Sagacity and Indian Constitution

During the past few weeks, we have seen a lot of debates and deliberations on the Naga peace talks, solution and AFSPA, as the pending Naga issue is again resurfacing in the public space. As a practicing BJP politician and a Naga, I want to share some of my thoughts. India, being the biggest democracy in the world has an organic constitution which can positively meet the aspirations of Indian citizens. Can this space be possible for Nagas as well with good safeguards for history, economic growth and prosperity?





Amongst the many Naga politicians who have served India, Late Mr Hokishe Sema and renowned leader Dr S C Jamir rose to become India’s constitutional heads and served as Governors, wherein S C Jamir served in four attention-grabbing states of Goa, Maharashtra, Gujarat and Odisha. Nagas have produced judges in the Supreme Court and valiant Nagas served the Indian army as well.

Prof Jagdish Mukhi, as the Governor of Nagaland state is Nagaland’s first citizen by virtue of being the constitutional head. This unique constitutional system of the Indian democracy makes it a fabulous one, where the elected government and the constitutional system govern the state to meet the aspirations of the citizens. Many Nagas contributed exceptional accomplishments for India, within the Framework of the Indian Constitution. There are Nagas from Manipur and Arunachal Pradesh who have equally excelled within the great democracy of India.


These realities make the current Naga political issue to draw our utmost attention for peace. The Naga movement is an inspiring story to many and has drawn admiration and respect from many quarters. Thousands of lives have been lost in the conflict. Therefore, the Peace process and the talks with the government of India is being keenly and expectantly watched by every Naga for a lasting solution and peace to be ushered in Nagaland. Like any common Naga and a non Naga citizen, I equally become an important stakeholder in the pursuance of a lasting peace in Nagaland. As a Naga and a Chakhesang community member, I often wonder how an ordinary citizen can define one’s role within the universe of the Indian polity which currently seems to be the reality of Nagaland state.


Like the concept of Naga tribes and communities which has evolved over the years, can human aspirations also evolve and bloom within wider dimensions? Human societies are evolving and growing all the time. Like the Punjabis and Bengalis who inspite of being separated in 1947, into Pakistan and East Pakistan, they have evolved to find their places in the Indian Union. 

The challenge for many indigenous communities within the Indian nation state would be to find their unique places within the framework of the Indian constitution. Is exploring such dynamic reality worth the exercise?

Sometimes honest objectives and practical realities can be misconstrued as something divisive or detrimental. But a matured society must examine and discuss such realities, no matter how bitter and difficult the discourse can be. Agreeing to disagree can make many cloudy issues become crystal clear.

One case in point is, the Mizos coming to terms of their realities within the Indian Union and its constitutional framework, signed the Mizo Accord in 1986. Of course, the Naga issue is much more complex than that of Mizos. Therefore, our Naga leaders and also the Government of India must show sincerity, patience and right acumen to strike the right balance to resolve the Naga issues. 


There have been delays and many Nagas will agree with me. But the final call has to be taken by the Government of India, Prime Minister Narendra Modi and our concerned Naga political groups. We as citizens hope that our leaders will hammer out the best practical realities for a lasting peace. 

Can we be willing to understand and imagine a world which we have not encountered in order to bring peace and development for our people? The public must debate and reason together.


Pragmatic and flexible common visions often become new age gateways. Sometimes, rigid hard line stances can become destructive. We need change for development and peace.

Another burning issue has been the discourse around the Armed Forces Special Power Act 1958 (AFSPA). The government of India, under the leadership of PM Narendra Modi has taken a positive drastic decision to relax the application of provisions of AFSPA in the three states of Nagaland, Manipur and Assam. This is a welcome triumph. Precisely, because the decision comes following the large-scale public outcry against AFSPA. This shows that the NDA Government is sensitive to people’s aspirations. 

The actions show that all grievances small or big can be redressed within the purview of the Indian constitution. The partial relaxation of the AFSPA from some north eastern states shows that there are constitutional provisions for redressal.

When it comes to the issues of north eastern states and the unrest within the region, the various ethnic groups in the region have never been together in the modern sense, under one administration. Both India as a nation state and the ‘northeast India’ as an entity is a byproduct of colonial legacy. 

During the colonial era, north east India was administered under the Assam province. 

Hence, when we talk about the northeast as a unit, we need to understand the problems and challenges in a wider mind frame. Thus, the recent meeting between Assam government and Meghalaya government agreeing to resolve all boundary disputes in the presence of Home Minister Shri Amit Shah is another milestone. 





This constructive outcome of Assam and Meghalaya states is possible because the Indian Constitution gives room for dialogue on such issues and provides ample space for resolving them. Can the Naga peace talks usher new horizons? It will depend on the Naga leaders to reach an honorable meeting point with the dynamic Prime Minister Mr Modi and Home Minister Amit Shah.

Another momentous moment for Nagas is the recent election of Ms Pangnon Konyak, the BJP women wing chief, to the Rajya Sabha. Her election to such a high platform is recognition of the dedication and hardwork of ordinary party workers and dedicated Karyakartas of the BJP.

This is something we all should cherish, more so in Nagaland where there has been no women in the parliament for many decades now. The BJP Central Leadership has acknowledged the contributions of the women folk. Such pedestal for Women leadership has not been provided by any political party like Congress or regional parties in Nagaland. This speaks volumes and amplifies the fact that BJP is willing to define new horizons for Nagas.

As we relish the positive developments of relaxing the application of provisions of AFSPA in Nagaland, the resolve of Assam and Meghalaya governments to solve all boundary disputes, and the election of Ms Pangnon Konyak to the coveted Rajya Sabha MP, I am hopeful that the NDA government under the dynamic leadership of PM Modi will unveil a new future of peace and development for Nagaland.



Let us hope that the Naga political leaders and the Government of India walk the extra mile for peace and bring a pragmatic and honorable solution to the Naga issue. The Naga settlement will usher in new development and peace for north east and the country. To this new future, let us all repose the best of trust to the leaders of the Naga political groups and the government of India.

Talks are progressing at its own pace. One version is that negotiations are practically over and 'nothing new' is being added to the fresh or recent conversation. Prime Minister  Narendra Modi himself says - "Efforts are continuing, they are being pursued with all seriousness". 





The Prime Minister's emphasis on the word 'ghambirta (seriousness)' has it's own significance.


A K Mishra, centre's peace emissary, who returned to Delhi after a weeklong stay in Nagaland

and interacting with all stakeholders, is not among the optimistic ones.


Even in Delhi he is continuing consultations either in person or over phone. 


Mishra has been reportedly categorical to NSCN (IM) that there is no question of revisiting the contentious 

issues of Flag and a separate Naga Flag.


Chief Minister Neiphiu Rio is right when he says the ball is in the court of 'stakeholders'.


Therefore, what lies at the most significant stage of talks now is that every stakeholder is bound to

see reason.


On the other hand, the government does not want to leave anything to chance. Security officials and

other analysts met recently and decided to enhance army deployment in some areas.


"There may be enhanced movement of armoured vehicles also," a source said without elaborating further.


Security experts are now trying to assess situations beyond 'talks and solution'. The source said, "all pros and cons are being examined. We do not wish it, but in case there is abrogation of ceasefire, security of life and properties ought to be ensured".


