India, Uzbekistan favour "proper legitimacy' of any Afghan government within Afghanistan

Hours before the crucial 'Delhi Regional Security Dialogue on Afghanistan', NSA Ajit Doval held crucial round of talks with his counterparts in Uzbekistan and Tajikistan. 


India and Uzbekistan NSAs felt that the "legitimacy of any Afghan government within Afghanistan was important" before the issue of its international recognition.



Of course, sources said Afghanistan was the major focus of discussions between Doval and Victor Makhmudov, Secretary of the Security Council of Uzbekistan. 

"Both sides agreed that the future of Afghanistan must be decided by the people of Afghanistan themselves," a source said. 

"Both sides emphasized the need for Afghanistan’s neighbours to ensure unhindered access of humanitarian assistance to the people of Afghanistan". 

They also agreed that neighbouring states must play a "constructive role" in Afghanistan, the source said. 


Both sides also highlighted need for long term economic development of Afghanistan.


In the meeting with Tajikistan Security Council Secretary Nasrullo Rahmatjon Mahmudzoda also, there were detailed exchange of views on Afghanistan, with "significant convergence of assessments". 


There were concerns expressed on the sharp increase in terrorist threats from Afghanistan in recent past. 

"Tajik side highlighted gravity of situation in Afghanistan," the source said.  


There were detailed discussions on looming humanitarian crisis in Afghanistan.


"On bilateral side, discussions took place on deepening cooperation in areas like defence, border management and border infrastructure development," the source said.


Flagging off a major discussion on Afghanistan, NSA Ajit Doval is all set to preside over the NSA levels the 'Delhi Regional Security Dialogue on Afghanistan' on Nov 10, Wednesday. 


Secretary of the Security Council of the Russian Federation Nikolai P. Patrushev and Rear Admiral Ali Shamkhani¸ Secretary, Supreme National Security Council of Iran would among others.

The NSAs and NSA equivalent top officials from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan would also attend. 


The first two editions of the Dialogue were hosted by Iran in 2018 and 2019.


The high level Dialogue will review the security situation in the region arising from recent developments in Afghanistan. 

It will deliberate upon measures to address the relevant security challenges and support the people of Afghanistan in promoting peace, security and stability.


India has traditionally enjoyed close and friendly ties with the people of Afghanistan and has called for a unified international response to address the security and humanitarian challenges facing Afghanistan. 


A few days back, it was learnt that invitations have been extended to China and Pakistan too. However, Pakistan had indicated through the media that it will not attend, a source said.

How long 'rightful voices' of developing world and Africa denied at UN?, asks India

India has on Tuesday, Nov 9, asserted that exclusion, inequality, and conflict are relevant to the functioning of the UN Security Council as well and wondered how long "the rightful voices" of the developing world including Africa can be denied. 


"We are convinced that reformed multilateralism, with the reform of the UN Security Council at its core, is crucial for dealing with the complex challenges of today's world," Minister of State for External Affairs Dr Rajkumar Ranjan Singh said at the High Level Open Debate of the UN Security Council on ‘Exclusion, Inequality and Conflict’ in New York.


India along with several other partners have been pressing hard for UN reforms at the earliest.


"The international structure for maintaining peace and security and peace building needs to be reformed. Global power and the capacities to address problems are much more dispersed today, than they were seventy-six years ago," he pointed out.


The event was chaired by the President of Mexico.


Dr Singh is Lok Sabha MP of BJP representing the Inner Manipur constituency. 


During the visit, he will also meet with senior UN leadership and interact with members of the Indian community in New York.


In his speech, the Minister said during the past few decades, while the inter-state conflicts have decreased, the "intra-state conflicts" have attracted much higher levels of attention from UNSC.


"These conflicts have, however, several long-standing political, economic and social causes which require attention not only of this Council but also of other organs of the United Nations," he said.


"There is clearly much to be done to help the countries in intra-state conflicts to achieve sustainable peace," Dr Singh said.


He underlined that the international efforts in the maintenance of peace and security need to be inclusive. 


"The process of implementing a peace agreement must run along with the provision of humanitarian and  emergency assistance, resumption of economic activity, and the creation of political and administrative institutions that improve governance and include all stakeholders," he said.
