Integration now key to transforming Indian armed forces ::: As part of mega Defence reforms ... Tri-service education branches to be merged and "set up joint military stations"

Notably, PM Narendra Modi and Raksha Mantri had stressed the urgency of integration to meet future security challenges.

The Commanders' conference also saw the release of the “Joint Military Space Doctrine”, marking a milestone in institutionalising space as a key element of India’s national security strategy.

The headquarters (HQ), Integrated Defence Staff (IDS), said, "On the final day of the Combined Commanders' Conference (CCC) 2025, decision by all the Chiefs and Commanders for merging of education branches of three services to form single Tri-Services Education Corps was announced."  


"The decision on formation of three Joint Military Stations was also announced," HQ-IDS said.


The education branches of the forces have generally been entrusted with the responsibility of enhancing the educational standard of the troops, and its cadre is posted at subareas (garrisons), headquarters, training centres, units, establishments, sainik schools, military schools, colleges, and selection centres.



The military stations are dedicated geographical areas housing equipment and personnel, and their families, where they live and train.


Additionally, the CDS reviewed the directions given by Prime Minister Narendra Modi and Defence Minister Rajnath Singh and discussed the roadmap of implementing them in a time-bound manner.


CCC 2025 has been instrumental in identifying and finalising the most important transformations required that will drive impactful changes in the future, HQ-IDS said.  


To enumerate reorganisation from the top, the three services (Army, Navy, and Air Force) will be eventually reset into Integrated Theatre Commands (ITCs).



The reorganization, leading eventually to the ITCs, is being executed in multiple ways and at various levels. New raisings, training, promotion, posting, and financial planning are just a few of them.

Jointness and integration are the cornerstones of transformation to joint structures towards which the Indian armed forces are progressing with the intention of being "future ready". Year 2025 is being observed as the 'Year of Reforms' in the MoD.

Under the MoD's Department of Military Affairs (DMA), HQ IDS works as a point organisation for jointmanship in the Ministry of Defence (MoD), which integrates policy, doctrine, war fighting, and procurement of arms and equipment. 


India's war-fighting machinery and organisations are being reorganised to meet the needs of technology-led modern warfare.  


This year’s conference, themed “Year of Reforms-Transforming for the Future”, began with a demonstration by the joint operations command centre, followed by a live air defence drill showcasing advanced air surveillance, missile defence and counter-drone capabilities.








The Central govt plans to make stricter rules for operating unmanned aerial vehicles (UAV) or drones in India with provisions for fines upto Rs 1 Lakh and imprisonment upto six months. 


The Union Civil Aviation ministry has issued draft Civil Drone (Promotion & Regulation) Bill, 2025, and sought public comments on the same till Sept 30, 2025.


“Whoever wilfully disobeys any (provisions shall be) be punishable with a fine up to Rs. 50,000/- or an imprisonment which may extend to three months or both, and for any second or subsequent offence with a fine up to Rs 1 lakh or an imprisonment which may extend to six months or both,” the draft says.



The draft proposes that “no person shall own or operate an unmanned aircraft system (UAS) unless it has been registered and issued with an UIN in a manner specified by the Directorate General of Civil Aviation. 



No UAS shall be sold or purchased or transferred, whether in offline mode or through online mode, unless it is registered and has been issued with an UIN; and the procedure for transfer including transfer by way of sale and de-registration of unmanned aircraft systems shall be as prescribed by the Central govt,” it adds.
