Manipur Chief Minister N Biren Singh said that four "main culprits" behind the death of two students who were kidnapped have been arrested by CBI from Churachandpur district.
"....As the saying goes, one may abscond after committing the crime, but they cannot escape the long hands of the law. We are committed to ensuring maximum punishment, including capital punishment, for the heinous crime they have committed," the Chief Minister tweeted.
The four individuals were arrested by a combined team of CBI and security forces including the state police from Henglep area, Churachandpur district on Sunday.
The arrested persons have been identified as main accused Paominlun Haokip, 35 yrs, s/o Thenkhogin Haokip of Kungpinaosen village; S Malswan Haokip, 40, son Akhup Haokip of L Phaikholun village; Wohkhogin Baite @ Tiger, 36, son of (l) Janglam Baite of Leimatak Bungmol; and Lhingneichong Baite, wife Wohkhogin Baite of Leimatak Bungmol village.
Two other minor dependents Tinnuphing, 15; and Tinnuphing, 11, were also detained.
The death of the two students - Phijam Hemjit (20) and Hijam Linthoingambi (17) - came to light after pictures of them surfaced on social media on September 25 purportedly before and after they were killed.
The Chief Minister said the state government would ensure that the culprits behind the killing will receive "maximum punishment, including capital punishment".
There was a "breakthrough" on Sunday, days after Union Home Minister Amit Shah sent a team from the Central Bureau of Investigation led by its Special Director to probe the killing.
"They have been camping here for some days and with the support of the Indian Army, paramilitary forces, Assam Rifles and state police four accused were arrested. This is a big achievement," said the CM.
The two students had been missing since July 6 and their pictures surfaced on social media a few days after the state government announced on September 23 that internet services would be fully restored. Internet services in the state were first suspended in May, when violence first broke out between the Meitei and Kuki communities.
When asked about the missing bodies of the two students, Biren Singh said, "The discovery of their bodies will happen after the accused have been interrogated."
Thanking all for a united voice in calling for immediate action, the Chief Minister said,
now it is clear that the present crisis is neither communal nor religious but a war waged against the Indian government by the Myanmar and Bangladesh-based Kuki militants with collaboration with some militants operating in Manipur. (reports 'Imphal Free Press')
He further said, on Saturday, NIA arrested one Seiminlun Gangte in a case related to a ‘transnational conspiracy’ by Myanmar and Bangladesh based terror outfits to wage war against India by exploiting the current ethnic unrest in the state of Manipur.
He appealed to the people of Manipur to do away with any misunderstanding of the cause of the present crisis as NIA has made it clear.
Further, the chief minister appealed for restraint and not to harm public properties and to cooperate with state police.
Responding to a media query regarding the invocation of Article 355 in Manipur Biren Singh skirted a categorical reply.
However he said, “The chairmanship of the Unified Command was taken away from the chief minister and entrusted to the Security Advisor and people should know the meaning behind it”.