While the Prime Minister is keen to ensure permanent withdrawal of AFSPA, there cannot be any compromise

on safety and security measures too, sources said.


Not to forget that earlier this year, one senior military official had said that maximum extortion takes places 

where AFSPA has been withdrawn.


In terms of peace talks and the stance of NSCN (IM) leadership, the government agencies are taking holistic views

about certain happenings in the past.

First, how much of communism influence or the Naga way of deciding things traditionally are really at work ?

 

True to the mixed approach, around 1998-99, the NSCN(IM) had opposed the Government of India’s move 

for opening the dialogue channels with two other Naga underground factions NSCN (K) and Adino Phizo’s Federal Group (Government) of Nagaland.


But in 2017 when the Centre entered into a new pact with NNPGs - a conglomerate of multiple groups operating 

 within the state of Nagaland', the NSCN (IM) has remained in parleys.


In 2000, it was ironic to see photographs appearing in the media about Muivah being in fetters in Bangkok. This happened three years after 1997 ceasefire.


He had been arrested on January 19, 2000 on the charge of carrying a false South Korean passport after he 

stepped off Thai Airways flight TG 508 on arrival at Bangkok from Karachi.


He was released on bail but was again held on January 30 at the Hay Yai airport on possessing another 

false passport. Muivah allegedly also had 'nexus' with Pakistani elements. So various issues are being examined closely

and nothing would be left to chances.


Some Naga militant cadres could be still hiding in Myanmar or beyond, sources said.

Security would be beefed up in some pockets of Manipur as well.

BJP's political mess and Rio's governance challenges

All eyes will be on the Nagaland BJP core committee's meeting slated for Sunday, May 1, at Dimapur.

The meeting will be attended also by BJP general secretary Tarun Chugh, who is on a three-day tour of the state.


The meeting obviously assumes significance in the wake of political upheaval - but on expected lines - that 21 NPF legislators have joined the NDPP led by Chief Minister Neiphiu Rio. With this new 'number game' move, the Rio camp has made BJP aggrieved and left in the lurch.


Rio may not immediately drop BJP ministers, but he will no longer take the tantrums. The message is clear, the Northern Angami man is keen to take on the 'mighty BJP'.


The saffron party has been incidentally already in a political mess in Nagaland with key leaders

sidelined and most did not know what has been going around. While Deputy CM Y Patton focused

on legislative politics, often embarrassing CM Rio, the state president Temjen Imna Along's

image has been 'pro-Neiphiu Rio'.


The BJP leaders in Delhi admit from time to time that "We have 'extended NDPP loyalists' and this often

made organisational works difficult". The central BJP did not like to interfere much. One reason being, they

admired Rio's typical 'anti-Congress' politics and the manner the state was made 'Congress-free'. Perhaps

the first Indian state where Congress quickly lost relevance.


But now things have changed and the saffron party has to look for a new president to ensure its

forward march. 


"We are looking for a man with the right political acumen and the search is on," says one leader in Delhi. 


Previously, Ram Madhav and now Nalin Kohli as in-charge for Nagaland did not inspire 'much inspiration' 

for the organisation to grow.


Chugh's visit is significant as he is there in Nagaland at the directives of BJP national president J P Nadda and

senior colleague B L Santhosh. He landed in Dimapur within days centre's emissary A K Mishra also met

key movers and shakers of peace talks.


Some names doing the rounds for new state unit chief are Dr Sukhato Sema, Temsu Wati, Hurui Zeliang and 

Kevechutso Doulo.


Each one has merits but there are demerits also. "Either some lack political acumen, others have issues like

Hurie being from a minority tribe," one source explained. 


Doulo hails from Phek district - a traditional bastion of regionalists. He contested more than once

and is a strong proponent of BJP's ideologies. 


'The unique constitutional system of Indian democracy makes it a fabulous one....

Many Nagas contributed exceptional accomplishments for India, within the Framework of the 

Indian Constitution," he made a loaded statement in a newspaper article including in 'Nagaland Page'.


One section of BJP suggests the post should go either to a Sema or an Ao. The debate goes on.


On the other hand, though Rio has fought a political game with display of skills and resources so far,

the Chief Minister has major governance issues and most under his tenure since 2003.


The salaries are reaching government employees late. 'Nagaland Page' exposed some of the failures in a recent article.

Even with NDPP, some voices have tried to raise a few embarrassing facts. In Lok Sabha, lawmaker Tokheho


Yepthomi raised the issue of Medical Colleges and central funding. The centre's response that Rs 171 crore was released in 2019 itself allegedly 'exposed' some skeletons of governance.


Are funds being diverted to escape RBI embargo? Even otherwise things look clumsy. Nagaland has the highest number of government employees - around 1,30,000 eating up 70 percent of the state Plan fund.


Can Rio - in an election mode now - bell the cat ? 

BJP leader Chugh says he is there to 'strengthen' the organisation and not work out electoral strategy. This is also a significant viewpoint.

The single biggest take away is back to basics. Regionalism is the new flavour in northeast politics. 

And importantly, NDPP leader and Nagaland Chief Minister Neiphiu Rio is willing to take on the mighty BJP.


But has Rio in the process given an armour to his detractors to demand President's Rule ?

The merger of as many as 21 MLAs led by former Chief Minister T R Zeliang, onetime Neiphiu Rio's acolyte-turned-foe-now turned friend, came within hours Naga People's Front chief Shurhozelie announced that there will not be any merger between NPF and NDPP at the organisational level.

Well, Nagaland is back with its well-known political head hunting or head counting games. 

As many as 21 Naga People's Front (NPF) legislators on Friday quit the party and decided to merge with another regional outfit Nationalist Democratic Progressive Party (NDPP) led by Chief Minister Neiphiu Rio.

"A letter dated 29/4/2022 has been received from the President of NDPP (Chingwang Konyak) accepting the merger," a communication from the state assembly said at Kohima.


The issue is not how much big the setback is for Shurhozelie, the veteran regionalist, or even the NPF; the real issue is the NDPP and especially Chief Minister Neiphiu Rio's relationship with the BJP.

Now about 45-48 MLAs are with Rio in the 60-member and so will he continue to need 
support of 12 BJP legislators ? Or why should he entertain the tantrums of BJP leaders ?

Earlier this year, the NPF had formally requested NDPP to merge with the party and even asked
Chief Minister Rio to 'lead' the new party.

“We are extending invitation to the CM Neiphiu Rio and his MLAs to come together, as there is a desire by one and all among the Naga family that regional party of NPF and NDPP should come to an understanding /together,” a spokesman of NPF had said in January.







It was understood that Rio was keen for such a game only if he is given organisational leadership that is presidentship of the new regional party. Veteran regionalist and traditionally a non-Congress leader Shurhozelie was disinclined to give up the organisational leadership of the new regional force to Rio, who was once a prominent Congress face in the state politics.


For all practical purposes, both the parties NDPP and NPF were already working with
a unity of purpose. The NPF legislators gave up their opposition cloak recently and extended support to the NDPP-BJP government.


While Nagaland had an opposition-less government, NPF leader T R Zeliang was designated as
the chairman of UDA - comprising NDPP, BJP and NPF.

But Rio still has multiple challenges at hands. Firstly, perhaps the centre considers he failed or was not much
inclined to convince NSCN (IM) leader Thuingaleng Muivah to give up the twin demands of Naga Flag
and a separate Naga Constitution.

