Naga CM Rio, ruling front welcome PM's peace moves but target Guv RN Ravi

People’s Democratic Alliance appeals to NPF Legislature party to reconsider its withdrawal decision from Joint Legislature Forum

The People’s Democratic Alliance, PDA has welcomed the initiative of the Government of India to resume the Indo-Naga political dialogue. This was stated in a resolution adopted during a meeting of the PDA held today at the state Banquet hall Kohima.

The resolution signed by NDPP President Chingwang Konyak and State BJP President Temjen Imna stated that the meeting reiterated its support to the peace initiative and will continue to play the role of an active facilitator in order to create an atmosphere that is conducive to the realization and successful landing of the political solution. The PDA said that the initiative of the Central Government to resume the dialogue in all seriousness will pave the way for peace, progress and all round development.

The ruling PDA also appealed to the NPF Legislature party to reconsider its decision to withdraw from the Joint Legislators Forum, JLF, in the greater interest of Naga Society. The PDA called for setting aside all differences and rise above party affiliations in order to strive towards realization of the people’s desire which is lasting and genuine peace.

It also opined that the JLF will continue to play its role of facilitating the peace process with committed dedication to fulfill the cry and will of the people. It further said the NDPP, BJP and Independent members will continue to carry its responsibilities as members of the JLF.

While taking note on the concern of the people on Governor’s Independence Day speech, the PDA said the state may not be the best performing state, however asserted that it is making every effort to take the State forward on all developmental fronts.  It further said as representatives of the people, the PDA is compelled to voice the feelings of the people.

"The People's Democratic Alliance (PDA) has taken note of the people's concern of the Honourable Governor's Independence Day speech wherein negative statements on Nagaland were made. The PDA observes that the speech has not been well received by the people".

In the words of Governor Ravi, : "Ironically relative decline (in development) is more obvious during the recent decades.

When the security forces and the Naga armed groups agreed to suspend operations against each other paving the way for political settlement, the legitimate expectation of the people of Nagaland was dividends of peace – freedom from fear of guns, better health, better education, better infrastructure, better livelihood opportunities, an atmosphere to dream and an eco-system to pursue their dreams."

Governor had further said:

"Nagaland is the 16th State of the Indian Union, the second oldest State in the North East. It is endowed with one of the finest of human and natural resources. For quite some decades since its birth it raced ahead of several other States in the region despite odds. Unfortunately today it has the dubious distinction of the worst performing State in the Country including the North-East region on almost all the significant indicators of Human Development," the Governor said and obviously no Governor in office can issue such a statement on his own state.

This also indicates his ties with Chief Minister Rio has reached the level of no looking back. But more importantly, does Ravi, who works closely with Ajit Doval, enjoys central government's backing in doing so.

In what is seen is his attack on NSCN(IM) headed by Thuingaleng Muivah, Ravi said: "Incongruously a deeply entrenched network of vested interests has emerged during the period (peace period since 1997) which has misappropriated the dividends of Peace and did not allow them to reach the people.
There is mass scale mayhem and miscarriage of dreams and expectations of the people of Nagaland."

But now the BJP state chief signing the statement against Ravi is intriguing!

In Delhi, it is given to understand that Ravi is working in good understanding with the central leadership specially the PMO and National Security Advisor Ajit Doval.

Notably, the state BJP chief Tenjen Imna Along is already in the midst of controversy as several state leaders are seeking his ouster.

Among other issues, he is alleged for being soft towards alliance partner NDPP reaily playing second fiddle to it and this apparently is preventing BJP's organisational growth in the state.

There could be some merits in some of the observations as unlike other Christian stronghold states such as Mizoram and Meghalaya, the general acceptance of the BJP - said to be guided by its pro-Hindu agenda, is better among the common voters in Nagaland.

In 2003 itself, the BJP had won as many as seven seats in the 60-member assembly, a fact even admitted by the then Prime Minister Atal Bihari Vajpayee.

In 2018 assembly polls as well, the BJP had better strike rate than NDPP. Contesting 20 seats, the BJP could pick up 12 while out of 40 seats, it had fought for Chingwang Konyak-Neiphiu Rio led party could win only 18 seats.

The BJP's vote share too was fairly good at 15.3 per cent.

In July this year, ten district unit presidents of the saffron party have already accused state unit chief Along of being 'dictatorial' in his style of functioning and launched a sustained campaign for his ouster.

Along has been also accused of "keeping the BJP weak as an organisation in the state deliberately" so that the saffron party is compelled to play second fiddle to the regional partner NDPP.

"It is not only a question of coming to power. As our Prime Minister Narendra Modi has said, for BJP power is a means to serve the people. In this case in Nagaland, the party is unable to fulfill its agenda as there are various pulls of coalition politics. Temjen is keeping BJP weak to suit Mr Rio," a saffron party had commented.
