In a fast forward move towards Solution ... or at least to 'broad-base' the efforts since 2017; NNPA merged with Kitovi-led NNPG :::: "Naga Solution will belong to every Naga"

 In yet another rearrangement of chairs within the fractious Naga nationalist landscape, a merger ceremony between 


The Naga National Political Alliance (NNPA) with four militant organisations merged with the Naga National Political Groups (NNPGs), led by N Kitovi Zhimomi.


The function was held at Hoito village under Niuland district. The event took place at the residence of NSCN/GPRN president Akato Chophy. At least the spirit behind the merger was positive.


The NNPA comprises four constituent groups—NSCN-K (Khango-Hokato Vusshe), NSCN/GPRN (Akato), NPGN/NNC (MK), and UGN/NNC (P/B). 


These entities have now formally aligned with the WC NNPGs, which currently includes the Kitovi-led GPRN/NSCN, NPGN/NNC (Shitoho Chophy), NNC/GDRN (Kiumukam), NNC/UNPG Parent Body (Toshi Walling), and NNC Parent Body Apex (Akuiba). Th


The spirit was well articulated. "Naga people deserve Solution and nor fighting (among themselves)". To resolve the seven-decade old issue, the NNPG had signed an Agreed Position with the Govt of India. With the merger, it has become clear that the NNPA constituents will also accept and adhere to the essential theme of the Agreed Position.


Moreover, the four constituents are likely to give their "suggestions" to add few points in the Agreed Position charter. 


During the merger programme, leaders of the participating groups signed a ‘Deed of Commitment’ affirming their decision to collectively work under the WC NNPGs banner. 


They pledged to move forward with a united voice in the ongoing dialogue with the Government of India, particularly under the framework of the Agreed Position signed between the Govt of India and WC NNPGs on November 17, 2017. 


This development too is seen as a crucial moral booster for the veteran old war horse N Kitovi Zhimomi.






The NNPA leaders also 'acknowledged' the historical significance of the Agreed Position and expressed confidence in the WC NNPGs-led political negotiations. 


They reaffirmed their commitment to peaceful dialogue and a negotiated settlement to the protracted Indo-Naga issue. 


Talking to reporters, KItovi underlined the motto very well. "We have to go forward for Solution," he remarked adding the Agreed Position is a "ready made" document before one and well. 


"The wrong notion about certain things have to go," he said. The veteran militant leader who was almost 'isolated' in April 2024 and has now regained its hold further stated:


"The Naga Solution will belong to every Naga. It does not belong to any individual or any particular group.  It belongs to every Naga .... and if they (any other Naga faction) want to secure the future of the younger generation, there is no reason why they should not come forward". 


He also went on to clarify - "Today one group may join us or may not join (ailey bhi .. na ailey bhi). When Solution comes it will belong to everyone". 





Post the merger of NNPA, a fresh appeal will be made to the Government of India for the inclusion of 'additional competencies' put forth by the NNPA in the ongoing status paper discussions. 


This move is only intended to further strengthen and expand the scope of the Agreed Position.


An early Solution can address the political aspirations of all constituent Naga groups under a common arrangement. 





However, complexities still remain.


The NSCN-IM, which initiated the peace talks in 1997, is still adamant about a separate Naga flag and Constitution. The complexities have many shades of colours and faces. 


New Delhi is now about to make another round of efforts to resolve Naga issue. 

Apparently some protagonists have got a hint. 


Almost like a bolt from the blue came in a letter penned by Pamshin Muivah, political emissary to Ato Kilonser Thuingaleng Muivah. The letter has unprecedented anti-India and anti-Hindu quotable references.


Pamshin is a strong contender to succeed aging general secretary Thuingaleng Muivah.

For instance Panshim says: "The Hindutva/ Hindu hegemony objective of the Indian state is to consolidate its military and political power in order to establish a fascist “Hindu Rashtra state”. For the belligerent Hindutva/ Hindu hegemony, the Indian state needs and will seek conflict with neighbouring countries as it is doing in the contemporary period. "   


The language appears have been 'imported' from China, analysts in Delhi express apprehensions.  


The refrain is normally, the underground leaders stay away from this kind of politics and mudslinging vis-a-vis the ruling party in New Delhi.




The central government has inked two preliminary pacts Framework Agreement with the NSCN-IM on Aug 3, 2015 and Agreed Position with NNPG on Nov 17, 2017.  


The Naga peace talks between the NSCN-IM and the centre started in 1997 during the stint of I K Gujral as the Prime Minister.


The centre has stated more than once that the parleys on the Naga political issue have concluded in October 2019. A statement to this effect was made by Nagaland Governor R N Ravi on the floor of the state assembly as well.


However, the final peace pact remains stalled .
