Lok Sabha passes a bill to cut salaries of MPs by 30 per cent
















The Lok Sabha on Tuesday passed a bill to cut salaries of all MPs by 30 per cent for a year, to meet the exigencies arising out COVID-19 pandemic. The Salary, Allowances and Pension of Members of Parliament (Amendment) Bill, 2020 was unanimously passed by the members of the Lower House.


The bill was introduced in the Lower House on September 14 (Monday). Earlier this year, the government had brought the Salaries and Allowances of Ministers (Amendment) Ordinance, 2020, which provided a 30 per cent cut in sumptuary allowance payable to each minister for a period of one year commencing from April 1, 2020.

She also said: "At a time when the financial situation is in a depressing stage and the employment is at the worst level, in order to divert the attention of the people, we are being used to be flogged at the social media and there is no support (for the film industry) from the government".

She was critical of BJP MP Ravi Kishan's remarks in the Lok Sabha on Sept 14 (Monday) on the drug cartel and how the Narcotics Control Bureau probe has intensified.

Of course, Ravi Kishan also hit back saying, "I have come here crawling" and he has the "Bhojpuri Thali" - a reference to his works in Bhojpuri films.

The monsoon session of Parliament began on Monday, Sept 14 with the Lok Sabha holding its first day session starting from 9 am unlike normal time when session used to begin at 11 am.

During zero hour, BJP MP and actor-turned-politician Ravi Kishan said: "The problem of drug trafficking and addiction is on a rise. I regret to say there is a conspiracy behind pushing drug menace in India and smuggling of drugs is being done from from Pakistan and China. These are brought via Punjab and Nepal.

However, actress Kangana Ranaut, who had earlier spoken about the drugs in the entertainment industry countered the vetera actress strongly and even dragged her two children (actor son Abhishek and daughter Shweta) into the debate.


"Jaya ji, would you say the same thing if in my place it was your daughter Shweta beaten, drugged and molested as a teenage, would you say the same thing if Abhieshek complained about bullying and harassment constantly and found hanging one day? Show compassion for us also" - Kangana tweeted. 

Former Maharashtra Chief Minister Devendra Fadnavis, BJP leader, also backed the ongoing NCB probe and said mere 'denial' mode would not help serve the purpose.


Another BJP leader and Union Minister, Babul Supriyo, said like in cricket not everyone was involved in match fixing and betting, the same norms should apply to Bollywood also.


"The crisis looming over Bollywood with Drugs is reminiscent of what happened to Cricket during the Betting Scandal years ago•Then the Game of Cricket Won bcuz everyone wasn't evil - NOW Bollywood & Art shall prevail & with Glory bcuz of the Same Reason - Everyone isn't Evil AMEN"

In another missive, he wrote:

"Like in the Cricket every cricketer wasn't involved, similarly entire Bollywood ISN'T into drugs-NO! It's grossly unfair to say so simply because IT IS NOT TRUE!! Rather Most Stars from Bollywood are Extremely  Disciplined•They Exercise, Diet, Study Work the hard way Hard to Success".


In fact, Ravi Kishan also said -- the drug menace is now at a small scale and thus could be curtailed and fought.






Farooq Abdullah attends Parliament first time after Article 370 abrogation

National Conference President Farooq Abdullah attended the Monsoon Session of Parliament for the first time after a gap of more than a year since the abrogation of Article 370 in Jammu and Kashmir.

Abdullah was among the various Jammu and Kashmir leaders who were allegedly put into pre-emptive detention in the erstwhile state after the Centre on August 5 last year abrogated Article 370.

During August 2019 session of course the Home Minister Amit Shah has said no restrictions were
imposed on the former Chief Minister and ex-Union Minister.

On his arrival into the House, Abdullah was welcomed by senior leaders, including Shashi Tharoor and Manish Tewari, Supriya Sule and A. Raja. All India Majlis-e-Ittehadul Muslimeen (AIMIM) President Asaduddin Owaisi was also present.

Most of the mainstream political leaders from Jammu and Kashmir have been released, including Farooq and his son Omar Abdullah, on March 13 and March 24, 2020. PDP leader and former CM, Mehbooba Mufti continues to be held under the Public Safety Act (PSA).





Lok Sabha Speaker Om Birla told the members in presence of Prime Minister Narendra Modi and other senior members that for the first time in the history (due to Covid19 norms and SOPs) members have been asked to sit in the Rajya Sabha and galleries as well during the proceedings of the lower House. Similarly, Rajya Sabha members will get chance to sit in Lok Sabha during sitting of the Upper House.

For the first time in history, lawmakers would be allowed to speak while sitting on their seats.


The Monsoon Session of parliament will continue till October 1 and will have 18 sessions.

