QUAD slams China for its economic strategies/tactics to gain leverage over poorer countries


In a major win to the Moditva-diplomatic craft, the Quad Leaders Summit condemned terror attack in in Mumbai and in Pathankot. India will host the next in-person Quad Leaders’ Summit in 2024.


"We unequivocally condemn terrorism and violent extremism in all its forms and manifestations including cross-border terrorism. 


We are committed to international cooperation and will work with our regional partners in a comprehensive and sustained manner to strengthen capability to prevent, detect and respond to threats posed by terrorism and violent extremism, consistent with international law," the Quad statement said after their Summit meet in Hiroshima. 




"We are committed to working together to promote accountability for the perpetrators of such terrorist attacks," it said in a veiled attack to Pakistan.


"We reiterate our condemnation of terrorist attacks, including the 26/11 attacks in Mumbai and in Pathankot, and our commitment to pursuing designations, as appropriate, by the UN Security Council 1267 Sanctions Committee. 

We will strengthen our cooperation through the new Working Group on Counterterrorism announced during the Quad Foreign Ministers’ Meeting in March 2023."


35. We endorse the outcomes of the 3 March Quad Foreign Ministers’ Meeting in New Delhi and the Ministers’ Joint Statement committing to deepening practical and positive cooperation for the benefit of the Indo-Pacific region. India will host our next in-person Quad Leaders’ Summit in 2024.

 

The leaders of the Quad group – Australia, India, Japan and the United States – delivered a thinly veiled swipe at Beijing’s behaviour on Saturday at a summit in Hiroshima. - The Guardian, London  


“We strongly oppose destabilising or unilateral actions that seek to change the status quo by force or coercion,” a Quad statement said, using diplomatic language that appeared to refer to China’s economic tactics to gain leverage over poorer countries and also its military expansion in the Pacific.




Prime Minister Narendra Modi, the US president, Joe Biden, and their two partners in the group -- Japanese PM Fumio Kishida and Australian Prime Minister Anthony Albanese did not mention China by name but the communist superpower was clearly the target of language in a joint statement calling for “peace and stability in the Indo-Pacific maritime domain”.  

“We seek a region where no country dominates and no country is dominated — one where all countries are free from coercion, and can exercise their agency to determine their futures,” the leaders said.


The Quad leaders held their meeting while already gathered in Hiroshima for a Group of 7 summit.


The Australian prime minister, Anthony Albanese, had been scheduled to host Biden, Japanese prime minister Fumio Kishida and Indian prime minister Narendra Modi in Sydney next week. However, Biden pulled out, saying he had to return to Washington from Japan on Sunday to negotiate with Republican opponents on the US debt ceiling.

The Indian government also took keen interest to ensure the Quad Leaders' Summit in Hiroshima once the Australian mega event was cancelled. 

In their statement, they stressed the Quad’s support for infrastructure improvements across the vast Asia-Pacific region, while saying, in another apparent dig at China, that they wanted to assist such investments but would “not impose unsustainable debt burdens” on the recipients of assistance.

Among the projects the Quad leaders highlighted was the “urgent need to support quality undersea cable networks in the Indo-Pacific, which are key to global growth and prosperity”. They announced a partnership aiming to draw on their countries’ expertise in the specialist maritime cable sector. 


They also said that an existing pilot programme for hi-tech monitoring of illegal fishing would expand. They said they were “deeply concerned” by repression in Myanmar, and they condemned “North Korea’s destabilising ballistic missile launches and pursuit of nuclear weapons in violation of multiple UN security council resolutions”.

"Our work is guided by regional countries’ priorities and responds to the region’s needs. We are and will continue to be transparent in what we do. Respect for the leadership of regional institutions, including the Association of Southeast Asian Nations (ASEAN), the Pacific Islands Forum (PIF), and the Indian Ocean Rim Association (IORA), is and will remain at the centre of the Quad’s efforts.


The Quad Leaders’ Vision Statement we have issued today sets out our shared vision for the Quad and the Indo-Pacific region based on these principles.


"Today we reaffirm our consistent and unwavering support for ASEAN centrality and unity. We are committed to ensuring the Quad’s work is aligned with ASEAN’s principles and priorities and continues to support implementation of the ASEAN Outlook on the Indo-Pacific (AOIP). We underscore ASEAN’s regional leadership role, including in the East Asia Summit, the region’s premier leader-led forum for strategic dialogue, and the ASEAN Regional Forum. 