These issues are stalling the peace process in Nagaland and the final peace pact would be a major
milestone for the Modi government.

There are central BJP leaders who suggest Rio's alleged nexus with NSCN (IM) is "not just an
allegation" as the influence of gun and money have been critical instruments during elections in
Nagaland way back starting from 2003.

The then Congress chief minister S C Jamir had first alleged in 2003 that Nationalist Socialist Council of 
Nagaland (NSCN-IM) had intimidated voters in certain areas as electioneering for the February 26 (2003)
state Assembly polls. 

There is now a pending Enforcement Directorate alleged 'money laundering' case against five of CM Rio's associates. This can be opened up anytime and given somewhat embarrassing twist, his detractors say.

Already five people have been summoned for questioning by the ED and the Gauhati High Court
has declined to put a stay on the same. Of course, this episode has lately added to Rio's nervousness.

Technically, the BJP leaders in Nagaland do not have much ground or any tool to fight the machinations of Rio and his number game (getting support of 21 NPF additional MLAs). But some Nagaland BJP leaders making a few frantic calls to the central leaders.

Some feel the demand for imposition of President's Rule on some pretexts is not ruled out. There is also an exceptional situation. That is related to the Naga peace talks, which are at final stage.


Thus, anytime the government of India can say either it will allow an interim-alternative arrangement or'even impose President's Rule to facilitate fresh elections and 'participation' of the ultra groups in democratic process.

Regional forces make a lot of political significance in Nagaland and other northeastern states.


In the past, the big brother approach of Congress was dangerous, and now the BJP going the same way. 

In Manipur, the BJP's strategy on the eve of elections earlier this year has irked regional partner
NDPP in Nagaland and even NPP in Meghalaya. 

The BJP booted out NPP and NPF from its alliance and later contested all 60 seats to come to power on its own.
 
Obviously the apprehension is the saffron party will try the same game in Nagaland and possibly in Meghalaya
also. 

Both the Chief Ministers Neiphiu Rio of Nagaland and Conrad Sangma in Meghalaya have been working with the BJP so far to ensure their own survival. But the nervousness prevails.

Nervousness often forces one to take assertive stance in politics. 

Lately, Rio took away the portfolio of Roads and Bridges from Deputy CM and BJP floor leader in the assembly Y Patton.


An aggrieved Patton was offered the additional portfolio of Land Resources by Rio later. This offer was strongly rejected by Deputy CM Patton, who said he was not keen to take an additional portfolio from his own BJP colleague and minister Paiwang Konyak.


Showing clear hints that NDPP-BJP differences have widened one key BJP Nagaland leader had said - "It was a double game employed by Chief Minister Rio. The Department of Land Resources is with another BJP Minister, Paiwang Konyak, and so Patton has done the right thing by rejecting it. We cannot take each other's portfolio and allow the NDPP to enjoy the larger size of the cake".

IANS report: Veiled Message For Nagas: Talks For Lasting Peace are on and With ‘All Seriousness’, Says PM

 New Delhi:  If Prime Minster Narendra Modi’s subtle and yet categorical message from Diphu in Assam on Thursday is to be understood, perhaps it was for Naga militants.





“Baaki jagaon mein bhi sthai shanti ke liye hamare prayas lagatar chal rahen hain, gambhirta se chal rahen hain (All across northeast, our sincere efforts are on to establish a lasting peace. Efforts are continuing, they are being pursued with all seriousness),” the Prime Minister said in Diphu located in the Karbi Anglong region, which shares a border with Nagaland.





While his reference could be seen from a general perspective for all militant groups, it was obviously more relevant for Naga militants and the state of Nagaland as the Naga peace parleys that began in 1997 are understandably at a final stage.


The Prime Minister said: “Last September in Karbi Anglong region, many organisations have decided to take the path of peace and development. In 2020 the Bodo Accord opened avenues for a lasting peace. In Tripura, the NLFT took the step towards peace. For two and half decades, there was a problem of Bru-Reangs That has been resolved also.”


Of course the Prime Minister did not dwell specifically or in details on the Naga issue, but his remarks have special significance for the Nagas and the state of Nagaland.


The Centre had last week deputed its peace representative A.K. Mishra, a former intelligence official, to visit Nagaland and interact with all stakeholders including NSCN (IM), its general secretary Thuingaleng Muivah, NNPG leaders and also representatives of various social organisations and pressure groups.


N. Kitovi Zhimomi of NNPG (umbrella organsiation of seven Naga militant groups) is already keen to sign a peace pact and so he insists that the formality and the last stage in any talks should be tried in all sincerity.


Mishra has reportedly submitted a report to the Union Home Ministry on his return earlier this week.


Among other things, he has been categorical to NSCN (IM) that there is no question of revisiting the contentious issues of Flag and a separate Naga Flag.


While the potent militant group (NSCN-IM) does not want to compromise on Flag and Constitution, any government in Delhi would ever give up or even can afford to make any compromises on Flag and Constitution.


Modi’s visit to Karbi Anglong, which is in very close proximity to Nagaland, was largely aimed at giving a new momentum to peace and development in the Karbi Anglong Autonomous Council (KAAC) region.


The fact that Diphu is hardly two hours from Dimapur in Nagaland also triggered speculation in certain quarters that Modi could make use of the opportune time to give a few critical messages to Naga groups and the common people.


“Brothers and sisters in last few decades you all have gone through tough and challenging times. But after 2014 challenges of the northeast were being constantly addressed and people are getting the benefits of development,” he said adding: “Today when people come to tribal areas of Assam or other states in northeast then people feel happy about improvement in situations.”






“Karbi Anglong or other tribal-infested areas in the northeast are firmly and constantly following the path of’ Vikas and Vishwas’ (Development and trust). We all are aware that our government have been working on the problems of these northeastern states. The problems can be solved we work as a member of your community As your brother and son, I have tried to understand all your problems,” he said.


The Prime Minister said he is more than glad that “people have also tried to make the government understand the problem more by your heart than brain”.


“When we all together look for solution all problems like family members, there is sensitivity, appreciation of the pain and troubles the locals have to undergo.


“Today, the entire nation is what watching that in last some years our work is showing results. Once upon a time, when people used to talk about northeast they were either on bomb explosions and sound of gunfire. Today we have thunderous clap all-around,” he added.


Of course the Prime Minister’s statement also dwelt around other issues.


He referred to the partial withdrawal of AFSPA from 23 districts of Assam and also other states including Manipur and Nagaland.


The Prime Minister said the days of violence and the sound of guns and blasts are gone from Assam.


Referring to the 400th birth anniversary of Lachit Borphukan, a commander in the erstwhile Ahom Kingdon, Modi said: “His life was an example of patriotism, and I salute him from the core of my heart.”


Modi also laid the foundation stones of projects worth Rs 500 crore in Karbi Anglong, which includes an agriculture college, model college and a veterinary college.


He also laid the foundation stone of the ambitious Amrit Sarovar project. The Assam government would develop 2,985 water bodies in the state for water conservation with a budget of Rs 1,150 crore.


Addressing the huge gathering, Modi said: “The enormous love and blessings you have shown to me will be returned with interest as development works.”


