our legislators in recent times, it needs to be accepted by all if we are really craving for a solution".


"We need to be more vocal about what is happening, what we want to achieve, what we need to hold on to, and what we need to let go. Those blaming a few legislators for being vocal and voicing their opinions also need to understand that the legislators in a way also represent the voice of the Centre and cannot be ignored or dismissed," the statement said.


Notably, the saffron party's statement came a day after the core committee led by Chief Minister Neiphiu Rio and Deputy CM Patton (BJP floor leader in the Assembly) held a meeting with an NSCN-IM delegation led by V.S. Atem, a longtime aide of the militant group's powerful general secretary Thuingaleng Muivah.


"At this crucial juncture, when all our leaders need to speak out, it is disheartening that some leaders and their party are maintaining a stoic silence over the matter, despite holding influential positions like leading the core committee, as ignoring it will in no way add anything to our collective aspirations of the long-standing political solution," the BJP statement said.

It asserted that "BJP Nagaland shall never shy from advocating what is needed to be told because we stand with the Nagas in its aspirations for an honourable and acceptable solution".

It is a rare occasion that an established national party has gone on record to join issue with NSCN (IM) or any such militant organisation.

There is a perceived feeling among a section of Naga leaders, common people and also important players in New Delhi that there is a deliberate attempt to delay the solution as 'the status quo' suits some vested interests, including a section of established political stars in the state.

On May 27, the NSCN (IM) had expressed concern at the recent "outrageous" statements made by Nagaland BJP ministers and NPF leaders on the Naga political solution with reference to the Framework Agreement of 2015, Naga Flag, a separate Constitution and integration of Naga contiguous areas.

It had said that many of the Nagaland BJP ministers and other party leaders are "not able to fully appreciate the complexities and intricacies involved and are simply allowing themselves to be carried away by their election syndrome".

Patton had recently used strong words with regard to attempts being made by certain quarters to delay the solution, saying: "Some big (perhaps militant) leaders do not want a solution. They want to keep relaxing and enjoying the comforts of life with money collected through extortion and taxes.

"If this continues, I would say, go to hell. You won't go to heaven. How can you go to heaven by causing so much hardship to the public? We must come out openly now. It is high time. Enough is enough."

NPF leader Kuzholuzo Azo Nienu had also referred to the Framework Agreement of 2015, saying the potent NSCN (IM) group has "sealed its fate" and has virtually endorsed the Constitution of India by inking the same.

Therefore, he said, it is high time "for NSCN-IM to say whether they take it or leave it" vis-a-vis the flag and the separate Constitution demands.

The Centre has more than once categorically rejected the twin demands of flag and Constitution.

Sources said that the top concerned players in the government have conveyed to Nagaland Chief Minister and even the likes of former Chief Minister S.C. Jamir to convey to the Naga people to appreciate that when the Centre took strong steps with regard to Jammu and Kashmir, how could a flag or a separate Constitution could be given to Nagaland.


NPF leader Azo Neinu said that in the given context, the stance taken by the government of India is to be appreciated as it has decided to allow the use of the Naga flag for cultural programmes.

"In fact, the Prime Minister (Narendra Modi) and the Home Minister (Amit Shah) are willing to visit Nagaland and also hoist the Naga flag for any cultural event. As a regional politician often taking stance against the BJP, I must appreciate that the government of India has gone all out to accommodate the request and demand of the Naga leaders," Neinu said.


However, the NSCN-IM has rejected this proposal too, saying that Naga flag could not be used merely for cultural activities.

The government sources say that the twin demands of flag and Constitution were raised by NSCN-IM only after October 31, 2019 when the officials claimed formal talks were already over.

1.The BJP Nagaland State unit has always been at the forefront in advocating an early and amicable solution of the long standing Naga political issue. And despite the multitude of opinions and allegations hurled against our legislators in  recent times, it needs to be accepted by all  if we are really craving for a solution. We need to be more vocal about what is happening, what we want to achieve, what we need to hold on to, and what we need to let go. Those blaming a few legislators for being vocal and voicing out their opinions also  need to understand that the Legislators , in a way also represent the voice of the Centre and cannot be ignored or dismissed. Rather, they should be appreciated for voicing out- stating  the undeniable and  uncomfortable truth that we all know and going through but aren't comfortable enough to say it out loud in public.



2.At this crucial juncture, when all our leaders need to speak out, it is disheartening that some leaders and their party are maintaining comfortably  stoic silence   over the matter;despite holding influential positions like leading the Core Committee, as ignoring it will   in no way add anything to our collective aspirations of the long standing political solution. They need to let the public know what they think and want. We need leaders that represent the voice of the people and not those who shy away when their thoughts and opinions matter the most.



 Right now, our leaders need to speak out, for it is high  time  -  and BJP, as a political party, will continue to do its part in facilitating an early and amicable solution because Nagas needs to know the truth as Naga Political issue and its related  problem is not something which has to be kept in the dark: everybody deserved to know what is going on and what will happen. 

BJP Nagaland shall never shy off from advocating what is needed to be told because we stand with the Nagas in its aspirations for an honorable and acceptable solution.

Key meeting held b/w NSCN and Rio-led Core Committee: Muivah to share report on 'Naga peace talks' on May 31

An important four-hour long meeting was held between Nagaland Core Committee of state legislators and an NSCN-IM delegation. 

