Manipur: Kuki-Zo community sets Three preconditions for ceasefire at Kangpokpi consultation meet ::: BJP MLAs meet on "delimitation exercise"


In a move ahead of the scheduled peace talks on April 5, the Kuki-Zo leadership in Sadar Hills, Kangpokpi district in Manipur, has unanimously laid down three non-negotiable preconditions for any cessation of hostilities. 

The announcement was made on April 1 during a high-level consultation meeting at the KBC Centre Church Hall, Kangpokpi, convened by the Committee on Tribal Unity (CoTU), Sadar Hills Kangpokpi District.




 

The consultation saw participation from prominent Kuki-Zo organizations, including the Kuki-Zo Council, Sadar Hills Chiefs' Association, Kuki Inpi, student bodies, women’s organizations, and tribal representatives. Intellectuals, social activists, and key community figures were also present to deliberate on the path forward, according to reports reaching Delhi. 


The three preconditions for cessation of hostilities:

No Cross-Movement: T

he movement of Meitei individuals in Kuki-Zo-dominated areas and vice versa shall be strictly restricted.


Structured Dialogue: 

A formal and meaningful dialogue process must be initiated during the ceasefire period.


Six-Month Ceasefire: 

Hostilities shall be halted for a minimum period of six months to facilitate negotiations.


 



The declaration comes as the Ministry of Home Affairs (MHA) prepares for talks between the Kuki-Zo and Meitei communities in New Delhi on April 5. With tensions still high, the Kuki-Zo leadership has taken a firm stand, stating that a ceasefire will only be possible if these conditions are met.  


Meanwhile, a crucial meeting of BJP legislators was held at the party’s state headquarters, Thambal Sanglen, in Imphal to deliberate on the Supreme Court’s directive mandating the completion of the delimitation exercise in Manipur within three months.  


At least 12 BJP MLAs attended the discussion, during which they recommended the formation of a committee to oversee the process, according to party sources.


Following the meeting, MLA Y. Khemchand Singh confirmed that the agenda revolved around the delimitation exercise. When asked about the BJP’s specific proposals, he stated, "A draft is being prepared."


Meanwhile, MLA K. Robindro indicated that BJP legislators were considering deferring the delimitation exercise in the state. Senior BJP leader Govindas Konthoujam, however, emphasized that implementing the National Register of Citizens (NRC) was imperative before proceeding with delimitation.


In contrast, opposition parties—including the National People's Party (NPP), Janata Dal (United) (JDU), Communist Party, and the Aam Aadmi Party (AAP)—had previously held a meeting and collectively urged for a postponement of the delimitation process.