It may be pointed out Nagaland Chief Minister Neiphiu Rio and his deputy Y. Patton (of the BJP) have indicated that things could take a more concrete shape by August 15 when India completes 75 years of Independence.

Even otherwise the country is celebrating Amrit Mahotsav and the Prime Minister is more often inclined to refer to the milestone.

It is only relevant that Nagaland, Naga communities and various groups operating both within the state and outside are taken on board in India’s onward journey towards greater glories.

A sizable Rengma Naga population reside in Diphu and the adjoining areas of Assam. 

Some Nagas in traditional attire enthusiastically attended the function and even danced merrily.


Besides Assam Chief Minister Himanta Biswa Sarma and other Assam and Karbi leaders, the function was also attended by Assam Governor Jagdish Mukhi, who is also holding the additional charge of Nagaland.

Moveover to 'neo-Naya Pakistan' - Here you have air strikes, clashes with Afghanistan

Things do come full circle many times.

"There has been an exponential rise in cross-border militant attacks (from Afghanistan) on Pakistani security forces over the past few months. The situation has now taken a more serious turn with alleged Pakistani air strikes conducted inside Afghanistan and reported civilian casualties heightening tensions," says a report in newspaper 'Dawn'.


Of course, the Pakistan Foreign Office said that Islamabad is looking into the situation after conflicting 

reports emerged about violence in Afghanistan on Saturday.


After the Taliban authorities held Pakistan responsible for ‘military violations’, FO spokesman Asim Iftikhar 

said the Pakistan government was looking into the situation and “will give its position accordingly”.


A spokesman for Pakistan’s embassy in Kabul has denied the Afghan claim, but no formal statement

from Pak military yet.


“Military violations including those in Khost and Kunar must be prevented as such acts deteriorate 

relations ... allowing antagonists to misuse the situation leading to undesired consequences,” 

a statement quoted acting Afghan Foreign Minister Amir Khan Muttaqi. 


Now there are certain key issues in the entire game.


The border region between Afghanistan and Pakistan has become a 'safe haven' for the Tehreek-i-Taliban 

Pakistan (TTP). 


Notably, notwithstanding Pakistan’s repeated warnings, the 'Afghan Taliban administration' has 

not done much or refused to take action against them.


Thus, there is a version that says the reported air strike, undertaken to target militant sanctuaries

Reports say militant raids have escalated inside North and South Waziristan since the Taliban returned to 

power in Afghanistan in August 2021. 


In fact, even days before Taliban takeover of Afghanistan, amid global concerns, Pakistan's role has come 

into question. 


The erstwhile Afghanistan government had repeatedly flayed Pakistan for its questionable role in supporting the Taliban

forces.


Afghanistan had also eloquently alleged that it is Pakistan which was standing as a principal supporting force 'behind' 

the Taliban.


"We think, yes, it is the Taliban doing the work ...but it is a proxy war. Taliban may be the army...but the brains of 

management (are in Pakistan)," the previous National Security Advisor of Afghanistan Hamdullah Mohib 

had told the BBC in July 2021. 


Of course, the return of Taliban rule in Afghanistan has boosted the TTP. 


Once split into several factions, the terrorists in Afghanistan, said to number around 5,000 to 6,000, 

are "reuniting and appear to be better equipped", experts say.


Many TTP militants, who were released from Afghan jails with the return of the Afghan Taliban after 

the American exit in 2021, are said to be actively involved in launching terrorist attacks in Pakistan.

Violence follows a pattern in Mamata Banerjee-ruled West Bengal.


Since 2018, the state has seen unprecedented 'State sponsored' violence targeted against particular groups and persons. Post May-2021 assembly polls and announcement of results, a reign of "unprecedented terror, lawlessness and violence" was unleashed by goons and anti-socials actively supported by the ruling dispensation and the political party in power in West Bengal. 


It goes without stating that thousands have been driven out of their homes. 

Hundreds murdered. Daughters and mothers of West Bengal were raped and numerous homes torched and vandalized.

An estimated three lakh people have been rendered homeless. They were driven out of their homes because they belonged to a 'particular religion' (Hindus) or was aligned to particular organizations - BJP and other Sanghparivaroutfits.

Now according to a group of lawyers, a delegation will call on President Ram Nath Kovind on April 29,Friday and also Union Home Minister Amit Shah submit a Memorandum for imposition of President’s Rule in the state. 

"The voice for justice for Bengal will now echo in the corridors of Delhi," it was announced at a press briefing

on April 27, Wednesday, here.

Addressing a press conference, convenor of the ‘Lawyers for Justice’ and counsel for the victims of political violence in West Bengal, Kabir Shankar Bose said, “Lawyers of Supreme Court, Delhi High Court and all District Courts of the city and NCR will hold a peaceful candle march on Friday. Family members of victims will also join the march. The voice for justice for Bengal will now echo in Delhi". 

He further said: "The fight for justice will now be fought nationally, India will fight for justice, India will fight for Bengal".


It has been alleged that many incidents, some were gruesome and very sad.

Women were dragged out of their homes and raped and in Midnapore district, one aging grandmother aged 65 plus was also allegedly gangraped in front of her grand children. 

"The whole family was made to stand and watch. This case is being investigated by the CBI".

In another incident, a minor girl was picked up by a Govt. ambulance and raped in the chamber of the Medical Superintendent. The local police did not even bother to register an FIR and now CBI is looking into the case also.


In Burdwan District, a karyakarta of a particular opposition political party was beaten so severely in the police station that his death ensued in custody. In this case, the CBI has conducted a preliminary enquiry. 

"Men were told to leave their homes and leave the women behind. They were told not to return for 7 days if they wanted to see their family again. Needless to say the women were brutally raped," it has been alleged.

People later approach the Calcutta High Court for protection to return to their homes.


The delegation leaders also alleged that internal displacement within West Bengal since May 2, 2021 is more than 25,000. 

Out of fear of persecution or death, many people have left their homes and moved to other districts / cities.

There have been at least over 300 murders since2016 in the state and 50 cases of rape. Of course, the legal fraternity has led the fight against such atrocities from the front and in some cases,the Calcutta High Court also deemed it fit to direct CBI investigation into the massive human rights violations.

 Diagnosis as bad as malady: Congress 'problems' get wider, key leaders dropped

For beleaguered Congress things are getting worse in some ways. Now the diagnosis of the party's problems seem to be worse than the malady itself.

While Congress 'interim' president Sonia Gandhi has stalled any actions against her son anddaughter Rahul-Priyanka Vadra duo for the poll debacle, other key leaders are being dropped from party posts and being 'punished'.


Sunil Jakhar, a senior Punjab leader and K V Thomas have been dropped from all party posts on the recommendation of the party's disciplinary panel headed by veteran A K Antony.

Reacting to this, a visibly upset Jakhar “wished the party good luck”.


He said, “The way in which the party leadership has handled my case they have belittled me and shown me in poor light. Such an attitude is not acceptable to me". 

Moreover, he clarified, "I have already wished the party good luck. Moreover I do not hold any position in the party".

Jakhar was former Punjab Congress chief and Thomas, a Christian leader from Kerala, served as Union food minister in the Manmohan Singh government and was also chairman of the Public Accounts Committee.