At the meeting on Saturday near Dimapur, V.S. Atem led the NSCN-IM delegation, while the Core Committee was headed by Chief Minister Neiphiu Rio.


"It was a lengthy and fruitful meeting," said Nagaland Planning Minister Neiba Kronu. 


Former Chief Minister T.R. Zeliang said the potent Naga underground group has been specifically urged not to derail the peace process or walk away from the talks process. "Only through talks this settlement can come," he said. 


Meanwhile, informed sources said that at the May 31 'emergency meeting of Naga national assembly', NSCN-IM General Secretary Thuingaleng Muivah will deliver a "political talk". 

His address would be like a "report on the Indo-Naga political talks", the sources added. Muivah, the most powerful NSCN-IM leader, had skipped Saturday's meeting.


During the recent visit of an NSCN-IM delegation to New Delhi for parleys with peace emissary A.K. Mishra, the aging Muivah was not present.


The sources said that after Muivah's address on May 31 at the NSCN-IM's camp headquarters, there will be a general discussion on the 'Indo Naga Political talks' and the declaration of vow.




All key leaders are expected to attend the May 31 meeting and Centre also expects "more clarity" will come on contentious issues such as a Flag and a separate Naga Constitution.


A 10-member NSCN (IM) delegation led by Atem camped in Delhi recently and held at least two rounds of important parleys with the Mishra.


The Central government has rejected demands for a separate Flag and Constitution.


Close scrutiny Saturday's meeting suggests there were still 'hopes' about Naga peace talks and an early solution.


"Extortion is a menace, everyone agrees. There should be an early Solution everyone agrees. So it's all positive and no bitterness and harshness," a source told IANS.


"Saturday's deliberations were positive and even the militant group (NSCN-IM) did not contest the general sentiment of Naga legislators including from BJP that there should be an early solution."


NNPG, the umbrella body of seven Naga militant groups led by N. Kitovi Zhimomi, has been also strongly in favour of early signing of a peace pact to resolve the state's decades-old insurgency and political problem.


The Naga peace talks have been put on a fast track during the last one month as the Assembly elections in the state are due by February-March 2023.


The complexities in the talks have also forced to explore other avenues. One suggestion has been the voluntary resignation of the incumbent NDPP-BJP ministry and imposition of a President's Rule.


The state at present does not have an exclusive Governor as Assam Governor Jagdish Mukhi is holding additional charge.


The Central government agencies had last week expressed concern over extortion and money collecting venues at various places in the state and the same sentiment was also reportedly shared by Governor Mukhi.


The Nagaland Home Department has subsequently ordered abolition of many such counters.


There are other issues as well and some influential bodies have strongly pressed for an early solution.


In a statement, the influential Ao Students' Conference said: "For decades, Naga citizens have quietly endured extortion of national workers, but we have been denied the Naga solution. For how long will the Naga citizens be kept in the dark?"


In February, the Naga Tribal Council in a letter to Prime Minister Narendra Modi had said that "the only task left at the moment is for the government of India to take a call for signing the agreement".


Last month, the NNPG had also month demanded that the Neiphiu Rio government must step aside and facilitate an early solution.

India making sincere efforts to end political problem in Myanmar: Dr Jaishankar

External Affairs Minister Dr S Jaishankar has said that while the western world could easily make remarks or give 'sweeping prescriptions' about Myanmar citizens taking shelter in Mizoram, but India for its part is trying to address the root cause of the problem in the neighbouring country. 


“Countries far away can give sweeping prescriptions, but living next door has different ramifications," 

Dr Jaishankar said  interacting with students of IIT-Guwahati on Saturday.


" We (India) are making greater effort to solve the political problem in Myanmar. Progress and 

good governance cannot mean being oblivious of the happenings at the border, ” he underlined.


Hundreds of Myanmar citizens are taking shelter in Mizoram following conflicts in that country

after February 2021 coup.


The Minister, however, maintained - "We are not an open house for the rest of the world. It is 

not in our interest to be so". 


He stressed on the importance of diplomacy in a nation's growth and security saying it was "the first line of 

defence."


“If diplomacy is successful, military is not necessary….But in some cases when military action is absolutely 

necessary, diplomacy plays an equally important role,” said diplomat-turned-political leader.


The Minister maintained that India had the "right ideas" in foreign policy and strategic thinking, "but India didn’t 

follow it up".


But he said Prime Minister Narendra Modi-led dispensation is rightly focused on on development push in 

diplomacy and it is showing good dividends.


Referring to the measures being taken along with countries bordering north east India in tackling insurgency and crime, Jaishankar said, the region had serious problems of terrorism, narcotics trade and trafficking.


"But when these activities stopped getting support in the neighbouring countries, it made the region more 

secure," he pointed out.


Dr Jaishankar was in Guwahati to address the conclave of Natural Allies in Development and Interdependence

and it was attended among others by Bangladesh foreign minister A K Abdul Momen and Assam

Chief Minister Himanta Biswa Sarma.


The Minister said India has been able to maintain its policy of equi-distance from key global players

or it non-alignment in the polarised scenario because it has clarity about its own interests and 

confident of pursuing it.


“Every time the world polarises, it has its own complications and we are at that stage right now. 

Ukraine (crisis) is one of them,” he said.