"All members in this Monsoon Session will first speak from their seats without standing," Speaker Birla said adding, it is true some members like DMK's T R Baalu had complained earlier that he is used to speak better while standing only.

As parliamentary decorum, MPs and even state legislators have to stand before speaking a symbol to show respect to the chair.


Covid19 updates: Worrying signals as India tally crosses 48 lakh

There have been total 79,722 deaths nationwide and Maharashtra has reported the maximum at 29,531.
Tamil Nadu stood second with 8,381 deaths. There were 7,265 deaths in Karnataka, 4,912 in Andhra Pradesh, 4744 in Delhi, 4429 in Uttar Pradesh, 3945 in West Bengal; 3210 in Gujarat and 2356 in Punjab.

Officials say 1,762 people have died of COVID-19 in Madhya Pradesh, 1,236 in Rajasthan, 975 in Haryana, 974 in Telangana, 878 in Jammu and Kashmir, 822 in Bihar, 626 in Odisha, 555 each in Jharkhand and Chhattisgarh, 469 in Assam, 439 in Kerala and 414 in Uttarakhand.


The total coronavirus cases mounted to 48,46,427, while the death toll climbed to 79,722.
At least 1,136 more people succumbed to the pandemic in last 24 hours.

However, the COVID-19 case fatality rate has further dropped in India to 1.64 per cent.

There are 9,86,598 active cases of COVID-19 in the country, while 37,80,107 people have recovered, the data stated.

India's COVID-19 tally had crossed the 20-lakh mark on August 7, 30 lakh on August 23 and it went past 40 lakh on September 5.

At least 416 fresh deaths were reported from Maharashtra, 104 from Karnataka, 80 from Uttar Pradesh, 74 from Tamil Nadu, 68 from Punjab, 66 from Andhra Pradesh, 58 from West Bengal, 34 from Madhya Pradesh, 29 from Delhi, 19 from Haryana, 16 each from Assam and Chhattisgarh, 15 each from Puducherry, Rajasthan and Gujarat, 14 each from Kerala, Bihar and Jammu and Kashmir and 13 each from Jharkhand and Telangana

Twelve fatalities were reported from Uttarakhand, 10 from Odisha, six from Tripura, four each from Goa and Himachal Pradesh, three from Sikkim while Chandigarh, Ladakh, Manipur and Meghalaya have registered one fatality each.


Puducherry has registered 385 fatalities, Goa 290, Tripura 200, Chandigarh 93, Himachal Pradesh 77, Andaman and Nicobar Islands 51, Manipur 46, Ladakh 40, Meghalaya 26, Sikkim 14, Nagaland and Arunachal Pradesh 10, and Dadra and Nagar Haveli and Daman and Diu two.


The health ministry said more than 70 per cent of the deaths occurred due to comorbidities.



Speaking in the Lok Sabha, Health Minister Dr Harsh Vardhan said that the cases per million population in the country have also been limited to 3,328 in the country.

Owing to the nationwide efforts the Covid-19 related deaths have been limited to 55 per million population.


“With our endeavour to manage Covid-19, India has been able to limit its cases and deaths to 3,328 cases and 55 deaths per million population respectively, which is one of the lowest in the world as compared to similarly affected countries,” the Minister said.



Lok Sabha on Day 1 of Parliament session (on Monday, Sept 14) adopted a motion to do away with Question Hour and Private members' business during the Monsoon session.


Criticising the move, the opposition led by the Congress said that Question Hour is the "golden hour of the House". Leader of the Congress in Lok Sabha, Adhir Ranjan Chowdhury, said the argument and rationale that has been put forth by Parliamentary Affairs Minister Pralhad Joshi is far from convincing. Countering Defence Minister Rajnath Singh, he said just informing the opposition parties did not mean 'consulting'.

He said the Question Hour is recognised as an essence of parliamentary democracy and executives are accountable and answerable during the Question Hour. In such an extraordinary situation, if the House is running, he wondered - "why Question Hour is singled out".

Moving the motion, Joshi said the Lok Sabha session is being held in extraordinary circumstances amid the COVID-19 pandemic and this House resolves that starred questions and private members'' business may not be brought before it for transaction during the session.

AIMIM chief Asaduddin Owaisi said the Question Hour and private members'' business are cornerstone of democracy and it is very much essential for the existence of parliamentary democracy.

"I urge the Speaker not to allow the executive to encroach on the territory of the legislature. It is a shameful day," he said.

He also requested for a division, which was not accepted by Lok Sabha Speaker Om Birla.

Manish Tewari (Congress) said this is the only time when the opposition can hold the government accountable. Another Congress MP Shashi Tharoor, the Question Hour could be abandoned only after members arrived at 'consensus' on the matter.

Kalyan Banerjee of Trinamool Congress also said the Question Hour is an integral part of the basic structure of parliamentary procedure and it should not be destroyed.