“In view of the seniority of Sunil Jakhar and KV Thomas, it has been decided that the two will be removed from party positions and will not hold any at least in the near future," said Tariq Anwar, a member of the Congress disciplinary committee.

"Harsh action has not been taken against them," he said. 

Sonia Gandhi also approved a three-year suspension for five Meghalaya MLAs for 'helping the BJP' in the state.


Some of it is factually not correct. The Congress MLAs in Meghalaya announced recently their decision toback NPP leader Conrad Sangma-led ministry in the northeastern state. The BJP too is a partner in thegovernment but it is not 'helping' BJP per se. Congress had won 21 MLAs in 2018 polls but now has none.While five of them led by M. Ampareen Lyngdoh decided to back the Sangma government only earlier this year,a larger group led by former CM Mukul Sangma deserted Congress and joined Trinamool Congress.

Reports from Punjab suggest Jakhar is keeping the Congress guessing on his plans.

The former Punjab Congress chief was 'very upset' on being served a show cause notice and he had not replied to the notice.

Instead of calling him to Delhi to sort things out, certain leaders preferred to undermine him, a Punjab Congress leader said.


Jakhar had not approved of making Charanjit Singh Channi Punjab Chief Minister on the eve of polls.

The differences understandably led to alienation of the Hindu electorate from Congress resulting in the party's defeat.


K V Thomas was served a show cause notice for attending a CPI-M conference in Kerala despite Sonia Gandhi asking the state leaders not to do so.


Congress has problems in other states too. In Gujarat, Hardik Patel has voiced displeasure atthe party's functioning while two other leaders lately left the Congress party.

US Vice Prez Kamala Harris tests positive for Covid

US Vice President Kamala Harris tested positive for Covid-19 on Tuesday, April 26, after returning from 

a weeklong trip to California, the White House announced.


"Today, Vice President Harris tested positive for Covid-19 on rapid and PCR tests. She has exhibited 

no symptoms, will isolate and continue to work from the vice president's residence," said Kirsten Allen, 

the vice president's press secretary, reports CNN.


Allen added, "She has not been a close contact to the President or First Lady due to their 

respective recent travel schedules. She will follow CDC guidelines and the advice of her physicians. 

The Vice President will return to the White House when she tests negative."


Kamala Harris did not participate in any events or meetings at the White House on Tuesday, 

according to a White House official.


A handful of staff members traveled with Harris to California last week, including deputy chief of 

staff Mike Fuchs and national security adviser Phil Gordon. 


It's unclear whether all staff members listed stayed in California with Harris through the duration of 

her weeklong trip.


Harris arrived at the White House Tuesday morning, a White House official told CNN, and went straight to take a test. After testing positive on both PCR and rapid tests, she returned home to her residence at the Naval Observatory, where she will be isolating.

NDPP-BJP Gap widens, Patton snubs CM Rio : Rejects new portfolio

Indicating that the gap between key alliance partners, the NDPP and the BJP have widened further,Nagaland Deputy Chief Minister and saffron party's floor leader in the assembly, Y Patton, on Monday snubbed Chief Minister Neiphiu Rio and rejected his offer of the additional portfolio of Land Resources.




"...With deep sense of regret, it is to inform you that I have to gracefully decline and hereby refuse to accept the new allotment of portfolio given to me, that is the Department of Land Resources as I stand contended working together even without this additional assignment," Patton wrote in a letter to the Chief Minister.


On Saturday, Patton was divested of the portfolio of Roads and Bridges and the same was passed on toChief Minister Rio's party colleague H Chuba Chang, who is only an Advisor and not a minister in the cabinet.

A government notification signed by Chief Secretary J Alam had said that the portfolio of Roads

 and Bridges would be henceforth catered to by Advisor H Chuba Chang. 

The words quickly spread that Deputy Chief Minister Y Pattton and a section of BJP leaders were not happy. 


NDPP President Chingwang Konyak had maintained that Nalin Kohli, BJP's in-charge

for Nagaland, who visited the state recently was taken into confidence by the Chief Minister. 

BJP's regional partner believed that the new arrangement had to be accepted by the saffron party as the latter was ensured a Rajya Sabha berth in favour of S Phangnon Konyak.


The BJP leaders, however, say linking Rajya Sabha election to portfolio sharing was uncalled foras it was agreed earlier that while NDPP would contest Lok Sabha election in 2019, the Rajya Sabhaberth (in March 2022) would be given to the BJP.

The portfolio politics pertaining to the Ministry of Roads and Bridges is actually linked to electoral games and preparation for fast approaching state assembly polls. There is little gainsay to point out that this is a 'juicy portfolio' and elections in Nagaland are always considered one of the expensive affairs in Nagaland.


The state BJP leaders have complained to the high command that by garb of changing the portfolio,the Chief Minister Rio is now preparing ground for elections where NDPP will either merge with another regional party, NPF or will contest the polls in alliance.


All these seem part of the game to 'isolate' BJP - which on its part has earlier this month snappedties with its regional partners NPF and NPP in Manipur.

The move also smacks of encouraging corruption on the eve of polls, they say.

The regional parties in Nagaland are also obviously nervous that the saffron party would repeat the'Manipur model' in the state too and leave the two regional partners in the lurch at the last moment.

The state BJP leaders obviously say things are premature and the party is yet to finalise the electoralstrategy.

In sum and substance, the gap between NDPP and BJP has widened and either side could be blamingthe other. Both NDPP under Chingwang Konyak-Rio leadership and NPF under T R Zeliang-Shurhozeliecombine are constituents of the BJP-led North East Democratic Alliance (NEDA).

Assam Chief Minister Himanta Biswa Sarma is the convener of the NEDA and he is expected in New Delhifor consultation on various issues.

In Nagaland, the BJP leaders by and large are happy with Patton's decision to reject the additional portfolio.

"It was a double game employed by Chief Minister Rio. The Department of Land Resources is with anotherBJP Minister, Paiwang Konyak, and so Patton has done the right thing. We cannot take each other's portfolio and allow NDPP to enjoy the larger size of the cake," a key BJP functionary told this journalist.

Some leaders propose to take up the entire matter with BJP organisational general secretary, B L Santhosh,and would even complain against Nalin Kohli's role.

"Kohli came here, met some frontal (Morcha) leaders briefly and, if at all, gave approval to the Chief Minister'smove," one leader remarked on the condition of anonymity.

Some BJP leaders say Patton's move to reject the additional portfolio is "a public spirited decision and a decision to uphold BJP's prestige".

"For our party, the nation and the governance comes first, not a portfolio of an individual. Rio and his party mustrealise this. He is not dealing with good old Congress culture politicians. The NDPP will do well to appreciatethat we do get feelers and a number of NDPP leaders at various positions and ranks may also join our party.He should read the message as a writing on the wall," a leader said.

Notably, in what was considered a key development when Patton on April 19 had said at a public function in Dimapur that Prime Minister Narendra Modi and Union Home Minister Amit Shah have been urged to announce 'resolution' of the Naga political problem during Independence Day.

Patton also said, peace emissary A.K. Mishra, who was in Nagaland and has been meeting important stakeholders, the students leaders and other social organisations should impress upon Mishra that 'enough is enough' and more than 25 years have been spent on negotiations.

BJP leaders indicate everything is 'linked' in politics. Once the Peace pact is inked, there will be a mega BJP wave in favour of Prime Minister Narendra Modi, they exude confidence.