"We strongly support Indonesia’s 2023 ASEAN Chairmanship and its Chair theme "ASEAN Matters: Epicentrum of Growth”. We will continue to strengthen our respective relationships with ASEAN and seek opportunities for greater Quad collaboration in support of the AOIP."

China has expressed "strong dissatisfaction" with the G7's joint statement, and complained to the summit organiser Japan, Beijing's foreign ministry said.
"The G7 insisted on manipulating China-related issues, smearing and attacking China," a spokesman for the foreign ministry said.





Quad leaders meet in Hiroshima; Denounce terrorism in all forms; condemn the 26/11 terror attacks in Mumbai and Pathankot 


Prime Minister Narendra Modi participated in the third in-person Quad Leaders’ Summit in Hiroshima, Japan on Friday, May 20 along with Australian Prime Minister Anthony Albanese, Japanese Prime Minister Fumio Kishida and US President Joe Biden.


The Quad leaders unequivocally condemned terrorism and violent extremism in all its forms and manifestations including cross-border terrorism.


In a joint statement, they reiterated their condemnation of terrorist attacks including the 26/11 attacks in Mumbai and in Pathankot. They also emphasised commitment to pursuing designations by the UN Security Council 1267 Sanctions Committee as appropriate.


The External Affairs Ministry said, the Leaders had a productive dialogue about developments in the Indo-Pacific which affirmed their shared democratic values and strategic interests.


Guided by their vision for a free, open and inclusive Indo-Pacific, they reiterated the importance of upholding the principles of sovereignty, territorial integrity and peaceful resolution of disputes.


They released the Quad Leaders’ Vision Statement - Enduring Partners for the Indo-Pacific” which articulates their principled approach. To strengthen the resilience and prosperity of the Indo-Pacific,  the Leaders announced the Clean Energy Supply Chains Initiative which would facilitate research and development and support the Indo-Pacific’s energy transition.


The Quad Principles of Clean Energy Supply Chains were approved to guide engagement with the region on clean energy supply chain development. ‘Quad Infrastructure Fellowships Programme’ was also approved to support policymakers and practitioners in the region to design, build and manage sustainable and viable infrastructure in their countries.


The Leaders announced Quad support for a small-scale ORAN deployment in Palau, the first in the Pacific region. They also released the ORAN Security Report to support industry investment in open, interoperable and secure telecom platforms. Quad Investors’ Network has been launched as a private sector-led platform to facilitate investments in strategic technologies.


The Leaders welcomed the progress of the Indo-Pacific Partnership for Maritime Domain Awareness, announced at their Summit last year in Tokyo.


Prime Minister Modi highlighted how India’s approach to demand-driven development cooperation with the region was contributing to these efforts. He emphasised the importance of consolidating Quad’s constructive agenda and delivering tangible outcomes for the region. Prime Minister invited Quad Leaders to India for the next Quad Summit in 2024.


Mr Modi also held a series of bilateral discussions on the sidelines of the Summit, including with UK Prime Minister Rishi Sunak, Brazil President Lula da Silva, French President Emmanuel Macron, German Chancellor Olaf Scholz, and South Korean President Yoon Suk Yeol.


Mr Modi said in a tweet that talked he discussed ways to enhance cooperation in futuristic sectors like IT, innovation, technology, semiconductors and more with the South Korean President. He added that boosting commercial linkages and defence ties also featured prominently in the discussions.


Prime Minister also met Ukraine President Volodymyr Zelenskyy. Mr Modi conveyed India's apparent support for dialogue and diplomacy to find a way forward. He assured that India will continue extending humanitarian assistance to the people of Ukraine.


On Sunday, Mr Modi began his day by visiting the Peace Memorial Museum, where he observed the documented exhibits and signed the visitor’s book. The leaders also paid their respect at the Hiroshima Peace Memorial Park. Prime Minister is also scheduled to hold bilateral meetings on the sidelines of the G7 Summit today, - says AIR News. 


Later, he will depart for Papua New Guinea for the second leg of his three-nation tour to Japan, Papua New Guinea and Australia.
