India, Russia agree to coordinate 'approaches' on Afghan settlement: NSA-level talks flag off violence, 'ethnic contradictions'

NSA-level talks: India & Russia discuss violence, 'ethnic contradictions' in Afghanistan


New Delhi: India and Russia on Wednesday, September 8, agreed to coordinate the approaches of both the countries in multilateral formats on the Afghan settlement.


Nikolai Patrushev, Secretary of the Security Council of the Russian Federation, held detailed deliberations with NSA Ajit Doval and also called on Prime Minister Narendra Modi and External Affairs Minister Dr S Jaishankar. 


"The importance of defining parameters of the future state structure of Afghanistan by the Afghans themselves, as well as the need to prevent the escalation of violence, social, ethnic and confessional contradictions in the country, were emphasized," a Russian government statement said.



Later in the day, the visiting Russian dignitary called on Prime Minister Modi and also External Affairs Minister Dr Jaishankar separately.

"Secretary Patrushev briefed Prime Minister on his fruitful exchanges with NSA (Doval) and EAM (Jaishankar)," an MEA release said.


He expressed Russia’s strong commitment to further deepen its ‘Special and Privileged Strategic Partnership’ with India.

The interactions also have a special significance as PM Modi will chair a BRICS Summit on Thursday, September 9, at a virtual session which would be also attended by Russian President Vladimir Putin and his Chinese counterpart Xi Jinping.

The Prime Minister expressed his "appreciation" for the visit of the Russian delegation led by Secretary Patrushev at a time when major changes are taking place in the region.

Mr Modi also asked Secretary Patrushev to convey his thanks to President Putin for his "constant attention" towards the India-Russia Partnership. 


He also said that he was looking forward to welcoming President Putin in India in the near future, for the bilateral summit.

The Russian government statement also said at the delegation level talks led by two NSAs, both sides discussed deepening bilateral cooperation in the field of security with an emphasis on further interaction on the "anti-terrorist track, combating illegal migration and drug trafficking".


All these issues relate to Afghanistan development where Taliban has taken over after the American forces made withdrawal ending their 20-years long association with the Asian nation.  

"Attention was paid to intensifying joint work of the both country's special services and military bodies".

"They also touched upon humanitarian and migration problems in this country, as well as prospects for the Russian-Indian joint efforts aimed at creating conditions for launching a peaceful settlement process on the basis of an intra-Afghan dialogue," the Russian statement said.



"There are also plans to discuss current issues on the international and regional agenda with an emphasis on developments in Afghanistan," a Kremlin statement said about the BRICS Summit scheduled for September 9.

"The main agreements will be reflected in the final Declaration".

Doval with Russian counterpart in Delhi

As a follow-up to the telephone conversation between Russian President Vladimir Putin and Indian Prime Minister Narendra Modi on August 24, an exchange of views took place on the military, political and socio-economic situation in Afghanistan.  


They also touched upon humanitarian and migration problems in this country, as well as prospects for the Russian-Indian joint efforts aimed at creating conditions for launching a peaceful settlement process on the basis of an intra-Afghan dialogue.


In addition, the Sides agreed to coordinate the approaches of Russia and India in multilateral formats on the Afghan settlement.

Jaishankar flays Pak, insists Taliban 'must live up to its' promises 

New Delhi: 


Close on the heels of Taliban announcing their caretaker government in Afghanistan,External Affairs Minister Dr S Jaishankar on Wednesday sought to up the ante and said the Taliban "must live up to its declarations" and not allow use of Afghan soil to promote terrorism in any manner.


In a veiled attack to Pakistan, Dr Jaishankar said, "The world should not countenance interference by external players, especially those intensifying violence at this difficult time".

He said, "Our collective approach should be guided by UNSC resolution 2593" adopted on August 30 on Afghanistan with India as the chair to the world body. 


The External Affairs Minister was addressing a virtual 'Afghanistan conference' jointly convened byUS Secretary of State, Antony Blinken and his German counterpart Heiko Maas.

Dr Jaishankar maintained, "Resumption of travel out of Kabul is a priority". 


"Use of Afghan soil to promote terrorism in any manner by any country is unacceptable. The Taliban must live up to its declarations to that effect," he tweeted.


Meanwhile, Secretary Blinken also said, "The Taliban seek international legitimacy. Any legitimacy -- any support -- will have to be earned". 

Taliban on Tuesday announced formation of a caretaker government of the Islamic Emirate of Afghanistan and said it would be headed by Mullah Mohammad Hassan Akhund as interim prime minister.


At another platform, in his remarks at the annual Meeting of Romanian Diplomacy, Dr Jaishankar said, from the Romanian perspective, there is definitely a likelihood that India will play a "more visible role in global politics in the days to come". 


"India's economic weight has already grown substantially, as indeed has its political influence. We are today, members of the G20. Currently, we are a non-permanent member of the Security Council, of the EAS, of BRICS, of SCO, QUAD, SAARC, BIMSTEC and IORA," he said.