Russia-China ties are “unrestrained pact”, EU chief tells at Raisina Dialogue

The 7th edition of Raisina Dialogue got underway in New Delhi on Monday.

Delivering the keynote address at the inaugural session, President of the European Commission Ursula Von Der Leyen said that India and the European Union share fundamental values and common interests as vibrant democracies. 

Speaking in presence of Prime Minister Narendra Modi, Ms Leyen referred to Russia-China friendshipand said - “They have declared that the friendship between them has ‘no limits’; that there are ‘no forbidden areas of cooperation', this was in February this year. And then, the invasion of Ukraine followed. What can we expect from the ‘new international relations’ that both have called for?” she wondered.

Calling the ties between Russia and China as an “unrestrained pact”, she maintained thatthe sanctions slapped on Russia are something of a “standalone solution”. 

“They are embedded in a broader strategy that has diplomatic and security elements. And this is why we have designed the sanctions in a way to sustain them over a longer period of time. This gives us leverage to achieve a diplomatic solution that will bring lasting peace".


She said it is democracy that best delivers for citizens. Ms Leyen said that every five years when Indians cast their vote in Parliamentary elections, the world watches with admiration as the world's largest democracy charts its future path. The outcome of decisions made by 1.3 billion people resonates around the globe, she said.


She stressed that for the European Union's strengthening and energising, its partnership with India is a priority in this upcoming decade. 

The EC President also expressed happiness at the launch of India EU Trade and Technology Council which will facilitate collaboration on expanded trade, technology and security. 

Proposing the Vote of Thanks, External Affairs Minister Dr S Jaishankar said, the EU has already articulated an Indo-Pacific and Connectivity strategy. 

"In 2015, Prime Minister Narendra Modi gave us the task of creating a ‘Make in India – Make for the World’ platform to debate contemporary issues. ....Seven years later, we have today in our midst 1200 participants drawn from 99 nations, ready to hear 100 panels and conversations. And I can say with all humility that the Raisina Dialogue is among the best in its class".


The three-day Dialogue is based on the theme - Terranova, impassioned, impatient, imperilled. 

There are six broad thematic pillars of the Dialogue including Rethinking Democracy, End of Multilateralism, Water Caucuses, Achieving Green Transitions.

It is what can be called a dehumanising path. A video has gone viral in Pakistan, wherein a father says he can kill himself or even slit his son’s throat if Imran Khan wants it.


Polarisation in Pakistan is gradually taking a different shape, and even journalists and Christian nuns are becoming part of it.


The character in the video says-“I will do so for Imran Khan as he has nothing to earn either money or fame. Imran has earned everything, but he wants to make Pakistan self-respecting.” 

All these are not without good reasons.

The Catholic Church got involved in the controversy after netizens shared snaps of two Dominican nuns, clad in black cloaks over white habits, holding red and green flags of Imran Khan’s party at a recent gathering. 


It goes without stating that since losing the crucial vote of confidence in Parliament, Pakistan’s former prime minister and ex-cricketer Imran Khan has divided the nation with his aggressive campaign on the ground and online.


“You either agree with him or risk being called a traitor to the country, a thief or lifafa (a journalist accepting bribes). The space keeps shrinking for free thinkers,” says Lahore-based journalist Kamran Chaudhry.


Journalists in Pakistan for a long time have been associated with the word “Lifafa”, a term used to discredit them for allegedly taking bribes. Sometime back, they were also called “basket journalists”!

Syed Muzammil Shah, a vlogger, shared a video that has been viewed by more than 6,000 people.


Pakistan has multiple problems on other fronts. The chief among them is the economy. In this context, senior journalist Abbas Nasir argues, “Who will remember the PTI’s mismanagement and decisions that brought the economy to this pass?”

His reference was to the fuel subsidy announced by Imran Khan during the fag end of his regime. Nasir says the new government will have problems doing away with the fuel subsidy.


“The withdrawal of the fuel subsidy will further spur the back-breaking inflation, particularly for the poor and middle classes, and the voting public will likely punish those it sees as responsible. When your life is a relentless struggle to put food on the table, it is not surprising that the short-term rather than the long-term memory inform your reactions. Who will remember the PTI’s mismanagement ….,” he added.


There are problems on the army front as well.


“There is speculation that the Pakistan Army acted against the run of play, that Imran was actually extremely popular with the public. Some perceive his defiance of the Army to have added to his popularity. The truth is not important here; it is a perception that rules,” wrote Lt Gen Syed Ata Hasnain (Retd) in an article.


He is a former Commander of Srinagar-based 15 Corps and is now Chancellor, Central University of Kashmir.


It is also being argued that some factionalism appears to have entered into the otherwise tradition-bound Pakistan Army and General Qamar Bajwa is likely to be one of the biggest losers of this entire game.


In the overall scenario, things ought to be guarded by India as well.

Lt Gen Hasnain says, “Among Imran’s possible ploys to remain the spoiler-in-chief will be the possibility of enhancing acrimony against India and then acting as the great nationalist leader who could recover the situation to Pakistan’s advantage.”


With Imran being in cahoots with several radical organisations and even elements within the Army, “sponsoring an action in J&K could always be possible”, he says.





Emmanuel Macron to be the first French president in 20 years to win a second term

French President Emmanuel Macron efeated his far-right rival Marine Le Pen on Sunday by a comfortable margin securing a secondterm and heading off what would have been a political earthquake.


Notably, Macron will become the first French president in 20 years to win a second term after an 

official vote projection suggested he has seen off the challenge from Marine Le Pen, international

media said.


Five years back, Mr Macron won a sweeping victory to become France's youngest president at 39.


The margin - this time - is smaller though. 


Macron will join a small club – only two French presidents before him have managed to secure 

a second term, reports said.


In the run up to the polls, Macron focussed on his international leadership of Ukraine and 

the ensuing Western sanctions that have exacerbated a surge in fuel prices. On the other hand,

Le Pen’s campaign homed in on the rising cost of living as the incumbent’s weak point.


She promised sharp cuts to fuel tax, zero-percent sales tax on essential items from pasta to diapers and

income exemptions for young workers; and also a “French first” stance on jobs and welfare.


Macron campaigned her past admiration for Russian President Vladimir Putin as showing she could not 

be trusted on the world stage.





Padma awards, etc..... instrument to buy 'silence and loyalty' under Congress

BJP's IT Cell head Amit Malviya has said that it is quite clear from Yes Bank co-founder Rana Kapoor's confession to the ED that the "Gandhis and Congress are not just extortionists but were also selling the country's highest civilian honour to the highest bidder or durbaris".

".....It was an instrument to buy loyalty or silence," he said.


Reacting to Yes Bank co-founder Rana Kapoor’s allegation that he was forced to buy an M.F. Husain painting from Priyanka Gandhi Vadra for Rs 2 crore, the BJP on Sunday alleged that Gandhis and Congress were also selling the country’s highest civilian honour to the highest bidder.


“When the Congress was in power, Priyanka Gandhi put pressure to ensure that the painting worth Rs 2 crore is bought by Kapoor," BJP spokesman Gaurav Bhatia said addressing a press conference at the party headquarters here.  “Rana Kapoor did not want to pay Rs 2 crore for the painting, but the ministers in the then Congress government put pressure on him that if he does not buy the painting from Priyanka Gandhi, then the Gandhi family will wreak havoc on him. To force him to buy the painting, Kapoor was told that he will get Padma Bhushan,” Bhatia said.


The BJP spokesperson asked Congress and Priyanka Gandhi Vadra to clarify if such a painting was sold for Rs 2 crore by putting 'pressure' and luring Rana Kapoor with Padma Vibhushan.


Referring to the Congress election symbol 'hand', Bhatia said, "The Congress hand is with corruption...while common people were suffering, the Congress and the Gandhi family were enjoying". 

Kapoor has told the Enforcement Directorate (ED) that he was "forced" to buy the M F Husain painting from Priyanka Gandhi and the sale proceeds were utilised by the Gandhi family for the medical treatment of Congress president Sonia Gandhi in New York, according to the charge sheet filed by the anti-money laundering agency in a special court in Mumbai.


Kapoor also said that he was told by the then petroleum minister Murli Deora that refusal to buy the painting will not only prevent him from building a relationship with the Gandhi family but also prevent him from getting the 'Padma award', it stated.



Kapoor has reportedly claimed that "Milind Deora (son of the late Murli Deora and former Congress MP) later conveyed to him confidentially that the sale proceeds were utilised by the Gandhi family for the medical treatment of Sonia Gandhi in New York", according to the charge sheet.


BJP leader Amit Malviya referred to the ‘award wapsi’ gang and said,“The truth of the ‘award wapsi’ gang is now unravelling. They could either be people who had bought these awards or were beholden to the Gandhis for the crumbs they may have received off their table". 

"Their dissent at that time was politically motivated and it is no more a secret,” Malviya said.

Nagaland special : If BJP stands helpless in Nagaland, it is the making of local leadership

Leaders whose preeminent dominance is threatened often do not recognise 
major changes around them until it is too late. 

Of course the BJP benefited due to coalition politics in Nagaland. Winning just 12 seats, it is in power since 2018 with Deputy Chief Minister's post also with it.

In March this year it could ensure a Rajya Sabha berth for its women wing chief S Phangnon Konyak and thus it could give a push to Prime Minister Narendra Modi's vision of 'women empowerment' in northeast - where politics has been a male bastion. It is more so for Nagaland which so far has no single elected woman legislator since statehood.


Veteran Jamir: Still has flamboyant style



But the taking away of portfolio of Roads and Bridges is an episode which leaves a section of BJP 

leaders in the state annoyed. The 'compulsion of coalition politics' is not sinking in.


Neiphiu Rio's so-called assertive game is also baffling as it happened at a critical juncture when

if the centre agrees to call it 'enough is enough', a peace accord would be inked at least with the enthusiastic

lot called NNPG. 


The NDPP-led UDA will have to step aside and a new alternative would be worked out. 


The NDPP leaders also are aware of other related issues vis-a-vis Enforcement Directorate 

case and summons. Is there a desperation ?


But from BJP's perspective, the 2023 elections could be crucial to have a government of its own. Five years back,

the saffron party's strike rate was much better than NDPP and NPF. There were 'other factors' working

but at the end of the day people showed confidence in the saffron party and the leadership of Narendra Modi.


So-called 'other factors' did not help Rio much as having contested 40, his party was able to pick up only

18 seats. Out of these, Rio's was an uncontested victory. So it was 17 out of 39. 


The BJP has been organizationally weak in Nagaland and the status quo suited Rio. The Chief Minister's only 

problem was an assertive floor leader of BJP - Y Patton. The Deputy Chief Minister is known for his unique style

of functioning and the Roads and Bridges portfolio came to him only after a tussle.


It was only in July 2019 that Patton could get the Roads and Bridges portfolio for himself in addition to

Home.


Tongpang Ozukum was divested of the 'juicy portfolio' and given Housing and Mechanical.


Local Nagaland BJP leader's mistakes started when they sat in a corner and allowed NPF join

the Rio-led regime. It was an ill-advised move that gave a fresh lease of life to an already sinking

boat called NPF.

Rio only achieved in giving some messages to the BJP that he could easily forget BJP's

magical 12 numbers.


One know of a few BJP leaders who say - "Our own party colour stood faded". 


For quite sometime a few leaders from the state are trying to replace Temjen Imna Along as the 

state unit president.


A senior leader almost was ready for a contest during 2020 organisational polls; but Saroj Pandey 

on behalf of the high command had reportedly persuaded him to withdraw the candidature.


There were others in the race. But with BJP leaders in Nagaland, 'revamping' the party organisation was

never taken up as a priority. It is possible Rio's good working relations with Ram Madhav, the then

general secretary, also played a part.


Old timers will not hesitate to say what Sushilkumar Shinde was to S C Jamir, Ram Madhav played that

role for Neiphiu Rio.


The Non-Naga residents of Dimapur say even on the issue of ILP in the commercial town, Ram Madhav 

did not do much.


Now the BJP needs to rekindle its spirit of establishing itself as a party - which is independent or rather

not dependent on regional partners. 


It is true, the ball is in the high command's court. 


But the task of kick-starting the playtime remains with local BJP leaders. 


They need 'new enthusiasm and new character'. The Lotus party 

needs to revamp it's state unit and free from any controversy.


The saffron party's central leadership is well seized of the issues irrespective of the 'trust' party's

in-charge Nalin Kohli is showing in the alliance politics.


As of now for the BJP central leadership, everything is linked to the fate of Naga peace talks; and thus

peace emissary A K Mishra's feedback to the centre in the coming week is vital.


Assam Chief Minister and NEDA chairman Himanta Biswa Sarma too is expected in Delhi.


All eyes on Prime Minister Narendra Modi's Diphu visit in Assam on April 28 as well.

New era Naga political hunting: Contest between 'status quo' and 'transition'

What ails Nagaland today ? Why do the peace talks appear to be on the verge of getting derailed?


Essentially, there is a possibility of a contest between 'status quo' and 'transition'.



It is anybody's guess in Nagaland that a final peace accord would render a set of existing politicians jobless or irrelevant.


Of course a new set of players would come in and therein lies the beauty of any peace pact related to insurgency-afflicted states. This was the case in Mizoram.

Incumbent Chief Minister Zoramthanga was a staunch lieutenant of Late rebel leader Laldenga and is today a proud 'citizen of India' and also proud of the public office he holds.
As a result, Mizoram is continuing its developmental journey amid other challenges of course. Insurgency is a matter of the past there. 


Nagas are a proud community. 

In the past many Naga leaders and observers have taken offence to try to judge the 'Naga freedom movement' or insurgency with Mizoram prism.

Swaraj Kaushal faced this problem right from the beginning when he was named as negotiator by the Vajpayee government. Kaushal was a personal friend of Late Mizo rebel leader Laldenga and later became state Governor too.

In Nagaland things are obviously always more complex if not messy. But one thing was certain that the peace accord would possibly bring in a new set of movers and shakers replacing the old and some existing ones.


So there was always a chance of a contest between 'status quo' and 'transition'. 
The peace accord is the first step to change and obviously it did not suit a few.


Did the BJP central leadership not realise this ?


When 'Election for Solution' was promised in 2018, the BJP central leadership trusted all its elected legislators, state ministers and coalition partner NDPP. 

It believed that everyone would work sincerely to bring all stakeholders on table and convince them about the futility of confrontation.


Almost a free hand was given to the state government and state politicians for the initial two years.



At one point, the BJP central leadership sensed a 'trouble area' in Mr Ram Madhav and so when J P Nadda became new party president, Madhav no longer found a berth as general secretary in-charge of north east.

Between 2014 and till his exit, Ram Madhav too almost enjoyed free hand. And this irrespective of media speculation that the Modi government is too much centralised.

From the then Governor R N Ravi it was claimed that talks were over by October 31, 2019. 
He made the statement on the floor of the assembly and thus it cannot be disowned by the NDPP-BJP regime.
 
The elected Nagaland legislators irrespective of party affiliations are also aware that the Governor's speech in state legislatures are endorsed by the cabinet decision.

So they know the state government and Chief Minister cannot deny or disown the statement. Thus, the issue was raised in the April 9 meeting at Kohima.
 
Another regional party NPF is a late comer in the game - now also supporting the Rio-led dispensation.

So far the NPF has not added much to the merit of the case. In fact, many NDPP leaders including its president Chingwang Konyak told party colleagues that the NPF was almost given a second lease of life by Rio and his advisors.


Top of that, NPF wants to have the best of both worlds. It made a gesture for a merger with NDPP but gave it up mid-way at least for the time being after BJP recorded landslide victories in Uttar Pradesh and also Manipur.



Its party chief Shurhozelie wanted to oppose the candidature of woman BJP leader Phangnon Konyak to Rajya Sabha but developed cold feet as he could not muster enough number of MLAs. Any NDPP stalwart had supported Shurhozelie move or not remains a mystery till now.



From New Delhi's point of view, may be 'trust' was reposed more on the state leadership and it was assumed that even the tough negotiators and 'uncompromising' NSCN (IM) would be also 'convinced'.

But nothing much happened except a few rounds of meetings here and there.
A section of BJP leaders are unhappy over the manner things have been handled since 2019 when almost everything was agreed for signing of a peace pact. 

Of course Manipur Chief Minister N Biren Singh with a delegation of Meitei leaders had convinced Amit Shah that no territorial integrity of Manipur will be impacted due to Naga peace accord. 





Last year, even Assam Chief Minister Himanta Biswa Sarma was roped in to meet Naga militant leaders. 

But now in retrospect, the centre thinks enough time was given to the state government and state political leaders. By deputing Himanta, did the concerned players try to raise some questions on the sanctity of Aug 3, 2015 Framework Agreement and PM Narendra Modi's own statement ?


Therefore in the April 12 evening meeting with Home Minister Amit Shah, the Naga leaders including CM Rio and Deputy CM Y Patton (of BJP) were told, "bring everyone on board and there will be an announcement of peace pact".



Some eyebrows have been raised.



Does it reflect some sort of no confidence in the state leadership ? Will the ceasefire end abruptly and will Nagaland re-enter into unfortunate phases of violence ?



The developments related to Naga peace talks are now being monitored regularly at the PMO level.



Naga leaders were also advised reportedly to meet the Prime Minister.
 
The high-profile meeting did take place. CM Rio tweeted to say there were "fruitful deliberations".

Things are truly at a critical stage in more ways than one. Nagaland legislators are already sensing a 'tougher situation' than was presumed by "resourceful parties and politicians".


They have lately mounted pressure on Chief Minister Neiphiu Rio to deliver a peace pact before 2023 elections.


The issues related to ED summons to five individuals - said to be close to Chief Minister Rio - are curious. They do not augur well at all for those who are keen to see things move smoothly and effectively towards desired results.

In the meantime, a question has surfaced: Did BJP's 'own coalition Govt' fail the central leadership ?

The 'Jamir factor', PM Modi's guts and Kitovi's moment 


"You can really enjoy and relish a curry when it is hot".


Notably, veteran Naga leader S C Jamir, who also served as Gujarat Governor during the tenure of Narendra Modi as the Chief Minister, have been meeting the Prime Minister and insisting on not to delay the peace parleys.

"I have been telling the Prime Minister about the realities of the situation and I think it will be better that things should be expedited. After all, for how long we can go on negotiating," Jamir had told this writer in November last year (as reported by IANS also).


Talking about the Prime Minister's style of functioning and ability to take key and tough decisions, Jamir had said: "The Prime Minister has the guts, that is an advantage. The Naga issue has its complexities. I have seen many Prime Ministers, but one good quality with him is, he takes decisions and it is very important".

He again held a crucial meeting with Modi on April 5. Not many people can deny their personal rapport.


Mr Modi perhaps fondly remembers that notwithstanding Sonia Gandhi's clear instructions and

constant push by the Manmohan Singh government, Jamir as the Governor of Gujarat did not 

bother Modi much.


Jamir's magical charm was purely political and that of an astute functionary in such a key post.

He virtually rebelled against Delhi's powerful duo Sonia-Manmohan Singh.


"We had a very good relationship though I was there only for five months," Jamir told me. 


"We were good friends. When I became Governor, I told him (Modi), I am ex-Chief Minister so 

I know the responsibility of a Chief Minister. So as Governor I will never interfere".


The truth of the matter is unlike many mainstream and so-called 'secular' netas, Jamir knew the political potential of a man called Narendra Modi.


So the 'friendship' has stuck and Modi - very careful to talk about Congress and ex-Congress leaders - calls Jamir a "statesman".


So when Jamir met PM Modi again this year in April - it was understandably very free, frank and candid interaction.


Some of it was 'unusually frank', if some versions are to be believed.


In interaction with me, Jamir also made a remarkable statement.


"I think there is a limit to everything. When enthusiasm is there, I think it is better that a decision

is taken. Because when the curry is prepared, you can really enjoy and relish it when it is hot.

But when it becomes cold and stale, there will be hardly anybody willing to enjoy the curry". 



One does not miss the obvious that things have moved decisively since Modi-Jamir meet. 


The centre has done well to depute A K Mishra yet again to meet important stakeholders. There was 

no red-tapism about peace emissary Mishra's visit to the NSCN (IM) camp at Hebron too.


Sources said it was only a courteous call and hence all eyes are on the NSCN (IM) delegation meeting

Mishra on Friday. A high-powered NSCN (IM) team has already reached Dimapur.


The NNPG leaders also met Mishra and deliberations were good. From his perspective, Mishra would

not have anything  'new' or different to offer. Perhaps his best refrain in the given circumstances is no one should

doubt the sincerity and commitment of the Government of India to resolve the long pending and complex

issue.


From New Delhi's perspective again, the so-called paper war between the NNPG and the NSCN (IM)

may not be a healthy development. So both sides could be advised to apply restrains.


The demand for resignation of state MLAs and Ministers by the NNPG leadership was also an important

episode in recent socio-political context. Some legislators are not happy with such statements, and others

were perhaps surprised more with the timing.


At the level of NNPG, interesting times are head. Patience is the game. From N Kitovi Zhimomi's 

perspective on the personal front may be exciting part may come within next few weeks. 


It is good, the NNPG's strongly worded statement in last two days still reposes trust in Prime Minister Modi.


The NNPG statement says - "The wisdom of Hon'ble Prime Minister Narendra Modi will matter most in 

the coming days". One cannot agree more.
